BEIJING, Dec. 2 (Xinhua) -- Medical experts and leaders from the world's leading orthopaedic societies on Friday called for the improvement of health insurance programs and medical care for people in developing countries."Health care should reach the unreached," said Professor H.K.T. Raza, president of the Asia Pacific Orthopaedic Association (APOP), at the Sixth International Congress of Chinese Orthopaedic Association (COA), which is running from Thursday to Sunday in Beijing."If we really want to improve people's well-being, we have to make health care available to those who have difficulty accessing it. Although that will probably be a very difficult task, we should try and do it gradually," said Professor K.M. Chan from the Prince of Wales Hospital in Hong Kong.Statistics from the Ministry of Health show that 1.27 billion Chinese, or 95 percent of the country's population, are covered by basic medical insurance programs.However, private medical insurance accounts for less than 2 percent of the country's health care financing, while private insurance in other countries stands at an average of 20 percent."With the increasing demand for quality health care, there will be higher demand for commercial insurance. With more private health funding in the system, we can increase the quality," Prof. Chan said.Government health care expenditures should be directed toward those who can't afford health care at all, while commercial insurance should cover the needs of those who can afford to purchase it, Prof. Chan said."We need to have different approaches combined together to revamp the current health insurance structure in China," he said."If you want to raise the quality of health care, you need to have the responsibility from the government, the individuals and the insurance system," he added.While China may need to promote its commercial health insurance, in India, the situation is different. Though many medical tourists choose India as their destination for affordable care, health insurance is uncommon in the country.While patients typically pay out of their own pockets for routine care, it is estimated that over 300 million Indians out of a population of 1.2 billion still live on less than one U.S. dollar per day.

BEIJING, Oct. 11 (Xinhuanet) -- Scientists have discovered that blind optimism is related to brain's frontal lobes which are associated with processing errors, according to a British study published Monday in the journal Nature Neuroscience.Scientists at the University College of London scanned brains of volunteers who were asked to estimate their personal likelihood of involving in negative events, like a divorce or cancer,  before and after given the average probability of these events occurring.They found that the volunteers who estimated lower probability (or the more optimistic ones) than the given one raised their estimates a little bit later while those estimated higher probability altered their estimates much more.Through the brain scanner, scientists saw there was less activity in the volunteers' frontal regions when the information given was worse than expected while more activity when the information was better than expected. It suggested that the more optimistic people neglected the negative predictions."The more optimistic we are, the less likely we are to be influenced by negative information about the future," said Dr. Tali Sharot, lead author of the study. He added being optimistic clearly had some benefits, "but it can also mean that we are less likely to take precautionary action, such as practising safe sex or saving for retirement. So why don't we learn from cautionary information?"

ROME, Dec. 6 (Xinhua) -- China is playing its part in projects of the United Nations to improve global food security under the framework of South-South Cooperation (SSC), the UN Food and Agriculture Organization (FAO) said on Tuesday.FAO recently co-signed two new tripartite agreements with China, Liberia and Senegal respectively to support implementation of a series of food security initiatives and projects in Liberia and Senegal, the organization said in a press release.The Rome-based food agency said the agreements were signed in the context of the Strategic Alliance between FAO and China on SSC in support of programs for food and nutrition security in selected countries.The funding provided through the new agreement comes from a FAO-China Trust Fund of 30 million U.S. dollars, it said.Under the agreement with Liberia, China will contribute over one million dollars and provide technical assistance through 24 Chinese experts and technicians to support implementation of the country's National Program for Food Security over a two-year period.In Senegal, China will provide assistance through 26 experts and technicians."At a time when continued economic uncertainties are having an impact on the flow of traditional North-South development assistance, South-South Cooperation is creating and building on partnerships that support the direct exchange of financial and technical contributions between developing countries," said Laurent Thomas, FAO Assistant Director-General, Technical Cooperation Department."FAO's experience with South-South Cooperation has shown that the knowledge and skills of technical experts and field technicians from the (global) South have made an invaluable contribution to efforts to modernize small-scale agriculture throughout the developing world," he added.FAO's SSC initiative was launched in 1996 to provide technical support to country-level action on food insecurity.According to the organization, a total of 47 tripartite agreements have been signed to provide technical assistance among developing countries in Africa, Asia-Pacific, Latin America and the Caribbean, and over 1,500 experts and technicians have been fielded in the framework of various food security initiatives.In addition to the Strategic Alliance with China, letters of intent for SSC Strategic Alliance have also been signed so far with Argentina and Indonesia.

TEHRAN, Oct. 9 (Xinhua) -- Iran is going to launch domestically- built Navid satellite by Safir satellite launcher by the end of March 2012, the semi-official Mehr news agency reported on Sunday.Navid (promise) is a research satellite and is currently undergoing pre-launch tests, said the report without further details.In June, Iran put the Rasad (surveillance) satellite in the orbit to render images to the country.Iran put a satellite into orbit in 2009 and sent some small animals into space in 2010. BEIJING, Dec. 16 (Xinhua) -- Trade volume between China and the Association of Southeast Asian Nations (ASEAN) in 2010 was 36 times what it was in 1991, the year in which formal relations between the two sides were established, according to new statistics.The volume is expected to reach 500 billion U.S. dollars in 2015, according to figures revealed Friday at the China-ASEAN Beijing Economic Forum, an event taking place in China's capital from Dec. 16 to 18 to commemorate the 20th anniversary of the China-ASEAN relations.Ma Mingqiang, secretary-general of ASEAN-China Center, said China-ASEAN trade volume totaled 267 billion U.S. dollars in the first three quarters of 2011 and is expected to hit the annual target of 350 billion dollars this year.He said the two parties have become closely linked in the past two decades, as China is now ASEAN's largest trade partner while ASEAN ranks the third among China's trade partners.With the comprehensive implementation of the China-ASEAN Free Trade Agreement in 2010, China has made 90 percent of commodities traded between China and ASEAN countries free of tariffs.China and ASEAN have enjoyed rapid social and economic growth since they established bilateral cooperation, said Surin Pitsuwan, ASEAN secretary-general.ASEAN can provide human resources, natural resources and raw materials for China's industrial development, and it in turn wants to win more investment from China, said Pitsuwan.He said the cooperation not only is a win-win solution for both sides, but will also make a positive contribution to the world.Guo Jinlong, mayor of Beijing, said the city saw a 21.5 percent year-on-year increase in trade volume with ASEAN in 2010, and will further strengthen its cooperation with the countries.ASEAN groups Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, the Philippines, Singapore, Thailand and Vietnam.
