SAN DIEGO (KGTV) — California is "getting closer" to issuing guidance on how and when to reopen theme parks across the state during the coronavirus pandemic.Wednesday, Gov. Gavin Newsom said the state is still working on preparing guidance on when and how theme parks across the state can reopen while fighting the spread of COVID-19.“We will make determinations in real-time for theme parks, amusement parks, and the like,” Newsom said. “There’s still many areas where we are open-ended in terms of our negotiation, making progress, and advancing in the same space.”Newsom added the state is “getting closer to concluding when and how to safely reopen those sectors.”Legoland California, Disneyland and California Adventure, Knott’s Berry Farm, Six Flags Magic Mountain, and Universal Studios Hollywood have each been shuttered since mid-March after stay-at-home orders were issued for the state.Downtown Disney and Universal CityWalk have reopened outside their respective theme parks with modifications.SeaWorld San Diego reopened last month on a limited basis, requiring reservations for visitors and limited access to exhibits. SAN DIEGO (KGTV) - Court services are being drastically reduced due to the Covid-19 pandemic, which affects both civil and criminal proceedings. The closure will last until April 3rd.“My fear is that we’re going to have situations where individuals are going to stay in custody longer than what the law permits,” said David P. Shapiro, a criminal defense attorney. “What happens to the individuals who are in custody who have a future court date?”By law, you should have your first court appearance within 48 hours after your arrest. That excludes weekends and holidays, according to a spokesperson with the District Attorney’s Office.“We are in constant meetings with the court and the Public Defender and the Sheriff, our law enforcement partners,” said District Attorney Summer Stephan.Stephan said they have dealt with closures, such as during our past major wildfires. They are working on a system to review criminal cases to see who is suitable for community release.“This is an evolving process, but what we’re trying to do is to maintain due process in the time of crisis,” Stephan said.A Sheriff’s Department spokesperson told 10News they are “working with the District Attorney’s Office and evaluating the impact” the court closures might have.“I was personally hoping they would have an emergency department available through all this just for arraignments, just for in-custody arraignments. SAN DIEGO (KGTV) - California police officers who leave their departments to join the San Diego Police can now get a ,000 cash bonus.The San Diego City Council unanimously approved the program Tuesday to help SDPD recruit new officers. The department has struggled to recruit and retain officers due to the city’s high cost of living and a pay scale that’s lower than competing police departments. A San Diego Police officer earns a starting salary of ,000 a year. Late last year, the City Council approved a series of salary increases of up to 25 percent through 2020. The San Diego Police Department currently has about 1,860 officers, which is about 180 short of its staffing goal. Chief David Nisleit said Tuesday that SDPD recently lost two officers to Chula Vista, whose entry level officers earn about ,000 a year. “What I’m looking for is to hire experienced law enforcement officers from other areas,” he said. "To make us competitive we had to offer a signing bonus to have them come over.”A lateral police officer - one moving from another department - would earn ,000 upon hire, then another ,000 after training, and the final ,000 after one year of continuous employment. SAN DIEGO (KGTV) — California public health officials say the Southern California region has run out of ICU bed capacity.The region, which includes San Diego and 10 other counties, hit 0% capacity, as the state reported 52,200 more coronavirus cases on Thursday. California officials say regional ICU capacity is calculated based on the total number of adult ICU beds minus neonatal and pediatric ICU beds. Adult ICU capacity includes staffed ICU beds and ICU surge beds.San Diego County said Thursday that it was currently at 16% ICU capacity after adding 2,604 new virus cases. There are 295 ICU cases in the county out of 1,186 hospitalizations.
