(KGTV) — While the North Complex Fire has left hundreds of thousands of acres charred, first responders found a sign of hope buried beneath the rubble last week.Butte County Sheriff's Office deputies and search and rescue personnel were sifting through the rubble of properties in the Berry Creek area on Friday, Sept. 11, when they made the unexpected and miraculous discovery.A puppy was discovered underneath blackened and charred remains of a property, according to the department. The puppy had some minor burns and was taken to Valley Oak Veterinary Center in Chico for treatment.BCSO says that the property owner reportedly had several dogs and was not able to locate the one that was left behind before evacuating in time.Deputies decided it was only appropriate to name the dog "Trooper" after finding it alive.A social media post by the department was filled with gratitude and heartwarming messages, as Northern California has seen the North Complex Fire burn 258,802 acres through Butte and Plumas counties since Aug. 18. Homebuyers who purchased their properties 20 years ago are “sitting pretty” in 2019, according to a study by GOBankingRates. The study ranked 15 California cities by property appreciation rates. Six of the top 10 increases were in the San Francisco area. Two Los Angeles-area cities, Santa Monica and Newport Beach, finished first and second on the list, respectively. The only San Diego County city on the list of top 20 locations for home appreciation was Encinitas. In 1999, the median home value in Encinitas was 3,500. The figure now stands at ,198,000, marking a 248.8 percent increase in value over 20 years, the study reports. The five-year rental income on an Encinitas home is 9,688, according to the study. A 36-year-old Washington woman is claiming that a DNA test she took on Ancestry.com showed that her biological father was her parents' fertility doctor, the Washington Post reported. According to the Washington Post, Kelli Rowlette's DNA test claimed that she had a parent-child relationship with Gerald E. Mortimer, a fertility doctor in Idaho. Rowlette said she did not know her mother used artificial insemination. The doctor had diagnosed Rowlette's father with low sperm count and her mother with a tipped uterus. Mortimer recommended inseminating Rowlette's mother with sperm from both her husband and an anonymous sperm donor. According to the Washington Post, the couple asked for a donor who was at least 6-foot-tall, in college and had brown hair and blue eyes. Mortimer had told her parents that he used a match for the sperm donation. Mortimer did not meet Rowlette's parents standards for sperm donation. Mortimer was also listed as Rowlette's delivery doctor, and signed her birth certificate. A lawsuit has been filed in federal court against Mortimer for fraud and medical negligence.To read the Washington Post's full report, click here.  1273
