SAN DIEGO (KGTV) -- A customer at a downtown flooring warehouse found a man dead inside the business Wednesday afternoon, according to San Diego Police.First responders arrived and performed CPR but could not resuscitate the man.According to police, homicide detectives were called to the 1000 block of G Street around 4 p.m. to investigate the death.Ghedeer "Tony" Radda, 49, the owner of the business, suffered traumatic injuries to the torso, according to Lt. Matt Dobbs, but it was unclear if he'd been shot or stabbed.Police said surveillance cameras captured two suspects running from the area. SAN DIEGO (KGTV) -- A group of California lawmakers is asking for an emergency audit of the state's Employment Development Department (EDD).In a letter sent to the Joint Legislative Audit Committee, legislators claimed that EDD had failed Californians when it's needed most.The letter said, "EDD reported that it has processed 9.3 million unemployment insurance claims and distributed about billion in benefits. Yet some 1 to 1.2 million potentially eligible applicants, including those that filed in March, are still waiting on payments. EDD's actions or lack thereof have real consequences: people are depleting their life savings, going into debt, and are unable to pay rent and feed their families."For months, Californians have complained to lawmakers and news outlets saying EDD was struggling to get them money. Many described calling the department hundreds of times a day trying to speak with someone about a filed claim."I'm not going to be able to pay rent, and I'm not going to be able to pay my insurance," said San Diego County resident Jaedra Miller.Miller says she was receiving money from EDD, but after a few payments, something changed."They just flagged my account, and I've been trying to figure out why," she said. "I've been calling, and I completed the paperwork they sent me."Miller said there's an issue with the effective date on her claim. She told reporter Adam Racusin she believes the dispute caused the money to stop."It's just so incredibly frustrating," Miller said. "I've tried so many avenues, and I just, I really feel helpless."In the past six months, the Employment Development Department has taken a verbal beating from Californians and their lawmakers.During a May hearing, lawmakers told the head of EDD they're hearing from constituents who are struggling in the application process, being denied with no explanation, and having difficulty getting in touch with anyone at the department."We've never heard the type of suffering that people are experiencing right now, not just in regard to the pandemic, but when they call your bureaucracy," Assemblymember David Chiu said at the time. "The feedback we're getting is atrocious."Later that month, EDD said in a press release, "The Employment Development Department (EDD) will hire approximately 1,800 new temporary full-time and hourly staff over the next several weeks from throughout California to bolster the delivery of critical Unemployment Insurance (UI) services to workers impacted by the COVID-19 pandemic. The workers will be trained in skills including call center operations, processing UI claims, and analyzing documents from claimants and employers to make wage determinations for benefits."EDD says that since March, the agency has redirected more than 600 staff from other units and 700 staff from other departments to assist the UI branch. The agency adds that it has been given approval to hire 5,500 new temporary employees, and that more than 5,200 employees have been approved for hire and more than 3,600 are in various stages of onboarding, training, and deployment.The state agency said it could not comment specifically on Miller's claim."Due to the legal confidentiality of Unemployment Insurance (UI) claimant information, we cannot discuss any details related to an individual’s case. Determine the magnitude of EDD's claims workload, including the number and percentage of claims that were approved, denied, pending, and backlogged since the beginning of the pandemic. SAN DIEGO (KGTV) — A 20-year-old woman claims she was sexually assaulted for about 20 minutes during a Lyft ride in June.She's identified as Jane Roe in a civil lawsuit filed by Estey & Bomberger, LLP on Thursday. Roe tells 10News she has a disability and is unable to drive, she relies on Lyft to get to and from UCSD and around San Diego on a daily basis."I would use Lyft every day for about a year and a half," said Roe. "I would use it about 2-3 times a day."In June, Roe says she was using Lyft to travel from her father's home to her mother's, a 32-minute ride on the Interstate 5 that would forever change her life.RELATED: San Diego women reported in Uber, Lyft sex assault cases"He just asked me inappropriate questions," Roe said, referring to her driver. SAN DIEGO (CNS) - With coronavirus cases surging statewide and hospital beds expected to fill rapidly, Gov. Gavin Newsom said Monday a more sweeping stay-at-home order could soon be imposed in the vast majority of California in hopes of preventing the health care system from being overrun.Newsom said nine more of the state's 58 counties have been moved into the most restrictive "purple" tier of the state's COVID-19 monitoring system, meaning 51 counties are now in that tier. And those counties would be the ones likely subjected to a stay-at-home order reminiscent of the restrictions that were imposed at the onset of the pandemic, he said. All of Southern California is in the "purple" tier."The red flags are flying in terms of the trajectory in our projections of (case and hospitalization) growth," Newsom said. "... If these trends continue we're going to have to take much more dramatic, arguably drastic action, including taking a look at those purple tier counties."He said those actions include "the potential for a stay-at-home order for those regions in purple."The action follows what Newsom called an 89% increase in hospitalizations statewide over the past 14 days, and projections that the number of hospitalizations could double or triple within a month, based on the surging case numbers over the past two weeks. The state projects that 78% of hospital beds will be filled by Christmas Eve, and all currently available intensive care unit beds will be occupied by mid-December."We're now looking in real time at hospitalization numbers and ICU capacity in those regions," he said. "We are assessing this in real time over the next day or two to make determinations of deep purple moves in those purple tier status (counties) that is more equivalent, more in line with the stay-at- home order that folks were familiar with at the beginning of this year, with modifications in terms of the work that we are currently doing."Newsom noted that all hospitals have the ability to increase bed capacity, and the state has 11 surge facilities planned statewide that can add nearly 1,900 beds. But providing staffing for all of those beds could be an issue, he said.Dr. Mark Ghaly, the state's Health and Human Services Secretary, noted that since hospital numbers tend to rise about two weeks later than cases are confirmed, the impact of the infection surge over the past two weeks has not even begun to impact the already elevated hospitalization numbers.Ghaly said everything is on the table in terms of confronting the surge, including the possible stay-at-home order."Everything is on the table in considering how we effectively guide the state through this, and working with our local partners to make sure what we do is both impactful and as time-limited as possible," Ghaly said. "We know this is hard for all Californians, and (we are) making sure that we choose something that will make a difference but that we can track that difference and give people some confidence that we will only do it as long as we need to to bring the hospitals into a situation that they can handle the incoming patient numbers and provide high-quality care in a way that protects our health care workforce as well." 3227

SAN DIEGO (KGTV) - A Hillcrest man in search of his stolen bikes made a startling discovery when he stepped into an abandoned church.Early Wednesday morning, surveillance video shows two men stealing three pricey bikes after cutting a metal lock for a garage, as Wilbur Kookmyer slept inside his condo on Georgia Street."Felt angry, felt violated," said Kookmyer.A day later, Kookmyer went in search of his bikes and he didn't go far. Next door - inside an abandoned church at Park Boulevard and Meade Avenue - a security guard agreed to let him have a look.Room after room, he found belongings left behind: clothes, food, and even a drone. In one room is a makeshift bed. There is a bike in another, but it's not his."It's a homeless hotel. They come and go as they please. Free of charge," said Kookmyer.But mostly, what Kookmyer sees is filth."Smells like urine and feces. Needles and trash. It's just disgusting. Looks like a landfill and a health hazard," said Kookmyer.The church was sold last year to a developer. LMC North Park Holdings is still awaiting permits to demolish the site. In the meantime, it's become a campground for transients."Constantly coming and going. Get everything boarded up, but breaking back in every time," said Kookmyer.While Kookmyer was recording, they ran into several people, who were escorted off the property. Kookmeyer says since the church was sold, he's seen a spike in crime - from vandalism to home and car break-ins."My next-door neighbor caught someone breaking in and using his shower," said Kookmyer.Wilbur says it's time for the demolition to happen and for security to be stepped up. "There's no excuse for it being this filthy and creating that much trouble for people around the church," said Kookmyer.A spokesperson for LMC North Park Holdings issued this statement:“We share the concerns of the neighbors and are working diligently to better secure the site until we are able to obtain the permits necessary to begin demolition. The security team, which is contracted to be on site 24/7, is having some difficulty, so we are in the process of obtaining additional resources to better control access.
