p.p1 {margin: 0.0px 0.0px 0.0px 0.0px; font: 14.0px Helvetica}span.s1 {font-kerning: none}San Diego law enforcement officers are tapping into a nationwide database that uses a bullet's ‘fingerprint' to track crimes.The distinct markings left on a shell casing after it's fired provide an image that can be traced back to the gun from which the bullet was shot.There's an Alcohol, Tobacco, Firearms and Explosives technology called National Integrated Ballistic Information Network, or NIBIN.The national digital database houses 3.3 million images of casings left at crime scenes all over the country.San Diego County, state and federal agencies can enter a casing and find out within 24 hours if there's a match in the system."We're catching the fingerprint from the firearm," said ATF Intelligence Specialist Tom Chimileski.If they get a hit, those identical spent shell casings have linked two different crimes to the same gun.ATF Special Agent Jeff Rice, who works with local police and Sheriff's units in San Diego County, calls the sharing of ballistic information "a game changer."Rice works with Escondido Police Gang Unit Detective Nicholas Rodelo on gun crime cases. They took 10News Anchor Kimberly Hunt to the scene of a March 2016 murder case in Escondido.Surveillance video caught the car in an alley off Escondido Blvd. creeping toward the street, as the shooter stalked a rival gang member.After the shooter got out of his car and gunned down the man in the middle of a busy street, there were 12 shell casings left at the scene.The casings were collected and put into the NIBIN system.In the 24-hour window before the digital search could reveal a lead, the pair got a tip on where the gun could be. They recovered it and found the serial number was obliterated.Rice and Rodelo went to San Diego Sheriff's Department Criminologist Scott Hoopes for his expertise in serial restoration.Hoopes told 10News the metal underneath the serial number still reacts to certain acids. Even though it's completely smooth on the surface, Hoopes can sometimes manipulate the acid reactions and bring the number back. That's what Hoopes did with the gun.These technologies are putting a bull's eye on the bad guys. The NIBIN system's images have led to 110,000 hits giving investigators a wealth of knowledge from seemingly unrelated crimes, sometimes from the other side of the country, now connected by a firearm."Jurisdictions can't talk to each other but within our NIBIN system we're able to figure that out," said ATF Special Agent Jeff Rice.These hits allow investigators to get surveillance video, the makes of cars, license plates, or other pieces of evidence from one scene and use it in the other cases involving that same gun.That gets law enforcement much closer to finding the shooter and making the arrest.  See Kimberly Hunt's full report: 2873

Peoria, Arizona officials say a 4-year-old boy has died after he was pulled from a backyard pool on Monday morning. Emergency responders were called to a home near 91st and Peoria avenues around 8 a.m. after the child was pulled from a pool. Peoria Fire officials saidsa the child was at a babysitter's house at the time. The pool was fenced and it's unknown how he got past the fence or how long he was in the water. The child was reportedly unresponsive and was taken to the hospital in critical condition but did not survive.No further information about the incident has been released. So far this year, there has been just over a dozen media-reported drowning and near-drowning incidents involving children in Arizona. Police in Japan have arrested a 27-year-old man after he admitted to killing an unidentified person and dismembering the body.Japanese media reported parts of as many as nine bodies were found in the apartment of Takahiro Shiraishi in Zama City, Kanagawa Prefecture, southwest of Tokyo.Shiraishi has been arrested on the charge of abandoning a corpse, police told CNN, and investigation is still ongoing. The names, ages and genders of the alleged victims have not been revealed."I killed (a person) and dismembered the body and put them into a cooler box with cat litter in order to hide the evidence," Shiraishi said, according to police.A police officer would not comment on the eight other bodies reportedly found in Shiraishi's apartment.According to Japanese public broadcaster NHK, police searched Shiraishi's home as part of an investigation into the disappearance of a 23-year-old woman from Hachioji City, in the Tokyo suburbs.Investigators told NHK the woman was reported missing last Tuesday after she posted a message online saying she was looking for someone to join her in committing suicide. Surveillance footage showed her walking with the suspect near the man's apartment.When they searched Shiraishi's apartment, police found the dismembered body parts of nine people, hidden around the apartment, NHK reported.Citing police sources, TV Asahi reported three cooler boxes and five containers were found in Shiraishi's room containing human heads and bones with the flesh scraped off.  1515

Over the past year, Amazon has opened seven of its Amazon Go stores to the public, ditching checkout lines for AI that tracks what customers want to buy. Now, the retailer is taking its cashier-free shops in a new, smaller direction.On Wednesday, Amazon opened its first pint-sized Amazon Go store, which takes up about 450 square feet inside one of its Seattle offices — a fraction of other Amazon Go locations, which range from 1,800 to 2,000 square feet.Amazon Go Vice President Gianna Puerini, who gave CNN Business a look around the store early this week, said the idea is to eventually bring them to places like office building lobbies and hospitals. Similar to the full-size stores, she said, they could go "anywhere where there's a lot of people who are hungry and in a rush."Puerini wouldn't say when others will open, though she said she hopes they will crop up "soon." Such small stores could also help Amazon keep ahead of a handful of startups who are trying to convince existing retailers to buy their cashierless technology.Unlike other Amazon Go stores — seven are open and two others are under construction — this one is not available to the general public. Only Amazon employees and guests can visit the store. The retailer took the same approach with its first Amazon Go store, which initially opened in 2016 just to employees. It's "just easier for us to experiment closer to home," Puerini said.When CNN Business visited the new, small Amazon Go store, it was still hidden behind plywood and a black curtain. It looked very much like a regular Amazon Go store, but plopped in the middle of a common area in an Amazon office in downtown Seattle, right next to an employee café. The small stores are modular, Puerini said, and take only weeks to put together. That's much faster than it takes to open up a free-standing Amazon Go store, which the company said typically takes months.The tiny shops could also be used to bring Amazon Go to a range of new markets, such as airports, which Amazon is reportedly considering for the AI-checkout stores. Puerini wouldn't confirm or deny whether Amazon is looking into opening Amazon Go stores of any size in airports, but said that, with many hungry people hurrying around, airports fit her "simple criteria" for the stores.As with other Amazon Go stores, however, these won't be entirely self-sustaining. Over the past few weeks, the University of Farmington (Farmington), an undercover investigation run by Homeland Security Investigations (HSI), has been the focus of several media reports. These reports mischaracterized the purpose and rationale for the investigation, and I want to set the record straight. HSI is responsible for enforcing more than 400 federal statutes, including laws related to the student visa system. An estimated 1.2 million nonimmigrant students studied at more than 8,200 U.S. schools during 2018, promoting cultural exchange, providing billions of dollars to the U.S. economy, and contributing to research and development. Criminals and some students, however, exploit the student visa system, allowing foreign nationals to remain in the United States in violation of their nonimmigrant status.When a nonimmigrant student decides to enroll in a program of study in the United States, the student must abide by U.S. laws and regulations to maintain their nonimmigrant status. Above all, their primary purpose while in the United States must be to study. Every nonimmigrant student is required to "make normal progress toward completing a course of study" as a condition of maintaining their status. If they don't meet that standard, they are subject to arrest and removal from the country. The individuals who enrolled at Farmington, knowingly and willfully violated their nonimmigrant visa status and consequently were subject to removal from the United States.These individuals were not new to the U.S. student visa system; they were familiar with its requirements and their obligations. They secured visas to enroll in another U.S. school, and were already in the United States when they transferred to Farmington. In addition, prior to enrolling at Farmington, each prospective enrollee was informed that there were no classes, curriculum or teachers at Farmington. Despite this, individuals enrolled because they saw an opportunity to avoid any academic requirements and, instead, work full-time, which was a violation of their nonimmigrant status. Evidence, including video footage, audio recordings, and correspondence collected during the investigation supports that each prospective enrollee knowingly and willfully violated their nonimmigrant status.Farmington is a clear example of a pay-to-stay scheme, which is against the law and, not only creates a dangerous lack of accountability, but also diminishes the quality and integrity of the U.S. student visa system. Undercover investigations like this one provide law enforcement an inside look into how these networks operate, which was the primary purpose in establishing Farmington. The investigation provided HSI with a better understanding of how recruiters and others abuse the nonimmigrant student visa system. This, in turn, informs and improves DHS' efforts to uncover fraud at schools, provides insight into networks within the United States that facilitate such abuse, and serves as a deterrent to potential violators both in the short- and long-term.As sworn civil servants, HSI special agents will continue to uphold the Constitution and protect the country's borders and immigration laws. The rules and regulations that govern the student visa system help protect the country from individuals who seek to abuse the system or remain illegally in the United States. HSI is responsible for investigating these kinds of violations, which is precisely what it did by establishing Farmington to investigate a complex fraud scheme used across the country to undermine U.S. laws and individuals' safety. 3603
