WASHINGTON -- The special US envoy on Sudan affairs said Wednesday that important progress has been made toward peace talks on Darfur and China plays a "constructive" role in facilitating such progress."I am very happy with the role the Chinese are playing," Andrew Natsios said in a speech at the Center for Strategic and International Studies, a Washington-based think tank."It is a constructive role," Natsios said. "I think the Chinese are like a locomotive that is speeding up."With mediation by China, he said, the Sudanese government has accepted a UN Security Council resolution adopted in July to authorize a hybrid UN-African Union peacekeeping force for the Darfur region.He said the major obstacles to the peace talks now come from the rebel groups rather than the Sudanese government.In a related development, China's Special Representative on African Affairs Liu Guijin said in Beijing on Tuesday that China will send a military liaison officer to Sudan's Darfur.Liu, who has just wrapped up a seven-day visit to the United States and the United Nations, said China has informed the UN of its decision.China also pledged to send a 315-member multi-functional engineering unit to Darfur in early October, which would be the first batch of UN-AU peacekeepers in place, and China will stick to its commitment, Liu said.Liu reiterated China's constructive and unique role in finding a solution to the Darfur issue, saying China has provided much aid and help with regard to the reconstruction and development of Darfur."The US and UN both hold positive views on China's role in resolving the Darfur issue, and hope China will play a bigger role in this regard," said Liu.
The government of Macao Special Administrative Region (SAR) logged 3.962 billion patacas (around 495 million U.S. dollars) in total revenue in January 2008, up 37 percent year-on-year, the government said. The latest statistics released by the SAR government showed that a major share of the total revenue for January 2008 came from direct gaming taxes, which saw an increase of 30.9 percent year-on-year to 3.09 billion patacas (386 million U.S. dollars). The positions were cut by 149 at the city level, by 859 at the county level, and by 34,368 at the township level.Meanwhile, the local Party leaders are younger and well educated, particularly at the provincial level. The age of leaders in CPC provincial committees average 52.9 years old, half a year younger than their predecessors, and 91.6 percent of them received college education, 14 percentage points higher than before.The CPC Central Committee has taken a series of measures to make the election in local Party leadership fair and clean, the department said.In 296 townships of 16 provincial-level regions across China, leaders of Party committees were directly voted by CPC members as pilot projects.The ratio between the candidates and the elected officials reached 100:89 in the election at the provincial level and 100:88 to 100:85 at the county-level.The candidates also received strict scrutiny from the Party discipline departments to ensure they are clean from corruption or scandals.A hot line was set to receive tip-off about malpractice and corrupt candidates during the local Party leadership reshuffle.Thus far, 260 officials have been punished for malpractice.
China is moving in the direction of raising its caps on foreign ownership in banks but has no timetable for doing so, Liu Mingkang, head of the China Banking Regulatory Commission, said on Thursday. "It takes time, but it's the orientation -- we are moving forward," Liu told reporters after meeting with U.S. lawmakers on Capitol Hill. Asked whether he knew when the caps, currently set at 25 percent, would be lifted, Liu replied: "There is no timetable."
