SAN DIEGO (KGTV) -- Sophie Felix may be petite, but there is nothing small about the way she approaches living and giving -- and it all started with her grandparents."Growing up, my Grandmother and my Grandpa Augie used to be foster parents so from a very young age I understood it's very important to give back to children in need," says Felix.Nine years ago, Sophie says she felt compelled to reach out to the Encinitas-based group, Passion 4 K.I.D.S. which stands for Kids In Desperate Situations. The group helps improve the lives of handicapped, neglected and underprivileged children.Through founders Linda and Charles Van Kessler, Sophie met Izaiah Wallis and his family. Izaiah has been unable to walk or talk since he was hit by a drunk driver at age one, 10 years ago.Sophie started out by planning special experiences for the family including securing sponsorships for trips to Disneyland and Seaworld as well as handicapped accessible gear such as a van --- and Sophie was just getting started. A mom herself, she became the chapter president of America's Children of Fallen Heroes. Off-roading adventure in a custom jeep is just one part of what the group does. A bigger part is providing the kids with a 10-year mentorship program so they can pursue anything and realize their dreams.Sophie says that is very important to her because she herself is living her American dream. In addition to her charity work, Sophie runs her own business, HBM Talent and Management, and she spreads her passion to every client she signs."That is part of our deal. They have to volunteer for at least 2 charity events per year," she says.Those clients, including former NASCAR driver Felix Giles, are happy to do it. If all that weren't enough, Sophie also makes sure a local brother and sister, whose mother can't afford Christmas presents, get presents every year.Sophie says her work with kids brings her, "indescribable joy, inspiration, happy tears, hope, faith" because she knows this is her purpose.Sophie's charity mentor Linda Van Kessler says Sophie has a heart of gold --- a heart that just gets bigger and bigger because of what she feels every time she helps a child. 2193

SAN DIEGO (KGTV) - San Diego Police said a man who was trying to sell basketball tickets Friday robbed a victim near San Diego State University as the NCAA basketball tournament was underway.The robbery happened about 11 a.m. in the east alley of 5100 College Ave., police said. The location is behind the ARCO gas station at the corner of Montezuma Rd.Officers said the suspect stole the victim’s money and may have been carrying a small knife. The victim was not hurt.The suspect ran toward the Aztec Student Union and was last seen near Campanile Drive.Police said the suspect is a black man in his late teens, about six-feet tall and 120 pounds. SAN DIEGO (KGTV) - San Diego's outbreak of hepatitis A appears to be slowing after more than two months, county health officials said Tuesday.San Diego County has topped 100,000 hepatitis A vaccinations, the San Diego County Health and Human Service Agency announced. In a presentation to the county Board of Supervisors, health officials said there had been a downward trend in new cases over the past 11 weeks, with only two new cases added since the last report.RELATED: Downtown businesses take steps to fight Hepatitis A outbreakThe board also extended the region's health emergency, as it has been required to do every two weeks since the first declaration on Sept. 1.As of Nov. 8, there have been 546 cases hepatitis A, requiring 369 hospitalizations and resulting in 20 deaths. SAN DIEGO (KGTV) -- Shoppers in Del Mar Heights are checking their receipts after learning through a social media app that some merchants are charging more sales tax than they should. Last year the City of Del Mar raised its sales tax to 8.75 percent, but the tax rate only applies to businesses within the city.  The problem arose when some businesses that share Del Mar's zip code, but get San Diego services, mistakenly charged the higher Del Mar rate. San Diego's sales tax is 7.75 percent. David did not want to give his last name, but he checked his receipt for the Jack in the Box restaurant in the beachside shopping center and discovered he'd been charged the higher tax rate, an extra 8-cents. David didn't complain to management and told us 8-cents wasn't a big set-back but did say he believed the problem should be corrected.  Several of his neighbors posted comments on the Nextdoor social media site about other establishments doing the same thing. 10News made purchases at three stores and found they charged the correct sales tax, but when we bought a salad and iced tea from Jack in the Box, we were charged at the Del Mar rate of 8.75 percent, just like David.  Another customer who did not want his name used also shared a receipt showing he paid at the higher rate. He also had a receipt dated April 24 of this year, showing he overpaid sales tax to the Del Mar Wine Company in the same shopping center. A spokesman for Jack in the Box told 10News the franchise made an honest mistake and re-set its cash registers to reflect the correct sales tax. A clerk at the wine store told 10News to email the manager.  As of this posting, he had not responded. 10News Contacted the California Department of Tax and Fee Administration.  Spokesman Paul Cambra explained that Del Mar was one of the few pockets of California that have a "zip code split".  Cambra called it a common problem when zip code boundaries don't match city boundaries. In an email to 10News Cambra wrote:"If a taxpayer overcharges, we will tell them to either return it to the customer or remit it to the CDTFA. If they have undercharged, they will still owe the tax, and depending on when they remit it, they may also be charged interest and penalties." Cambra noted that no consumer complaints about being overcharged had come from the 92014 zip code. Consumers are encouraged to know the sales tax in the communities where they shop. SAN DIEGO (KGTV) -- Several San Diego museums are offering free admission to military families this year. According to the National Endowment for the Arts, the San Diego Chinese Historical Museum, San Diego History Center, San Diego Museum of Art and Visions Art Museum will all be offering free admission this year. The free admission will be offered from May 18 through September 2.RELATED: San Diego museum members get free access to more than 30 locations during Big ExchangeAll active duty, National Guard and Reserve military along with up to five family members are eligible for the free admission. The program has been offering free admission to military members and their families since 2018. The program is in collaboration with the National Endowment for the Arts, Blue Star Families, the Department of Defense and museums all over the country.
