SAN DIEGO (KGTV) -- San Diego police are investigating how a teenager ended up unconscious near a Walgreens store in Chollas View after her mother reported the girl had been kidnapped.The 13-year-old girl's mother called police shortly after 4 p.m. Monday and said her daughter was supposed to be at a friend’s house, but she later learned her daughter somehow ended up with a man she didn’t know.It is unclear how the woman determined her daughter was with the man.About 20 minutes later, police found the teen unconscious but breathing in the 600 block of Euclid Avenue. She was taken to the hospital, but her condition is unknown.Police said they are looking for the man that was believed with the teen. He is described as Hispanic, in his early 20s, with long hair. He was wearing reading glasses, a white T-shirt and possibly a black baseball cap. 860

SAN DIEGO (KGTV) - San Diego Fire-Rescue unveiled two new tools Wednesday that will help their dive team be faster and more efficient. "They move about 5 times faster than a diver can swim," Sergeant Rob Brown, with the SDFD Dive Team, said. The first hour during a search is crucial, he added. It could mean the difference between life or death. According to the website, DiveX, the scooters can go up to 600 feet underwater and can drive about 3 miles-per-hour. "It reduces our air consumption, allows us to stay under longer, as well as reduce diver fatigue, so we can get more reps in while we're conducting searches," Brown said.The team's had scooters since the 1990's but the new Piranhas are three generations ahead of what the team's been using, according to Brown.The need became apparent in August of 2018, when a 12-year-old girl fell off a boat in the San Vicente Reservoir. Her body was found days later.The team's request was answered by the San Diego Fire-Rescue Foundation. They donated two scooters to the team, costing about ,000 each."We cannot say enough how grateful we are for the support of the San Diego Fire-Rescue Foundation in getting this equipment to us," Brown said. SAN DIEGO (KGTV) - San Diego County leaders have stressed education over enforcement regarding the rules and laws surrounding the coronavirus, but there are laws in place to help stop the spread."There is civil liability and criminal liability," says Professor Joanna Sax from the California Western School of Law.Sax says many of the laws rely on a standard called "reasonable care" to determine liability."As long as you are taking precautions reasonably, then it's unlikely that you'll be held negligent. That would be the legal term," Sax says.For businesses, that means following the rules like posting a safe reopening plan and sticking to it to keep customers safe. It can also mean providing PPE and hand sanitizer for employees.But for businesses that aren't using "reasonable care," San Diego officials have shown the ability and willingness to use the laws to force compliance.One of the most prominent cases over the last few months involves Boulevard Fitness in University Heights. According to the city, that gym stayed open for indoor workouts for 45 days, violating the county's rules. City Attorney Mara Elliott threatened Boulevard Fitness with a ,500 fine for each day, citing "unfair business practices."The gym closed after receiving Elliott's letter and has since reopened while obeying county guidelines for capacity and distancing.Sax says those kinds of laws work for extreme cases, but may not apply for smaller violations."If businesses are not behaving reasonably and they are behaving recklessly, and they have no plans, and they're letting people in, maybe they should face liability," Sax says. "Those aren't the businesses that should be open to the public. SAN DIEGO (KGTV) — San Diego County public health officials said Friday that the region is dangerously close to being placed in the state's most restrictive reopening tier.The county's coronavirus case rate over the last 48 hours was alarming, according to Supervisor Nathan Fletcher."We've been living for most of the last month on the precipice of tiers," Fletcher said. "We now are concerned about the trends and we're concerned about the likelihood that we can tip back into purple."Fletcher says over the last six days, San Diego County's daily unadjusted case rates continue to increase.County Public Health Officer Dr. Wilma Wooten said since the start of this week, the county has seen its unadjusted case rate increase from 7.2 cases per 100,000 residents (7-day daily average from the previous week) on Sunday to 7.8 on Friday. The county's adjusted case rate has increased from 6.8 to 7.0 during the same time span.The last week reported for the county, San Diego reported an unadjusted case rate of 7.2 and an adjusted case rate of 6.8.Fletcher says the unadjusted case rate more closely represents the actual public spread of the coronavirus."The overwhelming majority of San Diegans are doing everything right. But we just have to go that extra mile in order to protect our status in our tier," Fletcher said.According to the state's reopening tier system, counties with a case rate of more than 7.0 and/or testing positivity percentage of 8% or greater for two consecutive weeks are placed in the purple tier, the state's most restrictive.Next Tuesday, Oct. 20, the state will report metrics for Oct. 4-10. Then on Oct. 27, the state will report results from Oct. 11-17.Officials say that's why they're sounding the alarm now, to encourage residents to double down on efforts around slowing the spread.
