BEIJING, Nov. 19 (Xinhua) -- Officials from the Ministry of Housing and Urban-Rural Development on Friday ordered local governments to begin a campaign to inspect projects under construction to eliminate safety risks in the wake of recent fire accidents.Local authorities should work on "effective prevention of accidents" and improve safety, especially in winter when fire and gas poisoning accidents tend to be more frequent, the ministry said in a statement on its website.Special monitoring should be undertaken of reconstruction work and of projects involving the expansion of existing buildings, it said, urging a "serious" crackdown on illegal practices during building operations, according to the statement.The notice followed the call from the State Council on Wednesday demanding tougher fire prevention measures, after a blaze Monday gutted a high-rise apartment building in Shanghai, killing at least 58 people, and another fire engulfed a 99-year-old building at Tsinghua University in Beijing on Nov. 13.

BEIJING, Dec. 6 (Xinhua) -- Chinese credit rating firm Dagong Global Credit Rating assessed the sovereign credit rating of Ireland at BBB in its third sovereign or regional credit rating report released Monday.Dagong's credit rating of Ireland is lower than that given by Moody's, Standard and Poor's and Fitch."Dagong made its assessment based on factors such as Ireland's increasing debt level, the administrative capability of its government, economic and financial strength," Dagong Global said.Dagong Global's announcement follows the proposed 85-billion-euro bailout of debt-hit Ireland by the European Union and the International Monetary Fund.Dagong's report also rated four other nations - Finland, Uruguay, Kenya and Sudan.In terms of domestic currency-denominated debt, Finland received the firm's top AAA rating, but with a negative outlook.Uruguay was rated BB-plus while Kenya received a B rating.Sudan was rated C, the nation's first sovereign credit rating.Dagong Global uses a three-level assessment system, with each level containing three sub-levels. For example, AAA, AA and A.The rating agency published sovereign credit ratings in two earlier reports. One on July 11 rated 50 countries. The second on October 20 rated nine countries and regions.Founded in 1994, Dagong Global is a pioneer in the rating of industry, region and sovereign debt. BEIJING, Nov. 25 (Xinhua) -- China on Thursday again called on the relevant parties to make joint efforts to safeguard peace and stability of the Korean Peninsula.Foreign Ministry spokesman Hong Lei made the remarks at a regular press briefing.The Republic of Korea (ROK) and the Democratic People's Republic of Korea (DPRK) exchanged artillery fire Tuesday in waters off the west coast of the Korean Peninsula, leaving four people dead.Hong initially expressed China's stance Wednesday with regard to the exchange of fire between the ROK and the DPRK.On Thursday, Hong again called on parties involved to stay calm and exercise restraint, and urged the ROK and DPRK to engage in dialogue and refrain from similar actions.China has always maintained that the relevant parties resolve disputes through negotiations and by peaceful means and be committed to safeguarding peace and stability in the Korean Peninsula, Hong said.China opposed any acts that harmed the peace and stability of the Korean Peninsula, he went on."It is very urgent and important to restart the six-party talks at the current stage," Hong said, adding China had maintained close contact with all the parties involved, including the United States.He said China hoped parties involved could make concerted efforts to properly handle their concerns through talks and consultation within the framework of the six-party talks, which involved China, the DPRK, the United States, the ROK, Russia and Japan.China would like to make concerted efforts with all parties to help ease tension, seek peace and stability in the Korean Peninsula, Hong said.With respect to the planned joint military drill between the United States and the ROK in waters off the west coast of the Korean Peninsula from Nov.28 to Dec. 1, Hong said China was concerned."China holds a consistent and clear stance on the issue," Hong said without elaborating.
