SAN DIEGO (KGTV) - San Diego County Vector Control officials reported new signs Friday of the potentially dangerous disease tularemia on a trail in Sorrento Valley.Several batches of ticks trapped along Lopez Canyon Trail tested positive for the disease, also known as rabbit fever.The first group of ticks with the disease appeared last week, officials said.County officials posted warning signs for hikers. Vector Control will also expand tick trapping in the area.The best way for people to protect themselves from tick bites include insect repellent for humans and pets, and long-sleeved shirts and pants.Tularemia can be treated with antibiotics but it can be fatal. 679

SAN DIEGO (KGTV) -- San Diego County needs to stay off the state watch list for two weeks straight for most schools to reopen in-person. But, some schools won’t have to wait that long.As of Friday afternoon, 56 elementary schools applied for a waiver through the county health department. If approved, it would allow them to bring students back on campus regardless of our status on the state watch list.The waiver is only open to schools serving K-6 students. Once applications are reviewed by the county they’ll be sent to Sacramento.“The state can give input or guidance,” said Supervisor Nathan Fletcher. “If we don’t hear back in three days then those will be approved.”Mt. Helix Academy in La Mesa submitted their application this week.“I’m hoping to hear back from the state and the county by next week.” Said Director, Mike Collins. “Our plan is to welcome students back on campus on Monday August 31st when we’re ready for those kids.”The school has been open for summer programs where they implemented new safety measures like masks, frequent cleaning, and social distancing.“I saw all the students had their masks on and I made a big deal, ‘Everyone has their masks on! We’re so happy!’” said Collins. “We really try to encourage our students.”For the wavier to get approved the county reviews each applicant’s proposed safety plan. They’re looking for things like having adequate personal protective equipment and if students can be kept in small groups.County Montessori School in Poway has been fine-tuning their safety measures through their summer programs.They took advantage of the waiver process right away.“The application became available last Friday night and we applied Monday,” said Head of School, Adela Corrales. “If our waiver comes through next week we’re prepared to open on site on August 24th”The county told ABC 10News they were still reviewing applications late Friday afternoon and had not sent any to the state for approval yet. 1971

SAN DIEGO (KGTV) — San Diego Metropolitan Transit System (MTS) has updated its use of force policy to include a ban on the carotid restraint technique among other new policies.MTS said the agency is training officers and has started testing the policies, which include:Banning carotid restraints and choke holds, prohibiting the use of knee pressure on the neck, throat or headA requirement that the use of force to be proportional to the seriousness of the offenseRequiring officers to intervene if witnessing excessive force by another employeeA requirement to use de-escalation tactics when feasible (de-escalation training was previously provided, but now written into policy)Requiring a warning prior to the use of forceMTS will also begin its fare diversion pilot program on Sept. 1 to help riders caught without fare avoid court fees or a citation.RELATED: San Diego MTS steps up efforts to keep riders, workers safeThe new policies come after several local agencies moved to end the use of the carotid restraint technique and reform their own use of force policies."These reforms to the use of force policy are another step in our effort to comprehensively restructure our approach to transit safety. SAN DIEGO (KGTV) -- San Diego Police have released video footage after officers shot and killed a murder suspect following a standoff on May 29.The 32-year-old suspect who was shot and killed was accused of shooting and killing another man at a City Heights apartment complex.The video shows officer stationed outside the apartment complex. Watch the full video below:According to police, gunfire was reported at the complex on the 3800 block of Euclid Avenue around 3:30 p.m.Officers later found a 62-year-old Hispanic man with at least one gunshot wound. The man was treated before being pronounced dead.Officers were then directed to a nearby complex where the suspect was believed to be hiding while a SWAT team arrived.RELATED: San Diego police officers shoot, kill murder suspect following standoff in City Heights"The suspect walked half way down the stairs towards the officers' positions and challenged them to come get him before retreating back into his apartment," police said.The man then descended back down the stairs towards officers."When the suspect had descended half way down the stairs, he extended a pistol in the direction of the officers. Three officers fired their weapons at the suspect, striking him several times," a San Diego Police Department statement said. "Specially trained STAR medics deployed with the SWAT team to provide aid, but the suspect was pronounced deceased at the scene. A firearm and a knife were recovered."Earlier in the week, the suspect’s mother reportedly contacted police after he threatened her with a firearm.Police say the women told investigators her son wanted to be involved in a shooting with police and to commit “suicide by cop.” 1700

SAN DIEGO (KGTV) - San Diego business legend Frank Fornaca died Wednesday at the age of 94.Fornaca's father started a family bakery in San Diego in 1912. More than 50 years later, the Fornacas went into the car business.The family still runs Frank Toyota, Subaru, and Hyundai. The dealerships are known for their catchy phrase, "Is that you, Frank?"Fornaca suffered from congestive heart failure.
