Hu Jintao has called for the creation of a more competitive and innovative workforce in the country, with the focus on training more top-notch specialists. He said China would work to have a large high-quality workforce and to be a strong world power in terms of human resources by 2020.Party committees and governments at all levels must create an environment where talent can emerge and be put to use, he said.He also said innovation would be fully encouraged and supported by the government, and it was a strategic task to foster young talents. At the conference, Premier Wen Jiabao pledged more support to high-caliber creative specialists that are urgently needed in China. The government would encourage and help them and overseas Chinese students find employment or start up businesses in China, he said.Wen said China would increase its funding for the training and education of high-caliber specialists, with investments coming from the government, individuals, enterprises and social organizations.Vice President Xi Jinping said the government would promptly introduce major human resource programs to help realize the national goal. All members of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee attended the conference.

BEIJING, April 6 (Xinhua) -- Indian Foreign Minister Somanahalli Mallaiah Krishna said here Tuesday that a strong and stable relationship between India and China has an impact on the entire world."As India and China manage their domestic priorities well, it has huge implications for global prosperity," Krishna made the remarks in his speech entitled "India and China in the 21st Century" at the China Institute of International Studies. The two countries "are raising the living standard of almost one-third of humanity," he said.In the past two decades, India and China have impacted significantly on global per-capita income, longevity and human development, said Krishna, there is much that can be gained through close cooperation.Facing challenges of urbanization, resource consumption, food and energy security, China and India can exchange best practices to benefit each other, the foreign minister said.He said "considerable scope" exists for joint projects in a huge infrastructure demand in India, covering sectors like power, roads, rail and telecommunication. On the Chinese side, the outsourcing of IT by state enterprises has only started recently. There is a potential waiting to be tapped, which would happen only by connecting Chinese users to Indian providers. As a reshaping of the global architecture is underway, evident in new groupings like the G20, BRIC, BASIC and the East Asia Summit, Krishna said as developing societies, India-China convergence is manifest on issues like climate change and global trade rules."We have to accept that there will be outstanding issues between the two countries even as our relationship forges ahead. The true test of our maturity is how well we handle our problems," said Krishna.A number of dialogues and forums already exist between India and China where both sides discuss bilateral, regional and global political issues, including boundary question, trade matters and water management."Regular meetings lead to better communication, more understanding and confidence," said Krishna, encouraging an "intensive and sustained engagement" between the two systems. As to media speculation that India and China have a "competitive" relationship, Krishna said it is up to the two countries to disprove such scenarios by "concrete examples of cooperation".As this year celebrates the 60th anniversary of China-India diplomatic ties, Krishna told a reception later Tuesday that his country would take the opportunity to renew cooperation, engagement and understanding between the two peoples.

BEIJING, March 25 (Xinhua) -- Local authorities in southwest China are moving to clamp down on food price hikes as the worst drought in decades shows no sign of easing.Authorities in Guiyang, capital of the poverty-stricken mountainous Guizhou province, have indicated they would step up price monitoring and crack down on price gouging.Vegetable vendors will be fined up to 100,000 yuan (14,650 U.S. dollars) if they are found involved in jacking up vegetable prices. The maximum fine for businesses is 1 million yuan.In Kunming, capital of the hardest-hit Yunnan province, the local government is monitoring food prices and supply on a daily basis. Local price control and industry and commerce authorities have launched campaigns to crack down on food hoarding and price gouging.Local governments in their neighboring regions have taken similar measures to prevent huge rises in prices of grain, edible oil, and vegetables. The dry weather has been ravaging southwest China for months, affecting 61.3 million residents and 5 million hectares of crops in Guizhou, Yunnan, Sichuan, Chongqing, and Guangxi. The worsening drought has damaged wide swathes of vegetables and sparked sharp price hikes. Many vegetable prices have more than doubled.Hou Junfa, a purchasing manager in a hotel in Nanning, capital of Guangxi, said vegetable prices continued to surge even after the Chinese Lunar New Year when prices usually fall.Wang Wenying, a wholesaler in Nanning, said that prices of onion and potato continued to rise because of output declines in Yunnan, a main vegetable producing region. The price hikes have resulted in increases in household expending.A local resident in Nanning, surnamed Yang, said he spent five yuan more on vegetables than a month ago. Some residents choose to buy cheaper vegetables to cut household expending.Amid other efforts to curb huge price rises, the local governments have also started importing vegetables from non-drought-stricken regions to increase supply.Authorities in Kunming earlier in the week bought 250 tonnes of wax gourd, pumpkin, and eggplant from other regions to ease supply shortage in local markets.Prices of grain, including the staple food rice, has recorded relatively moderate gains of about 10 percent. Some sellers, taking advantage of the lingering drought, have started increasing their rice prices in some cities. The drought has caused speculation of further inflation rises as it has damaged hundreds of millions hectares of crops and disrupted spring planting as well. But prices are expected to stabilize as grain is being sent to the drought-stricken regions. China has sufficient grain stock after six years of bumper harvests."The drought has limited impact on China's grain output as the five regions account for a small portion of the country's total output," according to a research note of Dongxing Securities. In addition, the main grain production base in the Northeast is seeing better weather conditions than this time last year. The disaster, however, is set to reduce production of fresh flowers and sugar cane as Yunnan and Guangxi are the main producers of the crops.Retail prices of fresh flowers, as a result, have risen by about 50 percent in many Chinese cities. The decline in sugar cane production would cause China's white sugar output to decline to 11 million tonnes this year, 9 percent lower than the projection in November, the China Sugar Association said. The drought, the worst in 100 years in Yunnan and parts of Guizhou, would likely to continue till May as no substantial rainfall was expected ahead of the raining season, according to meteorological agencies. It has left 18 million residents and 11.7 million head of livestock in the region with drinking water shortages and caused direct economic losses of 23.7 billion yuan, the Ministry of Civil Affairs said Wednesday in a statement.(Xinhua correspondents Wang Mian in Guangxi, Li Qian, Li Huaiyan in Yunnan, Wang Li in Guizhou also contributed to the stroy.)

TASHKENT, May 22 (Xinhua) -- Chinese Foreign Minister Yang Jiechi on Saturday called for efforts to increase cooperation in regional security and economic matters among the member states of the Shanghai Cooperation Organization (SCO).Speaking at a meeting of the Council of Foreign Ministers of the SCO in the Uzbek capital of Tashkent, Yang said that uncertainty and instability have been increasing and it would still take time for the world economy to fully recover. He suggested that the SCO member states make efforts in line with the consensus reached by their heads of state to further enhance coordination of their policies and strategies on affairs of common interest. Chinese Foreign Minister Yang Jiechi attends a meeting of the foreign ministers of the Shanghai Cooperation Organization (SCO) in Tashkent, capital of Uzbekistan, May 22, 2010.The member states should boost security cooperation to safeguard reigonal stability, including stepping up the fight against extremism, separatism and terrorism, optimizing the model for cooperation in ensuring security for major international events and carrying on joint anti-terrorism exercises, Yang said.Yang also called for bettering links among the SCO member states, boosting infrastructural construction, further facilitating trade and investment and expanding cooperation in sectors such as finance, transport, energy, telecommunications and agriculture amid the economic downturn.China will try to make sure that the 10 billion U.S. dollars credit it extended to other SCO member states, a commitment made by President Hu Jintao last year at the Yekaterinburg summit, is used for the best, Yang said.Yang and his counterparts from the SCO member states exchanged views and reached consensus on important regional affairs, including Central Asia security and stability, the international role of the SCO and its links with other multilateral organizations. They signed the Joint Declaration on SCO/U.N. Secretariat Cooperation after the meeting of the Council of Foreign Ministers. The foreign ministers also met with Uzbek President Islam Karimov.

BEIJING, April 7 (Xinhua) -- Chinese Vice Premier Li Keqiang urged the boosting of efforts to prevent and control the hand-foot-mouth disease (HFMD) nationwide as the illness re-emerges in parts of the country."Spring and summer is a peak period for infectious diseases. Currently, preventing and controlling various infectious diseases such as the hand-foot-mouth disease is a key task," Li said Wednesday at a meeting on a nationwide health campaign. At least five children died of HFMD and another 9,863 cases have been reported in central China's Henan Province as of March 23. The local government has asked kindergartens and schools across the province to step up health checks of children.Li urged the acceleration of research into vaccines and drugs for the disease and a focus on prevention and control work in rural areas for the most vulnerable groups.HFMD is a common illness mainly affecting children under the age of 10. It usually starts with a slight fever which is followed by blisters and ulcers in the mouth and rashes on the hands and feet. It is spread through contact with saliva or feces of the infected.Li stressed related departments across the country should step up work to prevent and control A/H1N1 influenza with emergency plans and ample storage of vaccines, drugs and equipment.Li added that major events, including the 2010 Shanghai Expo, will be the key events for disease control and prevention.
