SAN DIEGO (KGTV) -- The latest water main break Sunday in the Midway District is the latest example of San Diego’s aging water system. But the city is working to fix the issue, replacing more than 100 miles of water transmission and distribution pipes.According to city documents, since 2013, San Diego spent 8 million to repair and replace 116 miles of water transmission and distribution pipes.A total of 72 miles of those repairs were on cast iron pipes, the oldest ones in the system. The project started in 2007 and sparked a rate increase to pay for the work.RELATED: Water main break in Midway District causes flooding, shuts down roadAs older piper are replaced, the city has seen the number of water main breaks decrease. "We have more than 3,000 miles of pipeline," said department spokesperson Brent Eidson, "To do it properly, we're probably always going to be replacing pipes."Throughout the project, older pipes made from concrete or cast iron are being replaced with new PVC pipes. Edison says PVC is the industry standard. Pipes made from the material usually last between 50-75 years.The city says its water system extends more than 400 square miles and moves roughly 172 million gallons per day. Included in that area is 49 water pumping stations, 29 treated water storage facilities, three water treatment plants and more than 3,300 miles of pipelines.The city hopes to have all the cast iron distribution lines replaced by 2018-19. The goal is to have all the larger cast iron transmission mains replaced by 2023. SAN DIEGO (KGTV) -- Sunday, San Diego Police will be enforcing scooter, bike and pedestrian safety at several beaches. Throughout the day, officers will be conducting the operation in unspecified areas of Pacific and Mission beaches between 9 a.m. and 5 p.m.During the enforcement period, officers will be looking for traffic violations made by drivers, bicyclists and pedestrians.RELATED: CA scraps helmet mandate for motorized scootersThe department says it will be paying special attention to drivers speeding, making illegal turns, failing to stop for signs and lights and failing to yield to pedestrians.Officers will also be watching when pedestrians cross streets illegally or fail to yield to drivers with the right of way.RELATED: Increase in child dockless scooter injuriesAccording to police, the number of pedestrian deaths is rising as more people use non-motorized transportation. SAN DIEGO (KGTV) -- The cost of housing in California isn’t just affecting first-time home buyers, it’s also taking a toll on retirees, according to a report from Global Atlantic Financial Group. The research, based on data from more than 4,000 people nationwide, found that retirees in California spend nearly ,575 a month: 30 percent more than the average retiree in the U.S. at ,008.Housing costs that build up during working years also take a toll. Nearly half of California’s non-retired residents ages 40 and up owe an average of 4,876 on their mortgages, compared to the national average of 4,770. Global Atlantic claims that sky-high housing expenses force California residents to make sacrifices during retirement, including cutbacks on restaurants and entertainment, travel and vacations and charitable giving. Almost 40 percent of retirees nationwide are spending more than they expected."Many Americans adjust their lifestyles and cut spending once they see how quickly costs can add up in retirement," says Paula Nelson of Global Atlantic. She says it's an important lesson for those currently in the workforce to understand. "While older retirees are collecting income from employer-sponsored retirement plans, such as pensions, younger and future retirees may not receive the same benefits. Not only have pensions gradually become less common, but the data shows that younger retirees are also less likely to have much saved in other defined contribution plans, like 401(k)s," says Nelson.More than half of retirees wish they'd handled their financial planning differently, according to analysts. SAN DIEGO (KGTV) - The man responsible for a fatal drunk driving crash nearly two years ago was sentenced to more than three decades in prison Friday. San Diego Superior Court Judge Joan Weber handed Jeffrey Levi a sentence of 30 years to life in prison, plus an additional four years for the crash that killed 19-year-old Isaac Felix and 33-year-old Jesus Dominguez. “I do want to remind you Mr. Levi, because I know that you’re going to be living with that for the rest of your life, that you killed these two young people and burned them to death, you permanently maimed another young woman, and injured an officer,” said Weber. “By my count, you made four fatal decisions on that night."In January 2018, Levi got behind the wheel of his Mustang while drunk and drove more than 100 miles per hour on Interstate 15. RELATED: 2 dead in fiery crash on I-15 in Scripps RanchHis car slammed into a Toyota Corolla carrying Felix, Jesus Dominguez, and Giovanna Dominguez. The Corolla was disabled in the freeway lanes, then hit by an SUV driven by an off-duty San Diego Police sergeant. The sedan burst into flames, killing Felix and Jesus Dominguez. Giovanna was severely injured but rescued by Good Samaritans. Sgt. Raymond Rowe was also injured. Levi fled the scene, completely uninjured. He was later found and arrested. “I made very serious mistakes with detrimental consequences; I relapsed,” said Levi after explaining his attempt at rehab for his alcoholism. “I think of Jesus, Isaac, Giovanna and their friends and families every day. I wish that I could do or say something to change what happened, but I can’t and I have to live with that forever.” In August, a jury found Levi guilty of second-degree murder, hit and run, drunk driving, and gross vehicular manslaughter while intoxicated. He also has a prior DUI conviction from 2007. The victims’ families have also filed a civil lawsuit against Levi, the City of San Diego and Sgt. Rowe. That case is pending. 1977
