LAKE ARTHUR, La. — Hurricane Delta's winds are so strong they are pulling away shingles from L'Banca Albergo Hotel, an eight-room boutique hotel in the Louisiana town of Lake Arthur.WATCH RECAP:“I probably don’t have a shingle left on the top of this hotel,” said owner Roberta Palermo. She said the electricity was out and, across the street, she could see pieces of metal coming off the roof of a 100-year-old building. Unsecured trash cans were flying around on the streets.Palermo is a long-time Louisiana resident who has grown up with hurricanes. “It’s been a long time since I’ve ridden one out. I don’t think I’ve ever been in one like this,” she said. “I think my building is pretty safe but it’s intense, for sure.”One of her guests was Johnny Weaver, a meteorology student from San Francisco State University. He was living at home in Tampa, Florida, while studying online and decided to travel to the region to see and study the storm firsthand.“There is a lot of power lines down all over the place, there’s ... really deep water in certain spots,” he said from the hotel’s front porch, adding, ‘’there is just shingles flying everywhere."According to the National Hurricane Center, the storm made landfall at 6 p.m. CT near Creole with maximum sustained winds of 100 mph. 1293

LEMON GROVE, Calif. (KGTV) - Supporters of a sales tax increase in Lemon Grove plan to gather signatures for the final time this weekend in hopes of qualifying a ballot measure that they say is needed to save the city from disincorporation.Facing gloomy revenue projections in a city with the lowest sales tax rate in the county, supporters want to put a three-quarter cent increase before voters on the March ballot.Without the hike, the city might be forced to dissolve into the county, which would take possession of city assets and likely sell City Hall, said councilman Jerry Jones."We've done all the cuts that we can do," he said. "We're in worse shape than we were 10 years ago."The city spends roughly 80 percent of its budget on public safety, leaving little for infrastructure and other programs like addressing homelessness, Jones said.The tax hike would generate 3 million dollars, raising the city's total sales tax revenue by 38 percent, he said.At the Grove Grinder restaurant, business owner Sharon Jones is skeptical of the doomsday scenario."I think it's just a scare tactic," she said.She thinks the city should help its business community grow, and says raising the sales tax might do just the opposite."There are more businesses closing down here in lemon grove. If they think they're getting the sales tax that comes from businesses, they're not going to get as much as they think they're going to get," she said.Councilman Jones was once opposed to a tax increase too, but now he say it's necessary."There are just no other alternatives if we want to stay a city," he said.Supporters have until September 30 to gather 1,489 signatures to qualify for the March 2020 ballot."We think we can" get enough signatures by the deadline, said Yadira Altamirano, one of the proponents of the Lemon Grove Tax Measure. "We need all of our neighbors and Lemon Grove registered voters to come sign the petition this weekend."Organizers will be collecting signatures in the Sprouts parking lot Saturday from 9 a.m. until 1 p.m. and Sunday from 3 p.m. to 7 p.m., she said.If the measure doesn't qualify for the March ballot, the council could step in and vote to put a measure on the November ballot, Councilman Jones said. 2239

(KGTV) - Scientists at the Sanford Consortium at UC San Diego will send brain tissue to space on Saturday, as part of the latest Space X launch."It sounds like science fiction, but it's actually happening right now," says Dr. Alysson Muotri, the Director of the UC San Diego Stem Cell program.He's leading a research team to study how zero-gravity environments will affect brain growth."We know from several previous studies that the human body has not evolved to deal with micro-gravity," Muotri says. "We suffer under these conditions. And the brain is also vulnerable."Muotri's team uses stem cells to create microscopic brain-organoids, tiny brain cells that will grow like a human brain.They'll send 100 of the brain-organoid cells to the International Space Station for 30 days.When the cells return, the scientists will compare them to similar cells grown in the lab on Earth, to find any differences caused by a month in space.Muotri says this study is key to helping humans in the quest to live off of Earth."The cells might age faster," he says. "That's a consequence of being under micro-gravity for long periods of time. So the brain might age. That might make you susceptible to cognitive decline, dementia or maybe Alzheimer's."Muotri says it's also essential to find out how a developing brain would grow because it could impact any pregnancy and gestation that happens in outer space."The human brain during gestation grows in a speed that's amazingly fast," says Muotri. "In space, we think that will be aggravated. It will be even bigger. So you can imagine a baby with a large brain, it might not pass through the birth channel. LA MESA, Calif. (KGTV) -- A gas leak that forced residents in a La Mesa neighborhood to shelter in place Tuesday has been contained. According to firefighters, construction crews working on a wall hit the gas line around 3 p.m. on the 8000 block of Vista Drive. Two homes were evacuated following the incident, while nearby neighbors were told to shelter in place. 373

  

Let's face it, pets are family. And even when you don't have a home, they come first. One non-profit group of dedicated veterinarians, is helping make sure these "street dogs" are getting the care they need, much to the relief of their human companions.Shannon Arakaki is doing her best to comfort her dog Rocky, as he gets his ear drained. After all, she says he's always been there to comfort her."Oh yeah there's been some ups and downs," said Arakaki. "Lived in my truck you know we stay at my truck off and on right now."When Rocky hurt his ear, Arakaki had no idea how she'd deal with it."I don't have the money to go to a vet and this is my only option right now unless you know I'm going to sell my truck," said Arakaki. "I can't do that I'm not going to go live in a tent."That's where one group of veterinarians come in. They are treating Rocky for free."This is phenomenal," Arakaki said. "Because it's so hard and when you're at the point where you don't really have any money and you're trying just basically to survive. They come before you."With just a table and supplies these vets are caring for the pets of people who are homeless or near homeless. They call themselves the Street Dog Coalition, setting up care centers on streets around the country, or in this case, at a shelter."We are not doing major surgeries," said Dr. Jon Geller, who founded the Street Dog Coalition. "We're not doing x-rays but we have to use our x-ray vision which just means a lot of best guessing going on."Dr. Geller says it not only helps pets stay healthy, but also tears down barriers for people who already have enough up."What do you do for a job interview?" Dr. Geller said. "What do you do for a job? There's no doggie daycare and they can't get on the bus and staying over night in shelters but that's in most cases it won't happen."Dr. Geller says sometimes the homeless are judged for having pets, but not here."They will feed their pets first," Dr. Geller said. "So they live pretty good lives and these owners are pretty committed and I think that we should be supportive of their efforts to have pets."They are helping preserve relationships that go beyond mere companionship."Without having somebody for me to give a damn about I may not care about myself as much," Arakaki said. 2324
