SAN DIEGO (KGTV) - A man accused of causing a flood which some tenants confused for a terrorist attack faced a judge Wednesday to enter his not guilty plea.A Deputy District Attorney argued that Francisco Morales is a danger to the community."He poses a great threat to the community as there are over 200 individuals, citizens in the community of Little Italy who cannot go home; they have essentially lost everything," she said.The judge agreed, and raised Morales' bail from 0,000 to ,000,000. Morales faces 45 counts of felony vandalism and 5 counts of assault intended to cause great bodily injury.Several residents were forced to flee from their Little Italy apartment complex Monday morning after police said Morales opened pipes and used a fire hose to flood all eight floors of the building.Water from the hose and pipes made its way down to all floors, including the basement, according to authorities. Multiple witnesses said some residents were waist- or shoulder-deep in water as they tried to leave."It was like a waterfall coming down on you of water," tenant Ryan Lange said. "When I came down to the bottom floor there were people crying, we're trapped, we're trapped we can't get out!"Some residents said Morales sprayed them with fire hoses as they evacuated the building.Officers located Morales in the lobby and arrested him on suspicion of vandalism."It seemed like somebody was trying to kill everybody in there," Lange said the pain hasn't lessened over the past two days. "I feel like it's unlive-able; it smells like musty and moldy, looks like they're going to have to redo all the carpets and the drywall."Lange lives in one of the 45 units destroyed by the flood. He said he estimates his losses around ,000, not including his car.10News learned more than 200 people and their pets were displaced from the 100-unit complex.The building was being evaluated for any potential structure damage. SAN DIEGO (KGTV) - A rash of mail tampering incidents has led to missing money and an unusual M.O.On Winnebago Avenue in late June, Kelly Craig was standing in front of her home talking to a neighbor."Around 10:30 a.m., the mail carrier dropped off the mail in front of me," said Craig.A few minutes later, Craig got her mail and noticed something. One of her envelopes was sliced open on the side. "Looks like a razor blade slit the side," said Craig.Inside, she found a birthday card from her mother, mailed from Montana. The usual money was not there. A call to mom revealed 0 in cash should have been inside."Felt panicked and really sad the money was missing, and my mom was really upset," said Craig.Craig wasn't alone. That same day, less than two miles away, her daughter-in-law went to get her mail."She got a wedding card from my sister, and it had cash in it as well," said Craig.The 0 that was inside was gone. That envelope was also sliced open on the left side, but there was one difference. The side and back of the enveloped were resealed with tape."Clearly trying to cover up their stealing of the money," said Craig.When Craig and her daughter-in-law reported it to postal authorities, they say they were told of similar recent incidents, including one if the College Area. On the Nextdoor app , several neighbors also reporting similar incidents. Postal supervisors told Craig her card went through multiple locations, before ending up at the Clairemont post office for delivery."Somewhere along the line, someone took that money out," said Craig.The USPS has warned against sending cash in the mail. 10news did reach out to the Postal Inspection Service and are waiting to hear back. 1717

SAN DIEGO (KGTV) - A nursing assistant at a Rancho Bernardo senior care facility is battling for her life, diagnosed with COVID-19. In terms of coronavirus, Villa Rancho Bernardo care center is among the hardest-hit senior care facilities in the county.In early May, Lani says her sister, Irene Branch, a longtime nursing assistant there, told her about all the sick calls, and repeated her insistence to keep working."She always has a big heart. If they are short, she always go to work," said Lani.Around the same time, Branch started to feel sick."Coughing a little bit, no appetite and a short fever," said Lani.Her symptoms quickly got worse and a few days later, Lani got a frightening call from her sister. "She had shortness of breath, so I told her to call 911," said Lani.She did, and a day later in the ICU, Branch was on a ventilator. She received donated plasma containing COVID-19 antibodies, but her condition has deteriorated. Kidney failure has led to ongoing dialysis."I pray. Our family is praying a lot. Every one is praying for her," said Lani.Lani says doctors recently removed her from a medically induced coma, but she remains comatose. "She can't wake up. That's the problem. She's not waking up ... It's hard. I can't accept it right now," said Lani.Unable to visit her sister because of COVID-19 restrictions, Lani recently talked to Branch via Facetime while a hospital worker held up a phone."Telling her we are here to support her. Letting her know we are not abandoning her ... I am very hopeful. I will not give up," said Lani. According to the latest state numbers, 45 residents and 30 staff members at Villa Rancho Bernardo have tested positive for COVID-19.A Gofundme campaign has been set up to help with medical expenses. 1767

  

SAN DIEGO (KGTV) - A San Diego Fire-Rescue crew went above and beyond the call of duty in Paradise Hills Friday. The firefighters from Station 32 on Briarwood Road recently responded to a medical call involving an elderly woman. While on scene, they found the home had a damaged wheelchair ramp. After the crew left duty, they went back to the home to rebuild the ramp. 377
