ZHOUQU, Gansu, Aug. 19 (Xinhua)-- More than 1,700 mudslide evacuees presently residing at schools in Zhouqu county of northwest China's Gansu Province are to be relocated as students will start the new semester soon, local authorities said Thursday.More than 400 households, altogether over 1,700 people, will be moved to Shachuan Village, in western of the mudslides-leveled county, said Yang Jianguo, head of the Civil Affairs Bureau of Gannan Tibetan Autonomous Prefecture which administers Zhouqu.The people are now living in dormitories and classrooms of three local schools, namely No.1 High School, No.1 Junior High and No. 3 Junior High. With students coming back from their summer vacation, the schools could no longer be used as settlement areas.More than one thousand tents will be erected at the new settlement zone covering an area of 67 mu (4.5 hectares), with three tents for each family, said Yang."They probably will have to spend the winter there so winter tents will be used," said Yang.The devastating mudslides which hit on Aug. 8 have claimed 1,364 lives with 401 people still missing as of 4 p.m. Thursday.Work crews will level the ground, ensure water and electricity supply and build lavatories from Aug. 21 to 23. They will start setting up tents on Aug. 24, said Yang.The new semester for junior school students and pupils will begin on Aug. 25 and senior high students will be transferred to other cities in the province, and start the new semester in early September.

BEIJING, June 3 (Xinhua) -- Senior Chinese leader Zhou Yongkang Friday urged increased supervision of police investigations and the reform of the penal system.Zhou, a member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee, made the remarks while attending a plenary meeting of the Political and Legal Affairs Commission of the CPC Central Committee in Beijing.Representatives of the Supreme People's Procuratorate reported to the meeting on their work to strengthen supervision on the use of investigative measures such as search, detention and freezing the suspect's asset by law-enforcement officers.Officials from the Supreme People's Court (SPC) also reported the progress made in a pilot program which intends to help courts at local levels to be more transparent and fair while meting out penalties.Zhou said these were vital to the building of a just and clean law-enforcement system and must be carefully implemented."Investigative and procuratorate authorities must attach equal importance to punishing crimes and safeguarding human rights, and to procedural justice and substantive justice, and must strictly abide by the law in enforcing investigative measures such as search, detention and seizing the suspect's asset," he said.He said the SPC's pilot program in roughly 120 local courts had promoted the fairness and transparency in handing out penalties, which had significantly reduced the rates of appeal, lodging a protest against a ruling and petition in criminal cases.Law enforcement agencies must push ahead the pilot program as one of their priorities, while in the meantime working to fully engage the public in the supervision of the handling of criminal cases, he said.Zhou, who also heads the Political and Legal Affairs Commission of the CPC Central Committee, called for more transparent law enforcement to ensure the public's right to know and supervise.He also said places for interrogation, custody, trial and detention must be under 24-hour audio and video recording.

ZURICH, Switzerland, July 18 (Xinhua) -- Top Chinese legislator Wu Bangguo and Doris Leuthard, president of the Swiss Confederation, held talks on Sunday and agreed to expand their bilateral cooperation.Wu, chairman of the Standing Committee of China's National People's Congress (NPC), delivered Chinese President Hu Jintao's regards to Leuthard. He said China will work together with Switzerland to push forward the Sino-Swiss ties.The Chinese and Swiss economies are highly complementary and have large potential in economic cooperation, said Wu. China expects to make joint efforts with Switzerland to strengthen cooperation in such areas as financial service, environmental protection, green economy and low-carbon technology while deepening cooperation in traditional fields, he said.Leuthard highly commended the progress in Sino-Swiss relations in recent years.She said Switzerland, which is one of the earliest western countries to establish diplomatic ties with China, gives great attention to a friendly cooperation with China and is willing to deepen the bilateral ties. Switzerland regards China as an important partner and looks forward to carrying out cooperation in environmental protection, energy-saving and sustainable economic development, she added.She reaffirmed the Swiss government's stance on one-China policy.During the talks, the two leaders also exchanged views on global issues such as financial crisis and climate changes.Wu is here on an official goodwill visit to Switzerland.
