SAN DIEGO (KGTV) - Officials from Mexico and the United States held a joint meeting Friday to discuss binational relations, legislation, and urban mobility strategies. At the discussion, officials from both sides of the border discussed solutions to the Tijuana River contamination issue and the concept of a new port of entry. Board member Mario Lopez was joining the group from Tecate and he was very supportive of the new port of entry. He supports the initial plans to have an additional border crossing at Jacumba and Tecate. About 20 years ago, SANDAG did a study and it showed the necessity of another port of entry. The Mayor of Imperial Beach, Serge Dedina tells 10News, “on of our biggest source of air pollution comes from the trucks and cars waiting to cross the border”. Right now, the Jacumba Port of Entry is a concept, “these projects take many years” Lopez tells 10News it will take another 10 years but in the meantime they’re hoping to get the funding to purchase the land within the next five years. Aside from economic and environmental impacts, supporters of the port of entry say it’ll also be beneficial for trade relations between California and Mexico. Another topic discussed at the binational meeting was the Tijuana River contamination issue. Mayor Dedina tells 10News the new president in Mexico is “looking at more public-private partnerships for public water reuse”. In fact, last year they passed a partnership with an Israeli company, Odis. It’s a filtration plant that will help lead a water reuse project south of the border. Dedina says, “the project could clean up 30 million gallons of sewage a day”. Compared to previous years, Dedina is more optimistic seeing steps being made to solve a major problem that continues to threaten our southern beaches. SAN DIEGO (KGTV) — Poway Unified School District officials say they are going fully online for the fall school year after originally planning to give students the option for in-person instruction.In a letter to parents on Wednesday, the school district said that "stringent" standards that need to be met for in-person classes "have made it impossible for any San Diego County school district to physically reopen schools for in-person instruction before mid-September."PUSD said it planned for the possibility to resume classes in-person after the county was off the state's monitoring list for 14 consecutive days. But the requirement now requires that the county is off the watch list for 28 consecutive days, and if at any point the county exceeds the threshold for three days, it would be back on the state list and have to go through another 28-day cycle."In late Fall, we will reevaluate our plans taking into full consideration then-current public health conditions, and guidelines and restrictions from the Governor and public health department," the district said in a release. "While this information is likely to disappoint the majority of our staff and families who indicated a desire to return to on-campus learning as soon as possible, everyone should know that -- due to our extensive planning thus far -- PUSD will be ready for a prompt and safe return to in-person instruction if permitted to do so come January."The school district says its 2020-21 school year will start virtually on Sept. 2, and remain fully virtual through the December break from Dec. 21 to Jan. 1, 2021.The district adds that teachers and instructional assistants will receive additional training in virtual teaching platforms and tools in August and that the district will provide all the necessary technology for teachers and students. SAN DIEGO (KGTV) - One man is behind bars Saturday after allegedly leading police on a pursuit through North San Diego County, ending at a Riverside County casino.Augustine Robinson was arrested inside Pechanga Casino, after leading deputies on a pursuit that began in San Marcos, according to the San Diego Sheriff's Department.Deputies said Robinson stopped at a Shell gas station at 400 Sycamore Ave. in Vista at about 5:30 a.m. and told the clerk to put an undisclosed amount of money on a pump. The clerk reportedly told Robinson he had to pay for the fuel but Robinson gestured toward his pocket and said, "You should put it on the pump."MAP: Track crime in your neighborhoodThe clerk, thinking Robinson had a weapon, did as he demanded. Robinson also grabbed a drink from a refrigerator before filling his car and leaving, deputies added.Deputies came across Robinson's suspected vehicle and attempted to initiate a traffic stop. A pursuit began and lasted for about 50 minutes, taking deputies through San Marcos, Vista, Escondido, and into Riverside County.The chase ended at Pechanga, where deputies said Robinson fled and was stopped just inside the casino entrance. No injuries were reported.Deputies have booked Robinson in the Vista Detention Facility and charged him with robbery and reckless evading. 1339

SAN DIEGO (KGTV) - On Monday evening, a city official put inspection tags the doors of the Barrio Logan warehouse where a platform collapsed this weekend, injuring 21 minors and a few adults. It happened Saturday night at Vault PK parkour gym on Main Street. The facility is closed until further notice.RELATED: Structure collapses at Barrio Logan parkour centerOn Monday, inspectors with the city of San Diego toured the warehouse as part of their investigation, which is still in its preliminary stages. A city spokesperson told us there are "definite code violations" and permit issues, but no further details were released. Cal/OSHA was notified of the incident but is not investigating since no workers were injured. Team 10 verified that Vault PK's business license became active in July. SAN DIEGO (KGTV) - New numbers show just how quickly housing has become unaffordable in San Diego county.Housing received a thumbs-down because the Housing Affordability Index for San Diego County decreased from 26% in December 2017 to 24% in December 2018. In 2012, more than 45% of county residents could buy a median-priced home.The report on housing affordability was part of the annual Quality of Life Dashboard released by the Equinox Project, The Nonprofit Institute at University of San Diego. The renters' situation isn't much better. According to the U.S. Census Bureau, in San Diego County, 57% of people pay more than 30% of their income on rent.
