SAN DIEGO (KGTV) — Who said vinyl was dead?April 13 marks Record Store Day (RSD) in the U.S., as stores across the country plan to take part in the celebration of records with special releases.Releases from artists including Bob Dylan, David Bowie, Foo Fighters, Prince, Sly & The Family Stone, Weezer, and many more will hit record store shelves for the musical holiday. SAN DIEGO (KGTV) -- Tracking citizen complaints about law enforcement is a requirement of California law. However, some say there needs to be a significant improvement in that process."Police officers have tremendous authority," said former police officer and criminal justice professor Kevin LaChapelle. He broke down how the process works."[In] a formal complaint, there should be written documentation and the agency is accountable for reporting that to the Department of Justice," LaChapelle said. LaChapelle says the formal complaint process differs from an informal complaint, where someone may talk to an officer or supervisor but no documentation is required. Those interactions are not included in DOJ numbers. When it comes to two of the largest departments in the county, Team 10 found the number of complaints differ drastically. In 2018, the San Diego Sheriff's Department reported nine complaints. In 2017, there were six reported complaints.San Diego Police Department reported 74 complaints last year. In 2017, there were 97 reported to the DOJ.Each department reports to the state both substantiated and unsubstantiated complaints. 1156
SAN DIEGO (KGTV) -- Three San Diego Dreamers are flying to Washington D.C. to meet with congressional members, attend rallies and continue to advocate for our border communities. “March 5 is a very significant date for us," Dulce Garcia said. "The president gave congress six months to come up with a permanent fix for this DACA crisis, and it didn’t happen. So we want to make sure we’re in D.C. when March 5 comes.”“Absolutely, yes I’m nervous," Francisco Peralta said. "This is the first time actually being in D.C. ever and also it’s the first time that I’m going to be sitting in a room where, you know, with members of congress.”Ali Torabi will also be going. He started a GoFundMe to help raise money for their trip, as well as helped organize an art show. The three Dreamers will leave Saturday, March 3 and return Wednesday, March 7. 892
SAN DIEGO (KGTV) - UC San Diego and the San Diego Police Department are investigating a series of incidents where a man reportedly exposed himself several times so far this year. According to the university, from January through March of 2019, there have been at least six reports of a man who appears to be jogging in the University City area when he reportedly exposed his genitals to women. During all the reported incidents, the suspect ran up to female victim and exposed himself before running away. San Diego Police detectives are still investigating the patterns of the six incidents. But Lt. Justin Scott told 10News, most of the incidents happened during the last afternoon/early evening hours in the UTC South area.The man is described as a white or Hispanic man in his 20s or 30s, approximately 5’ 5” to 5’ 10” tall with a beard in most of the incidents. The suspect has been seen wearing black or gray running shorts and a green or black hoodie pulled up. None of the incidents happened on the UC San Diego campus, but some of the victims were students, police said. The university says anyone who has been sexually assaulted or subject to other forms of sexual misconduct or harassment should report the incident to university officials and San Diego Police Northern Division. 1298
