Under a court settlement, people aren't supposed to be able to legally download plans for 3-D printed guns until Wednesday. But because designs for the guns have already been posted online, by Sunday more than 1,000 people had already downloaded plans to print an AR-15-style semiautomatic assault rifle, according to the office of Pennsylvania Attorney General Josh Shapiro.Shapiro has been fighting to keep 3-D printed guns out of Pennsylvania. At an emergency hearing held over the phone Sunday, the attorney general's office asked a judge for a restraining order that would block a website run by gun-rights group Defense Distributed from being accessible in Pennsylvania. The group's site allows people to download plans to make 3-D guns.At the hearing, Defense Distributed agreed to block Pennsylvania IP addresses for a few days until a more formal hearing could be held.Josh Blackman, a lawyer for Defense Distributed, told CNN on Monday that more than 1,000 AR-15 gun plans have been downloaded but wouldn't confirm Shapiro's claim that they were only downloaded since Friday."This is a free speech case. This isn't a gun case," said Blackman, who challenged Pennsylvania's efforts to block the downloads. "One state cannot censor the speech of a citizen in another state."Pennsylvania isn't the only state trying to bar access to 3-D printed guns. Washington Attorney General Bob Ferguson announced Monday he is leading a lawsuit in eight states and the District of Columbia to block a court action that would let people download plans for untraceable 3-D printed weapons. This lawsuit is being filed in federal court in Seattle. 1661

UNION CITY, Calif. (AP) — Two boys were fatally shot while sitting in a van outside an elementary school early Saturday morning, police said. The shootings of the boys, ages 11 and 14, took place in the parking lot of Searles Elementary School, the East Bay Times reported.Callers to 911 reported hearing gunfire at 1:26 a.m., the newspaper said. Authorities said that when officers arrived, they found the boys. The older boy died at the scene, and the younger child died en route to a trauma center, the Times reported.New Haven Unified School District Superintendent John Thompson said in a statement that the victims were minors. The boys attended schools in the district, Thompson and a district spokesman said.No arrests have been made in connection with the killings.Police Lt. Steve Mendez said there was no sign of a connection between the shooting and the school where it took place. People occasionally gather in the relatively secluded parking lot, Mendez told the Times.Thompson said the school district “will have support for our students and staff at the sites where these students attended when school resumes after the Thanksgiving break.”The district also will work with the Union City Police Department “to ensure that our schools are as safe as they can be,” he said.Police are investigating the possibility that an earlier shooting may be related to the slayings, the Times reported. About 12:30 a.m. on Nov. 20, two men were shot and wounded near an intersection in Union City. The men were treated at a local hospital and released. Police told the newspaper that no evidence so far has linked the two incidents. 1638

United Airlines announced Wednesday plans to return 25,000 flights systemwide during the month of August in hopes that more people will resume traveling. Despite the massive number of flights being added to the schedule, United said that it will only run 40% of the number of flights it ran in 2019 in August.Domestically, United plans on adding 600 flights, meaning it will run 48% of its US flights in August. United projects that only 30% of US flights will fly in July compared to 2019."We're taking the same data-driven, realistic approach to growing our schedule as we did in drawing it down at the start of the pandemic," said Ankit Gupta, United's vice president of Domestic Network Planning. "Demand is coming back slowly and we're building in enough capacity to stay ahead of the number of people traveling. And we're adding in flights to places we know customers want to travel to, like outdoor recreation destinations where social distancing is easier but doing so in a way that's flexible and allows us to adjust should that demand change."On Tuesday, Delta announced the addition of 1,000 flights systemwide in July. Delta said it reduced the number of flights in the US by 65% in July. 1208

Uber and Lyft have been awarded a five-year federal contract, estimated to be worth up to 0 million, according to various reports. The contract was awarded Monday by the General Services Administration, according to both companies.Although federal employees could use Uber and Lyft in the past, the contract will allow the ride-sharing companies to formally work with federal agencies to launch and promote their services to their roughly 4 million employees. “The expansion of our customer base to include government is a natural next step for us, and we’re proud to help federal agencies tackle some of the biggest administrative challenges they face,” Ronnie Gurion, global head of Uber for Business, said in a statement to The Hill. The contracts were tentatively awarded to Uber and Lyft in April, following a multi-year negotiation process. At the time, according to reports, the GSA said they were able to negotiate discounts between two and four percent. 971
