BEIJING, May 11 -- China's monetary authorities are struggling to address conflicting policy goals, but inflation will remain the top policy concern, the country's central bank governor said on Saturday.     While the United States and other countries are more focused on fending off a recession, China's monetary policy must target inflation over growth and employment, Zhou Xiaochuan, the People's Bank of China governor, told a forum in Lujiazui, Shanghai's financial center.     "There is no cure-all medicine, and we have to make the final decisions -- everyone hopes there would be a cure-all solution, but there is not," said Zhou.     China's consumer price inflation would likely to rise to 8.5 percent in April from 8.3 percent in March, two sources familiar with the data said late on Thursday. The data, which is subject to last-minute revisions, will be officially released on Monday. Lujiazui is the name of Shanghai's financial district.    Meanwhile, the government said on Friday that China's producer price index, or factory-gate inflation, hit a three-year high of 8.1 percent in April, showing a sustained build-up in pressures on consumer price inflation.     Zhou listed development of financial institutions and the imbalance in global money transfers as other issues that China's monetary policy may have to target.     He said China needs to reduce the savings ratio as the fundamental way to address its over-reliance on trade, which now accounts for more than 60 percent of its annual GDP, but he did not elaborate on possible specific measures.     On other issues, Zhou said Beijing has yet to reach a consensus over how to develop a properly functioning domestic bond market.     Disputes remain about market infrastructure, the regulatory framework as well as laws and regulations, Zhou said.

He attended the inauguration ceremony of China's consulate-general in Kolkata, the capital of West Bengal, met and reached agreement with the West Bengal's Governor and Chief Minister on ways to deepen friendly and multi-faceted cooperation between China and West Bengal.     He called upon Indian Prime Minister Manmohan Singh and held talks with Indian External Affairs Minister Pranab Mukherjee in Delhi Monday. The two sides had an in-depth exchange of views and reached broad agreement on ways to further implement the common understanding reached by leaders of both countries and deepen the China-India strategic and cooperative partnership as well as issues of mutual interest.

At present, most foreign members had confirmed their attendance.     Liu said all members would focus on disaster-relief cooperation, the promotion of trade and investment, sustainable development and strengthening dialogue.     Chinese President Hu Jintao will attend the meeting and Premier Wen Jiabao will preside over the meetings and a welcoming banquet.     Leaders from four coordinators, including China, the EU commission, Brunei and France, would hold a joint press conference after the summit, Liu said, adding several bilateral meetings would also be held.     "A chairman's statement is expected to be passed to reflect all members' stance on the major issues, outlining the key areas of cooperation in the future."     Other documents will also be passed to improve the substantial cooperation on three major areas, including political, economic cooperation as well as social and cultural exchange.     "This is another important event for China after the Beijing Olympic Games," Liu said.     The 45-member ASEM, established in 1996, is a high-level forum between governments of Asia and Europe. SEOUL, Aug. 25 (Xinhua) -- China and the Republic of Korea (ROK) issued a joint communique here Monday, vowing to cement bilateral relations.     The two countries pledged to broaden and enhance cooperation, and intensify coordination on regional and international issues so as to achieve long-term common development while contributing to world peace and prosperity, according to the joint communique issued during President Hu Jintao's state visit to the ROK.     The two sides agreed to promote the strategic cooperative partnership between the two countries in a comprehensive way.     The two heads of state expressed their satisfaction over the development of bilateral ties in various fields including politics, economy and culture since China and the ROK established diplomatic relations in 1992. He last visited the country in November 2005.
