According to the National Weather Service, a cold trough will drop to the southwest Monday, triggering showers along and west of the mountains. The freezing level will fall quickly late in the day, resulting in the possibility of icy conditions on roadways. SAN DIEGO (CNS) - Two additional suspects were arrested today in connection with a shooting that left a 20-year old man mortally wounded in a Bay Terraces-area neighborhood 16 months ago.Ethan Leland Apan, 28, and Kevin Herrera, 26, were jailed this afternoon on suspicion of taking part in the slaying of Joaquin Ruiz of San Diego, according to police.Another suspect, 26-year-old John Orozco, was taken into custody last Wednesday on suspicion of murder in the case, Lt. Andra Brown said Shortly after midnight on July 13, 2019, patrol officers responding to a report of a possible traffic accident found Ruiz unconscious and suffering from a gunshot wound to his upper body in a vehicle alongside the roadway in the 7000 block of Paradise Valley Road.Paramedics took the victim to a hospital, where he was pronounced dead. Police have not disclosed what led investigators to identify Apan, Herrera and Orozco as suspects in the case and have revealed no suspected motive for the slaying.``The District Attorney's Office is currently reviewing this case, which is still an ongoing investigation,'' Brown said. ``We will not be making any further comments or providing additional information at this time.'' 1216

SAN DIEGO (KGTV) - A billing error has double charged approximately 411,000 Medicare beneficiaries, according to government officials.The error affected those who pay their premiums to the Center for Medicare & Medicaid Services (CMS) through Easy Pay (Automated Clearing House payments.) Officials say the premiums were deducted twice directly from beneficiary’s bank accounts.“They took out both my husband’s and my payment twice,” said Jacki Montierth.Montierth teaches tech seminars for seniors at Oasis Lifelong Learning Center in La Mesa, including about how to use their smartphones and computers to access financial and medical documents.She says, she closely monitors her account, but worries other people may not be as vigilant or even know how to check their statements.“I’m sure this will hurt many people on limited income and my bank says it may take a week to refund,” said Montierth.So far, officials say about 20% of the duplicated money has already been refunded. They said they are working to return the rest of the money by Wednesday, September 25.If the money has not been returned by then, Medicare officials claim the Treasury’s Bureau of Fiscal Service will begin reversing the rest of transactions to complete the reimbursement.Those who worry they have been overcharged can call 1-800-MEDICARE to report an issue. SAN DIEGO (KGTV) — A 10-year-old boy who allegedly fired two rounds from a shotgun at San Diego Police officers after barricading himself in a Southcrest backyard shed is in custody, police say.Family members at the home in the 4000 block of Boston Ave., about a block north of Caesar Chavez Elementary School, called police at about 9 a.m. after the 10-year-old armed himself with a knife and hammer.When police arrived, the child ran and hid in a shed with a shotgun, SDPD said. The child fired two rounds at officers, according to police, but no one was injured.The 10-year-old barricaded himself for nearly two hours, before surrendering to police peacefully.SDPD said the child will be taken to a nearby hospital for evaluation.The shotgun was recovered at the scene, police said, and investigators plan to look into how the child came into possession of the weapon.10News is monitoring this breaking news story. SAN DIEGO (CNS) - Voters will decide whether a controversial North County housing development goes forward, the Board of Supervisors decided Tuesday.After a public hearing, the board voted 4-0 -- Ron Roberts was absent -- to place the Newland Sierra project on the March 3, 2020, ballot. The board's action came two months after a Sept. 26 vote amending several provisions in the county general plan that allowed for Newland Communities to build in the Miriam Mountains area, directly west of Interstate 15 and near the cities of Escondido, San Marcos and Vista. The proposed development is in an area noted for wildlife and a tranquil ambience. RELATED: Signatures submitted to put Newland Sierra project in front of votersNewland wants to build 2,135 homes on the 1,985-acre site. The development would also feature 81,000 square feet of commercial space, a six-acre school site, 35.87 acres of public and private parks, 19.2 miles of multi- use community trails, an equestrian staging area and 1,209 acres of open space. The project would include numerous eco-friendly features, including solar panels, electric-vehicle charging stations, xeriscaping and gray-water systems, according to the developers. Opponents gathered roughly 117,000 signatures and presented their petition to the county.
