SAN DIEGO (KGTV) - Starting Sunday night and going until May 30, construction crews will close either northbound or southbound lanes of I-5 overnight to begin construction of the Mid-Coast Trolley.Drivers will see heavy equipment and machinery on the freeway, and residents can expect to hear loud construction noise during the closures.The project will start with a large support column for the trolley bridge in the freeway center divider.The trolley is being built to extend the Blue Line eleven miles north from the Old Town Transit Center to University City, running through Mission Bay Park, the VA Medical Center, UC San Diego and Westfield University Town Center Mall.The Mid-Coast Trolley is expected to start running in fall 2021. 748

SAN DIEGO (KGTV) — Some families scrambling to deal with the challenges of distance learning will be getting some help from an unlikely source.For La Jolla High junior Katie Frost, 16, the upcoming school year will be a busy one. She's on the school's track team and JV basketball squad. Along with the usual coarse load, she will be taking college entrance exams. Frost has just added something else to her plate."During these times, people should think of ways to push themselves outside their comfort zone to help," said Frost.Keenly aware of how families are juggling the challenges served up with distance learning, Frost decided to offer free zoom tutoring sessions in math and English for local elementary and middle school students."I know how difficult school can be. I struggled in elementary school ... With the added stresses of distance learning, I'm just want to do my part to help these families and to help the kids excel," said Frost.Frost posted her services on the Nextdoor app, even put out an application. She already has four kids signed up and that number is expected to grow. Depending on the response, she could recruit her friends to create a tutoring club to help more families. SAN DIEGO (KGTV) -- San Diego will begin building its alternative to San Diego Gas & Electric, which it says could lower bills by about 5 percent. The City Council voted 7-2 Monday to begin creating what's called a Community Choice Aggregator -- an energy company that would help the city reach its goal of reaching 100 percent renewable energy by 2035. San Diego will begin approaching approaching other cities in this county, and Orange County, to create a region-wide provider. The idea is the more cities involved, the more negotiating power the city will have to buy energy to sell to residents. "Community Choice Aggregators can and will save money, but the people will bear the real consequences and reap the benefits of the decisions you're making are their children and grandchildren," John Atcheson, a Rancho Bernardo resident, told the council Monday. In a statement, Mayor Kevin Faulconer said this would give San Diegans a choice when it comes to how they get their power. "For decades San Diegans have only had one option on where they get their electricity," Faulconer said. "Community Choice will change that by injecting healthy competition into the marketplace, allowing customers to benefit from lower energy costs, and pick greener energy sources to power their home or business."The move is not without risks. Councilman Scott Sherman voted against the plan, noting the city's recent trouble with its existing utility, the water department. The department is undergoing major transformation after an audit found thousands were billed incorrectly. Plus, start-up costs could be as much as million, and residents would have to pay exit fees to SDG&E. A spokeswoman for SDG&E said it fully supports the city in creating the alternative. She was one of multiple people who came to the downtown building thinking the skyscraper was open for city business. Instead, it was shuttered Wednesday after the county found traces of asbestos on one the 17th floor. "I think the building should be removed, should be brought down, and just put up another building. It will probably be cheaper too," said Ignacio Alcaraz, a Spring Valley resident who had just left City Hall. The city inked the deal for the former Sempra Headquarters in 2017 with the plan of moving 1,100 employees into it to save on rent. City workers finally moved in about a month ago, but vacated last weekend after the county served the city with a violation for the asbestos."I think it's taken a horrible toll," said Councilwoman Barbara Bry, who took office after the deal was signed. "I was downtown over the weekend and noticed workers literally wheeling boxes and files and chairs out of 101 Ash."The city insists the building is safe, conducting 235 air quality tests in the last few months, and that it closed the building in an abundance of caution. Bry is now calling for an audit into how the city could do a deal like this. She said she cannot understand why the city would take possession of a property that old "as is.""That is stupid to do when you are doing a long-term lease purchase on a building that was built in the 1960s," Bry said.
