VISTA (CNS) - A man who fired a BB gun at an Oceanside business that had put up a sign supporting the Black Lives Matter movement pleaded guilty today to charges of violating civil rights by damaging property and vandalism.Steve Soto, 23, of Carlsbad, is slated to be sentenced Sept. 28 to one year in county jail stemming from the June 4 shooting that shattered a window at Bliss Tea & Treats.Oceanside police Sgt. John McKean said Soto drove by the business, then fired a BB gun out the window of his vehicle.The business had a sign in the window at the time that read: "Black owned, we stand with you," McKean said.The sergeant said surveillance video helped detectives identify the vehicle used in the crime, leading to Soto's arrest on July 15.He also pleaded guilty to an assault charge related to a May 28 incident involving a male victim and a misdemeanor vandalism count related to an unspecified July 4 incident.He was facing a hate crime allegation stemming from the Bliss Tea & Treats shooting and other misdemeanor charges of discharging a BB gun in a grossly negligent manner stemming from unspecified incidents occurring in June and July, but those counts were dismissed as part of the plea agreement. 1232

Sullivan's win means the Republican caucus are guaranteed 50 of the 100 seats in the Senate chamber. That's because the vice president of the party in power, which on Jan. 20 will be Kamala Harris, is the Senate tie-breaker on votes. That means if Republicans only have 50 seats, Democrats can control the Senate.Control of the Senate will come down to a pair of run-off elections in Georgia, which will be held on Jan. 5. (KGTV) -- California could become the first state in the nation to use recycled plastic as part of its roads and freeways.The state Senate unanimously passed SB 1238, which directs Caltrans to study the use of plastics in asphalt for construction, or repair of a state highway or road."There's no other state in the nation that has more paved roads in California," said Sen. Ben Hueso, who wrote the bill. "So, imagine if California developed the use for a product that it's abundant in … This would be a game changer. This would be a great way to reuse plastic.”That's especially important now, as China has stopped buying recycled materials from the U.S. Prior to 2018, California sent 2/3 of its recyclable materials to China, which has since banned all plastic trash imports.Now, instead of going into the landfill, it could go into California’s roads."It would help create jobs in our state. It would help a local contractor that we have in our county, it would help improve the sturdiness of our roads and reduce the maintenance of our roads," said Hueso.Hueso said he got the idea from a group of students at Bonita Vista High School in Chula Vista. He met with their Progressive Club and Green Club, challenging them to find solutions.The students introduced Hueso to MacReber Southern California, a Vista company that takes plastic and prepares it to be used in asphalt."It makes too much sense not to do," said MacReber CEO Rebeca Sparks. "With this technology, we can truly offset our footprint, and not only offset it but be do more than that to be plastic positive."MacReber takes plastic out of the recycling and landfill chain, and then processes it. The company then sells the plastic to asphalt companies. They use the plastic mix instead of oil when making asphalt.MacReber said in addition to being more environmentally friendly, it also creates a stronger, sturdier road."It's going to look feel and move the same as a traditional asphalt," said MacReber President Chris Sparks. "But our product lends to a stronger, longer lasting asphalt road."Hueso said finding a use like this for all of the plastic waste produced in California is vital to the environment, especially now that China has stopped buying the state's plastic waste.The bill still has to get approval from the state Assembly, and then it would need the governor’s signature to become law.After that, Caltrans would be responsible for studying and implementing the idea. 2478

WASHINGTON (AP) — Democrats ignored a veto threat and rammed legislation through the House Tuesday that would stymie President Donald Trump's bid for billions of extra dollars for his border wall, escalating a clash over whether he was abusing his powers to advance his paramount campaign pledge.The House's 245-182 vote to block Trump's national emergency declaration throws the political hot potato to the Republican-run Senate, where there were already enough GOP defections to edge it to the cusp of passage. Vice President Mike Pence used a lunch with Republican senators at the Capitol to try keeping them aboard, citing a dangerous crisis at the border, but there were no signs he'd succeeded."I personally couldn't handicap the outcome at this point," said Senate Majority Leader Mitch McConnell, R-Ky., who's planning a vote within the next three weeks.Senate passage would force Trump's first veto, which Congress would surely lack the votes to override. (KGTV) — A double shooting in North County has left one woman dead and a man hospitalized Saturday.A caller reported two people suffering from gunshot wounds, one was not breathing, at a home in the 1800 block of Hartwright Road just before 7 a.m., according to San Diego County Sheriff's Department.Deputies and Vista Fire personnel arrived to find one woman with a traumatic gunshot wound. She was pronounced dead at the scene. A man suffering from a suspected gunshot wound was transported to a nearby hospital with "severe" injuries, deputies say. Deputies said his prognosis is unknown.The San Diego County Medical Examiner has not released the identity of the woman pending family notification.
