According to our reporting partner, Televisa, 15,000 troops will be at the U.S. border Monday morning.Earlier in June, Mexican authorities announced they were sending hundreds of troops to it's southern border to keep migrants from entering from Guatemala. All this in an effort to curb rampant migration."It's exploded without a solution," Foreign Affairs National Security Analyst Ron Bee said. "It's the Mexican response to the threat of tariffs made by President Trump. if they don't do enough to stop Central Americans from entering their country, and traveling across Mexico and entering our country."Televisa tells 10News that 500 troops will patrol from Calexico to Tijuana. There will be a ceremony Sunday in Mexico City."If they [troops] come across illegal immigrants they'll have to apprehend them and take them to a facility to hold onto them until they decide what to do," Bee said, whether that's sending them back home or allowing them to apply for asylum.Mexico already ramped up pressure on migrants, by cutting funding to overflowing migrant shelters, "shelters in Mexico have less access to resources, they are receiving hundreds and hundreds more people than before. They are setting up tent cities," Alex Mensing, Project Coordinator with Pueblos Sin Fronteras, said.He added Mexico has taken other measures to discourage migration, "at this point even private bus companies are being pressured to not allow people onto buses without presenting valid government ID."Bee says this is all a symptom of a bigger problem, saying the U.S. needs to adjust how we handle the large flow of migrants, or we'll repeatedly see this issue. 1749

SAN DIEGO (KGTV) -- High surf is creating dangerous conditions for swimmers hitting the beach throughout San Diego County. A High Surf Advisory is in effect San Diego coastal cities from Monday morning at 8 A.M. until Tuesday night at 10 P.M.Just before 10 A.M. Monday, SDFD Lifeguards shut down the Ocean Beach Pier.They are also cautioning any swimmers and surfers who are not advanced to stay out of the water until the advisory expires.Many advanced surfers tell 10News they have been looking forward to this day for a long time. Those who hit the water Monday took advantage of the seven to 11 foot waves along the coast, saying it’s not just the swell and the direction but the time between the waves and the decreased winds that make for great surf conditions. "The quality and the length its just a great day a great day for everybody,” one surfer tells 10 News.One group of surfers found out first-hand how dangerous these conditions are. They were taking a boat to surf off of Point Loma when the waves flipped in Monday afternoon. The surfers escaped without injury, but the boat had to be towed back to shore. 1130

SAN DIEGO (KGTV) - Design plans were approved Wednesday for the permanent structure that will replace a newly constructed temporary homeless shelter in downtown San Diego.Designs for the downtown affordable housing project at Father Joe's Village campus were approved Wednesday by the Civic San Diego planning group. SAN DIEGO (KGTV) - Dramatic video shows what happened after a liquor store owner caught thieves taking off with a pricey bottle in University City.The theft that spurred Haithem Ballo into action unfolded on in afternoon in September. Surveillance video shows two women entering Courtesy Liquor and Deli. Ballo says the two women asked about his day and browsed the store. They asked about prices, pulling out inexpensive options and put them back on the shelf.A few minutes later, one of the two grabs a 0 bottle of Johnnie Walker Scotch Whisky. At the checkout, one of women is seen walking out. The other woman waits. I know they are thieves," said Ballo.Ballo is heard shouting as he takes off after them, with one thought in his mind."I feel like they robbed me, and I have to get it from them," said Ballo.RELATED: Plant thief targets Poway business, other thefts nearbySurveillance video shows Ballo yanking the driver door open and jumping onto the truck. He grabs at the bottle, in the hands of a woman in the back. With the truck on the move, he's struck in the head with the bottle. A man in the passenger seat punches him in the face, before Ballo finally jump off, allowing the truck to speed off."We work hard for this money, got a big family. It's not easy to let people steal from you," said Ballo.Ballo says the three he saw are part of a ring of at least eight thieves that have stolen pricey liquor from the Vons store next door, repeatedly for the past six months. He says the same two women were recorded stealing from Vons this weekend.
