SAN DIEGO (KGTV) - A brother and sister who own two Rancho Bernardo nail salons were arraigned Thursday on federal charges they were part of a forced labor conspiracy. Cindy Mydung Luu and Jason Luu lured their second cousin from Vietnam to San Diego in 2014 to work long hours in their salons, Eden Nails Lounge & Spa and Majestic Nail Salon, prosecutors said. The woman arrived on a student visa and attended Grossmont College, but applied for a spouse visa after marrying Jason Luu in 2016. Prosecutors said the siblings “engaged in a scheme intended to cause the victim to believe she would suffer financial and reputational harm if she did not continue working.” The siblings own Eden Nails Lounge & Spa and Majestic Nail Salon in Rancho Bernardo.“We are very grateful that this matter came to the attention of the Human Trafficking Task Force upon the suggestion and support of two caring and vigilant nail salon customers who had befriended the victim,” said U.S. Attorney Robert Brewer. “With their assistance, Task Force officers were able to assist the victim immediately and to investigate these alleged crimes.” The U.S. Department of Labor’s Wage and Hour Division also investigated the defendants’ nail salon for minimum wage and overtime violations, according to prosecutors.The Luu’s were arrested at their home in Tierrasanta Thursday morning. They are scheduled to appear in federal court on Jan. 17. 1434

SAN DIEGO (CNS) - The UC San Diego School of Global Policy and Strategy's Center for U.S.-Mexican Studies released a report today detailing recommendations for both countries to cooperate on border security and drug trafficking policy.Chief among the report's recommendations is the creation of a joint cooperating group to help both countries reconcile their differences to achieve the best policies possible. The report also suggests the creation of a joint task force to disrupt trafficking of opioids like fentanyl.Bilateral cooperation is made difficult at the moment, according to the center, due to the divergent policy views of U.S. President Donald Trump and Mexican President Andres Manuel Lopez Obrador, who took office last December.While Lopez Obrador declared an end to the country's war on drugs in January, Trump has sought to build a wall on the U.S.-Mexico border to deter drug traffickers and violent criminals in addition to immigrants entering the country illegally."Despite these challenges, we see this as an opportunity to resume a dialogue at the highest level around bilateral security,'' said Rafael Fernandez de Castro, the center's director. "Our report offers concrete and implementable policy recommendations over the next six years of Lopez Obrador's presidency, ensuring policymakers are informed and prepared to continue cooperation efforts in a difficult phase in the bilateral relationship.''In addition to the two joint groups, the center suggested that the U.S. should improve its cooperation with and support for Mexico's newly established National Guard, its criminal justice system and community policing efforts in both countries. Lopez Obrador has repeatedly stated his intention to snuff out acts of corruption and extortion in Mexico, a measure the U.S. should assist in investigating, according to the Center for U.S.-Mexican Studies."It's critical that the two countries align their shared security interests, as the safety of Mexican and U.S. citizens and the security of both countries are intertwined,'' said Cecilia Farfan-Mendez, at postdoctoral scholar at the center.Fernandez de Castro, Farfan-Mendez and former U.S. Ambassador to Mexico Earl Wayne presented their report to the Brookings Institution in Washington, D.C., last month. SAN DIEGO (KGTV) -- A 7-year-old child was struck by a car while looking at Christmas lights in Ocean Beach Monday night. According to police, the incident happened around 6:30 on the 4700 block of Newport Avenue. Police say the family was looking at Christmas lights when the child didn’t see a car coming, walked out into the street and was struck by a car. The young boy was taken to the hospital with a broken leg. Police say the driver remained at the scene. Alcohol isn’t believed to be a factor. 511

  

SAN DIEGO (KGTV) - A father and son heading to see the border wall became stuck in a flooded stretch of the Tijuana River Valley Thursday.Two men from Idaho and North Dakota told 10News, they were on a father-son vacation in San Diego. They said they came down to the Tijuana River Valley to see the border wall with their own eyes. But the out-of-towners did not know about the notorious dip in Saturn Boulevard.According to San Diego Fire-Rescue, the men ignored road closure signs in the flooded area, and drove through the water.Their truck made it halfway across before it got stuck in five feet of water.After the water reached the truck’s window, the 75-year-old father — who was the driver — climbed out and waited on his roof for help to arrive. The 49-year-old son was able to swim to safety.RELATED: How to check if your neighborhood is at risk of flooding Lifeguards used a boat to paddle out to the man, who got on board and returned to dry land. No injuries were reported. Rescuers were required to go through a multi-step decontamination process after wading into the potentially polluted water.The truck will remain in the water until the flooding has receded, officials told 10News. 1207
