SAN DIEGO (KGTV) — As a way to celebrate military members and their families this weekend, San Diego County Animal Services will waive adoption fees. From May 24 to 26, the department will take part in the Animals for Armed Forces adoption event to offer the free adoptions for cats, dogs, and rabbits. Active duty, reserve, and veterans from the Army, Navy, Marines, Air Force, Coast Guard, and National Guard and their immediate family are eligible for the promotion.RELATED: Memorial Day ceremonies and events in San DiegoCounty Animal Services’ Carlsbad and Bonita locations will also include free vaccinations, spay or neuter, a microchip, licensing, and a veterinary exam with adoptions.“This is the County’s way of saying thank you for all the sacrifices the military and their families make to keep us safe,” County Animal Services Director Dan DeSousa said. “And sometimes these adoptions have the effect of the two rescuing each other.”Those interested in adopting a pet must show photo identification and at least one of the following forms of ID: A military ID, Dependent ID, DD-214 and driver’s license or NGB Form 22.The adoption event runs from 9:30 a.m. to 5:30 p.m. each day of the event. SAN DIEGO (KGTV) -- Awaken Church continues to hold indoors services, despite orders from San Diego County to close all indoor religious services due to COVID-19 restrictions.According to the San Diego County website, three of the Awaken Church locations have received cease and desist orders. The location at 7620 Balboa Ave. received a cease and desist order July 17, 2020; the Carlsbad location received one Nov. 16, 2020; and the Chula Vista location received one Nov. 19, 2020.RELATED: Churches pushing back against purple tier restrictionsIn addition, San Diego County put out a notice that anyone who went to the location at 7620 Balboa Ave. between Nov. 15 and Nov. 22 needs to quarantine for two weeks because of a community outbreak. The county said a community outbreak had occurred there, which is when there are three or more reported cases from different homes in the span of two weeks. An attendee at the San Marcus location said he feels comfortable attending in person and indoors.“I think it’s really about having individual choice and trusting people to have the intelligence to do the right thing, and this church has a wonderful uplifting message that I think is so positive and hopeful for people in a time where we find ourselves somewhat down,” said Brian.Brian said that the San Marcos facility is spacious so people are able to spread out, adding that the right to worship freely is in the constitution.RELATED: County asks Kearny Mesa church attendees to quarantine after COVID-19 outbreak“Try to preserve as much of our freedoms and liberties as we can. We’re all being responsible, we all have the intelligence to be responsible and yet at the same time, not give into the fear rhetoric, but to make confident positive decisions,” said Brian. The church’s website says people are not required to wear masks during the indoor services, rather it’s up to the person’s personal comfort levels. Also, the website asks attendees to refrain from posting pictures and videos of the services on social media.A video of church leaders posted on the website describes their decision to remain open for in person and indoor services.“We’ve made this decision not out of defiance but out of obedience to God,” two people said in a video on the website, adding that they plan to continue in person services.A county spokesperson said if a cease and desist order is ignored, the next step would be a closure order. After that, law enforcement is asked to get involved by giving citations with a thousand dollar fine for each violation; then the case goes to either the San Diego District Attorney or City Attorney. 2635

SAN DIEGO (KGTV) - Campaign ads against San Diego District Attorney Summer Stephan over a backlog of rape kits to be tested were recently pulled from television.More than a hundred people stood on the steps of San Diego's Hall of Justice, showing support for Stephan, as she blasted her opponent's television campaign ads. The ads were paid for by the Justice and Public Safety PAC, funded by billionaire financier George Soros."We need your help to get the word out, San Diego is not for sale!" Stephan said, flanked by several crime victims who shared their personal stories.RELATED: Billionaire backs candidate for San Diego District AttorneyThe ad in question is about rape kits not being tested. Stephan announced in April that her office is spending million for an out-of-state laboratory to test 1,000 rape kits to end a backlog.Stephan's opponent, Genevieve Jones-Wright, stands by the ads, saying she hopes they'll be updated with larger numbers."My reaction ... hopefully, they make it more accurate; not hundreds of backlogged rape kits," Jones-Wright said. "There are thousands still sitting on our shelves, collecting dust as a result of her failed leadership."It's not clear why the ads were pulled. 1249

SAN DIEGO (KGTV) — Caltrans is starting a yearlong pilot program in San Diego to reduce wrong-way driving. The agency has installed markings at 30 locations that include red arrows and "DO NOT ENTER" written across the pavement that are only legible when driving in the wrong direction onto freeway ramps. The markings will stay up until the end of the year, according to Caltrans. The agency says that a previous three-year pilot program helped reduce wrong-way driving by 44% in San Diego. The program utilized special reflectors, sensors, and illuminated signs in early 2018.Now, those specialized reflectors have been installed on hundreds of miles of highways, according to Caltrans."The number of wrong-way drivers decreased significantly during the initial pilot program," said Caltrans Director Toks Omishakin. "The addition of these markings, along with what we have learned thus far, will go a long way as we continue to study ways to deter wrong-way drivers."While wrong-way crashes only account for less than 1% of all crashes on California's highways, they are often among the deadliest, Caltrans said."We are constantly looking for ways to improve safety on the transportation system," said Caltrans (San Diego area) District 11 Director Gustavo Dallarda. "If the testing of this new product is successful, it could provide a new tool to reduce wrong-way driving." 1383

SAN DIEGO (KGTV) -- Covid Clinic’s debut in San Diego County was a little rocky in April when it was shut down by Dr. Wilma Wooten, the county’s public health officer.Fast forward to today, the operation seems to be running smoothly in both La Mesa and Downtown San Diego.“Since we were one of the first to open in San Diego County, there were some things that were brought to our attention that the county wanted,” said Covid Clinic CEO, Matt Collins. “So once we met each of the items that they were requesting, we’ve been able to continue testing without any issues.”Wooten sent a letter to Covid Clinic stating that the first site at MiraCosta College in Cardiff needed to shut down because the proper credentials to operate were not provided to the county. Test results also were not immediately reported to the county.Collins said the clinic now reports results to the county every day.He said, on average, about 100 to 150 people are tested at the downtown location, while about 350 to 400 are tested in La Mesa. While many testing sites are now limiting COVID-19 tests to those who have symptoms or fall in the high-risk category, Collins said anyone could schedule an appointment online to be tested at Covid Clinic.Across the country, people have also reported significant delays in test results. Covid Clinic offers three different tests, and Collins said they guarantee quick results.“We understand how important it is to get a result quickly,” said Collins. The antibody and antigen tests come with rapid results in just 60 minutes for 0.The nasal swabs require lab testing, but results can still be provided within the same day, the next day, or two days, however, it is a bit pricier.“The price varies from 375 dollars for a guaranteed two-day turnaround to 425 dollars for same-day turnaround. We’re seeing a lot of demand for that test because people need to travel,” he explains.Collins said the clinic has partnered with a lab in Orange County to deliver results without delays.“We’re going to continue to strive to make testing accessible to San Diegans and always provide the most accurate tests,” he said.In addition to San Diego County, Covid Clinic has drive-thru testing sites in Westminster, Ventura, Norco, and Temecula.
