SAN DIEGO (CNS) - A report released Thursday by the International Boundary and Water Commission found a significant presence of wastewater in border channels in the Tijuana River Basin impacting San Diego.In the report, "Binational Water Quality Study of the Tijuana River and Adjacent Canyons and Drains," scientists from the United States and Mexico collected samples from of seven transboundary channels.The sampling and laboratory analysis for the study were performed from December 2018 to November 2019. The findings indicate the presence of treated and untreated domestic and industrial wastewater.The scientists analyzed 267 different parameters in water and 204 parameters in sediment for pathogens, metals, industrial organics, pesticides, as well as conventional parameters typically found in wastewater. Of the parameters tested, 131 were not detected and 136 had detectable levels.Parameters that exceeded standards in both countries at all monitoring sites are those associated with the presence of wastewater, including ammonia, biochemical oxygen demand, chemical oxygen demand, oils and greases, phosphorus, nitrates, methylene blue active substances and coliform bacteria.Data analysis indicates that the parameters which exceeded standards had originated as uncontrolled sewage spills from Tijuana. Disposal of solid waste or trash contributes to the presence of certain parameters exceeding the standards, such as the organic compound DEHP. Commonly used in the manufacture of plastics, DEHP exceeded applicable standards at all monitoring sites and could have leached from plastic accumulated in the canyons and Tijuana River.The results showed that certain parameters of concern -- Hexavalent Chromium and the pesticides DDT and Aldrin -- were either not detected or found in very low amounts below the limits established in both countries' applicable regulations. Likewise, metals such as copper, nickel and zinc, which are commonly used in the metal plating industry, were detected at levels within applicable standards in both countries.The report also includes recommendations related to control of industrial wastewater discharges in Tijuana, increased resources and assistance for wastewater collection and treatment systems in Tijuana, and continued joint water-quality monitoring and field inspections to detect and respond timely to wastewater flows. 2389

Mike Levin, D-San Juan Capistrano, announced the formation of a panel of servicemembers, veterans, and other community leaders who will work together on recommendations to name either an Oceanside or San Diego Department of Veterans Affairs facility after a woman veteran.The VA Facility Dedication Advisory Panel will compile a report on notable women veterans with ties to the region who are worthy of the honor. Currently, there are no VA facilities in the United States that are named after women veterans, and neither the San Diego VA Medical Center nor the Oceanside VA Clinic are named after an individual.The panel is led by Army Veteran and Carlsbad resident Karin Brennan."Throughout our nation's history, women have served and sacrificed for our freedom just like men, but have often gone without the recognition they deserve," Levin said."It is past time to rectify that injustice and live up to our responsibility to honor all veterans, including women. It's disappointing that not a single VA facility in the country is named after a woman veteran, but we can change that here in our district."In September 2020, the VA released the 2020 Report of its Advisory Committee on Women Veterans. SAN DIEGO (CNS) - Margaret Hunter, who pleaded guilty along with her husband -- former Rep. Duncan Hunter -- to illegally spending hundreds of thousands of dollars in campaign funds for personal purposes, was sentenced Monday to eight months of home confinement, slated to begin immediately, and three years probation.The former East County congressman's wife, who also acted as his campaign manager during much of the time the pair improperly spent campaign funds on personal expenditures, pleaded guilty to a conspiracy charge more than a year ago.Duncan Hunter pleaded guilty about six months later, then resigned from Congress the following month. He was sentenced in March to 11 months in federal prison, but has yet to serve any of his term as the COVID-19 pandemic led to a postponement of his self-surrender date. He's not expected to report to prison until possibly as late as January.Margaret Hunter's attorneys argued for an out-of-custody sentence involving home confinement and prosecutors agreed, citing her agreement to cooperate with investigators and the manner in which prosecutors say her husband directed blame at her when the allegations became public.Prosecutors did seek to have her home confinement delayed until January, as they stated it would be more punitive at that time, with the COVID- 19 pandemic currently keeping the majority of the general public confined to their homes.However, U.S. District Judge Thomas Whelan opted to begin her term immediately.Margaret Hunter made a brief, tearful statement to the court prior to sentencing, saying "I continue to take full responsibility. I'm deeply sorry."Assistant U.S. Attorney Emily Allen said the defendant spent most of the funds, but her role was "far less egregious" than that of her husband, who the prosecutor said was "the driving force" behind the crime."He was the elected official. He was the person in charge of the campaign and he was the decision maker who chose to allow this to go on," Allen said.Prior to his plea, Duncan Hunter repeatedly and publicly denied wrongdoing. SAN DIEGO (CNS) - As more people went back to work last month, the region's unemployment dropped to 13.9% in June, 1.3% lower than the previous month, according to figures released Friday by the state Employment Development Department.The coronavirus and its related job loss still looms large over the economy even as some industries begin to resume business. The state's unemployment rate dropped to 15.1% in June, while nationally, the rate decreased to 11.2% in the same time period. The data does not reflect public health orders in July shutting down some industries again. The unemployment rate is likely higher now than the period the data monitored.According to the EDD, total non-farm employment in San Diego County increased by 54,000 jobs between May and June to reach about 1.35 million. It was the first increase in non-farm employment since February. Farm jobs remained steady.The leisure and hospitality sector led the monthly increase by adding 34,700 jobs, 29,900 of which were in the food service and accommodation industries. Arts, entertainment and recreation added 4,800 jobs.The trade, transportation and utilities sector logged 9,500 jobs gained month-over-month, the largest portion of which was in clothing and clothing accessories stores, with 3,900 added jobs.Construction gained 4,100, educational and health services 2,800, other services 2,200, manufacturing 1,900, professional and business services 1,600, financial activities 900 and information 200.Mining and logging employment did not show any gains or losses.The only industry to lose jobs was the government sector, which lost 3,900 jobs in June.Comparing year-over-year, the San Diego region lost 153,600 non-farm jobs and 800 agricultural jobs. SAN DIEGO (CNS) - A suspected Russian hacker who allegedly ran an online platform where hackers could buy and sell stolen personal information has been arrested and is slated to be extradited to San Diego, the U.S. Attorney's Office said Tuesday.Prosecutors say Kirill Victorovich Firsov, 28, was the administrator for the DEER.IO platform, which provided hackers with access to virtual stores where they could buy or sell hacked and/or compromised financial corporate data, personally identifiable information and compromised user accounts. Hackers also allegedly used DEER.IO to advertise their services.DEER.IO has been operating since at least 2013, and provided users with a storefront for 800 rubles -- or about .50 -- per month, according to prosecutors. The platform was advertised as having more than 24,000 active shops, with sales exceeding million.Prosecutors say law enforcement was unable to find a single legitimate business advertising its services or products on DEER.IO.FBI agents arrested Firsov on March 7 in New York City. He is charged with unauthorized solicitation of access devices and is slated to appear in San Diego federal court on April 16.The DEER.IO platform has since been shut down, the U.S. Attorney's Office said."There is a robust underground market for hacked stolen information, and this was a novel way to try to market it to criminals hoping not to get caught," U.S. Attorney Robert Brewer said. "Hackers are a threat to our economy, and our privacy and national security, and cannot be tolerated."According to a criminal complaint, the FBI purchased around 1,100 gamer accounts on March 4 from a DEER.IO store for under in Bitcoin, with 249 of the accounts stolen from an unidentified San Diego company that "operates interactive video gaming platforms, and sells related products and services."The following day, the FBI purchased more than 3,500 personally identifiable information accounts from a DEER.IO store for around 0 in Bitcoin, providing them with the names, dates of birth and U.S. Social Security numbers for multiple San Diego County residents."DEER.IO was the largest centralized platform, which promoted and facilitated the sale of compromised social media and financial accounts, personally identifiable information and hacked computers on the internet," FBI Special Agent in Charge Omer Meisel said.
