SAN DIEGO (KGTV) -- City leaders are considering closing some streets in the Gaslamp Quarter to help with social distancing amid the coronavirus pandemic.Pictures on social media showed crowds of people congregating outside bars, many not wearing face coverings, shortly after they reopened Friday.According to a spokesman for San Diego Mayor Kevin Faulconer, the city's department of special events is reviewing a proposal to shut down parts of Fifth Avenue between G and K streets to make it easier to physically distance by providing more room in parts of the public right of way for outdoor dining.The Gaslamp Quarter Association submitted the application, which would close close the streets Thursday, Fridays, and Saturdays. It could be approved and go into effect as soon as this Thursday.Robert Romero owns the Tivoli Bar and Grill. The longtime family-run restaurant on Sixth Avenue reopened Monday. It's the oldest bar in San Diego county."We were open originally in 1881, never have closed in all those years, during the depression, prohibition, World War I, World War Two, until now," said Romero.The owners say they'll be strict about social distancing, face coverings, and increased sanitation protocols."We will have someone at the front door constantly monitoring our customers and making sure they are holding to the restrictions put on us," said Romero.Romero said he noticed many other bars and restaurants were not following the county health orders."It was terrible, when they do that, they're not only reflecting on us, but also putting up the potential for shut down," said Romero.County Health Officials also acknowledged there were problems Friday night after the bars first reopened, but said the city is working to close some streets.California Assemblymember Todd Gloria is also concerned about crowds gathering in the Gaslamp."Part of their reopening is a limited of their capacity, they're operating at a fraction of what they can actually accommodate. Because they were metering the entrance of customers into their businesses, that overflow of customers ends up on the sidewalk," said Assemblymember Gloria.Gloria also thinks closing Fifth Avenue is a good idea."Let's see if there's a way to meet in the middle if you will, these businesses are adhering to the guidelines; the city can certainly help people by closing down the streets, we can be passing out face masks to people who are waiting," said Gloria.Back at Tivoli's, the owners are ready to welcome back customers."Behave, be happy, we love you, they love us and remember, I love it," said Romero, referring to the name Tivoli, spelled backwards. 2648

SAN DIEGO (KGTV) — By Saturday, many businesses will be shutting their doors all over again as San Diego County deals with a new round of restrictions in the purple tier."The overwhelming majority of folks who are doing it right are forced to be punished because of the individuals who choose not to," said Nathan Fletcher, San Diego County Supervisor. "Where we are now in a situation where we're faced with all bad options."The county's public health officer, Dr. Wilma Wooten, recently requested the state reconsider San Diego County's tier placement and keep the county in the red tier. She argued that data from October revealed the county's increased COVID-19 cases are not because of the sectors that would be impacted the most by moving into the purple tier. The request was not approved."We're going to continue to work to do everything we can with the state to have an approach that's right," said Fletcher.He said it's essential that every jurisdiction across the county does what it can to reduce the spread of COVID-19."We have to come together," he said. "There are limits of what the county can do when it comes to enforcement; we really need the help of the law enforcement agencies."But some say this has gone too far. Many business owners are now choosing to defy the orders and stay open to ensure their business survives, and employees still have a job.El Cajon Mayor Bill Wells said he has taken many calls and emails about the struggles business owners face in his jurisdiction.Some say defying the orders and keeping their doors open means keeping food on their family's table. Wells said having police respond to COVID-19 related complaints won't be a top priority."A lot of us believe the government is overreaching in the situation and so, the county, if this is what the county wants to do, then they're going to have to do the enforcement," said Wells.Fletcher said the only way to get back to a sense of normalcy is to understand how serious this pandemic is and tackle the problem together."There is no functioning economy when you get out of control spread of a pandemic," said Fletcher. "So when you have the mayor of a city and jurisdiction say they're going to ignore and defy public health orders, that sends a signal to people that this is not serious and they don't need to worry about it ... SAN DIEGO (KGTV) - Days after Governor Gavin Newsom signed a new law aimed at child sex abuse, three San Diego women came forward to announce a lawsuit against the Diocese of San Diego. The three women say they were abused by Monsignor Gregory Sheridan as children. Sheridan worked in this diocese for 35 years and is on the diocese’s list of credibly accused abusive priests. This new measure gives survivors of childhood sexual assault, regardless of their age, a three-year “window” to bring a civil lawsuit against any perpetrator and employer or third party that was aware of misconduct that created a risk of childhood sexual assault. The new law also extends the statute of limitations for survivors of childhood sexual assault, giving survivors more time to file civil lawsuits: up to their 40th birthday (previously their 26th birthday) or within five years (previously three years) from the date of discovery of an adult psychological injury caused by the childhood sexual assault. One of the victims told 10News, "It doesn’t mean you don’t love God, doesn’t mean you don’t support your church, it means this priest was a bad apple."10News reached out to the Diocese of San Diego and they sent a statement that reads in part, "There is no crime or sin worse than a priest abusing the young people he is sworn to serve and protect. SAN DIEGO (KGTV) — As cities nationwide remove landmarks named after Confederate or racially-charged figures, an online petition is demanding San Diego do the same at Mount Hope Cemetery.A Change.org petition is asking Mayor Kevin Faulconer to remove a memorial to Confederate soldiers at Mount Hope Cemetery."Why does the City of San Diego expect black citizens, literal descendants of the very people the monument celebrates enslaving, oppressing, and terrorizing, to maintain such a horrific monument?" the petition says.The petition has nearly 900 or 1,000 requested signatures.The monument was erected in 1948 on a plot owned by the United Daughters of the Confederacy, who supporters call such markers, testaments to history.Both Union and Confederate soldiers are buried in the cemetery.10news found the monument stone heavily damaged, with pieces scattered around the monument. Sources tell us the vandalism is a recent and ongoing issue.The monument isn't the only one in San Diego that has been subject to Change.org efforts. In 2017, the city removed a marker from Horton Plaza Park that commemorated the Jefferson Davis Highway, named for the Confederate leader. Fast forward to Wednesday, the city removed another marker from the park, this time commemorating Robert E. Lee Highway."Robert E. Lee Highway marker is gone. WalletHub ranked states based on feedback from psychology, social work and child studies experts at several universities, and statistics from each region. States were given grades in categories including the cost of housing, child care, and unemployment. California ranked 19th overall.
