BEIJING, Dec. 16 (Xinhua) -- Trade volume between China and the Association of Southeast Asian Nations (ASEAN) in 2010 was 36 times what it was in 1991, the year in which formal relations between the two sides were established, according to new statistics. The volume is expected to reach 500 billion U.S. dollars in 2015, according to figures revealed Friday at the China-ASEAN Beijing Economic Forum, an event taking place in China's capital from Dec. 16 to 18 to commemorate the 20th anniversary of the China-ASEAN relations.Ma Mingqiang, secretary-general of ASEAN-China Center, said China-ASEAN trade volume totaled 267 billion U.S. dollars in the first three quarters of 2011 and is expected to hit the annual target of 350 billion dollars this year.He said the two parties have become closely linked in the past two decades, as China is now ASEAN's largest trade partner while ASEAN ranks the third among China's trade partners. With the comprehensive implementation of the China-ASEAN Free Trade Agreement in 2010, China has made 90 percent of commodities traded between China and ASEAN countries free of tariffs.China and ASEAN have enjoyed rapid social and economic growth since they established bilateral cooperation, said Surin Pitsuwan, ASEAN secretary-general.ASEAN can provide human resources, natural resources and raw materials for China's industrial development, and it in turn wants to win more investment from China, said Pitsuwan. He said the cooperation not only is a win-win solution for both sides, but will also make a positive contribution to the world.Guo Jinlong, mayor of Beijing, said the city saw a 21.5 percent year-on-year increase in trade volume with ASEAN in 2010, and will further strengthen its cooperation with the countries.ASEAN groups Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, the Philippines, Singapore, Thailand and Vietnam.

WASHINGTON, Nov. 29 (Xinhua) -- China and the United States on Tuesday held high-level talks on enhancing cooperation on anti- monopoly and anti-trust enforcement, with an aim to strengthen the bilateral economic and trade relations. This was the first time that the two sides held such meeting since they signed in last July a memorandum of understanding (MOU) on anti-monopoly and anti-trust enforcement cooperation by related enforcement agencies from the two countries.Gao Hucheng, China's International Trade Representative and Vice Minister of the Ministry of Commerce, led the Chinese delegation to the talks with the U.S. delegation headed by Jon Leibowitz, chairman of the U.S. Federal Trade Commission, and Sharis Pozen, acting Assistant Attorney General of the Department of Justice in charge of anti-trust affairs. The two sides briefed each other on the latest developments on the anti-monopoly and anti-trust policies and their enforcement in own country, while discussing ways to further strengthen anti- monopoly and anti-trust enforcement in related industries, during a time of economic downturn. They also reached an agreement on the guidelines of cooperation on pursuing anti-monopoly and anti-trust enforcement in individual cases, such as mergers of corporations, after reviewing the bilateral exchanges and cooperation in this field. It was agreed that the China-U.S. economic and trade relations are the cornerstone of the overall bilateral relationship, and the enforcement of anti-monopoly and anti-trust laws can help secure the smooth development of their economies, to the benefits of both countries and peoples.Such talks are conducive to enhancing mutual understanding of each other's practices in formulating and enforcing anti-monopoly and anti-trust policies, through sharing experiences and increased cooperation, the two sides agreed. In July, three Chinese anti-monopoly law enforcement agencies, the National Development and Reform Commission, Ministry of Commerce and State Administration for Industry and Commerce, signed the MOU on cooperation in anti-monopoly and anti-trust enforcement, with the U.S. Department of Justice and Federal Trade Commission. The document is a long-term framework between China's anti- monopoly enforcement agencies and their U.S. counterparts, designed to promote better enforcement of competition laws and regulations of the two countries. Under the MOU, the two sides will hold high-level consultations, exchange of information on law enforcement and policies, as well as cooperation on specific cases, mainly for mergers.

BEIJING, Dec. 24 (Xinhua) -- Renowned China economist Li Yining said Saturday that adjusting the structure of China's economy is a "matter of life and death" while the structure of GDP is more important than its size. The focus of the country's economic structure adjustment now should be transforming the dual structure in the urban and rural economy, which causes the widening income gaps between urban and rural residents, Li said at the China Economic Forum. He also noted that the key to stimulating domestic demand is to raise the workers' wages. With the external demand waned, the Chinese government has attempted to turn to domestic consumers to take up the slack. The country vows to expand domestic demand next year and increase residents' income, especially for disadvantaged groups. However, Li said raising household income is not enough and the government also needs to improve its social security system as well as increase construction of affordable houses and public rental houses. The country plans to begin construction or renovation on at least 7 million housing units for low-income groups next year, Minister of Housing and Urban-Rural Development Jiang Weixin said Friday.

WELLINGTON, Oct. 17 (Xinhua) -- Parents wanting to help their children avoid asthma and other allergies are being told to give their toys a frosty reception by sticking them in the freezer.Medical scientists in New Zealand and Taiwan have discovered that freezing children's soft toys can kill almost all house dust mites (HDMs), the microscopic bugs associated with a range of allergies, including asthma.Other effective remedies for killing HDMs, commonly found in children's soft toys, were tumble drying and washing with eucalyptus oil and detergent, the scientists from New Zealand's University of Otago and Taiwan's Changhua Christian Hospital found.HDMs were strongly associated with the development of asthma in children, and the severity of asthma was in proportion to the number of house dust mites a child was exposed to when sleeping with soft toys, said a statement from the university Monday."Children frequently sleep with their favorite toys close to their airways and this may be important for HDM-sensitized asthmatic children," said University of Otago Associate Professor Rob Siebers. The scientists tested the three different cleaning methods on 36 toys divided into three groups of 12.Freezing toys for at least 16 hours at minus 15 degrees centigrade resulted in a 95-percent reduction of HDMs, as did soaking in an emulsion of eucalyptus oil and liquid detergent for one hour before rinsing and drying.Hot tumble drying for one hour reduced mites by 89 percent, the study found."Washing and soaking with eucalyptus oil and detergent is very effective in not only reducing live mites, but also reducing house dust mite allergens, compared to freezing and tumble drying," said Siebers.Ten of the 12 toys cleaned this way showed no live mites at all.Siebers said all three methods were more effective than just washing toys, because water needed to be above 55 degrees centigrade to kill HDMs, but this usually damaged the toys."My advice for parents is to either tumble dry for one hour, or freeze the soft toy overnight, and then wash it in a cold wash to remove any allergens."Siebers said the thickness of the material used in making the toys could alter the effectiveness of the three methods. The scientists would conduct further research to determine how quickly HDMs recolonized soft toys and how often toys should be treated. The study has been published in the European journal, Paediatric Allergy and Immunology.

BEIJING, Jan. 10 (Xinhua) -- China's energy chief said here Tuesday that the country is under greater pressure to ensure energy supply this year as both demand and international competition for resources grows.Liu Tienan, head of the National Energy Administration (NEA), made the remarks when speaking at a national energy work conference."It is always worrisome to have to sustain supply of energy and resources for a country with 1.3 billion people," Liu said.As China is facing a "grim situation" in energy saving and emission reduction, Liu noted, it is urgent to restructure the country's energy use and control the gross consumption volume this year.To ensure a stable energy supply, China will optimize the layout of energy exploration, start construction of energy-transmission projects and other major energy programs while boosting reserves of oil, natural gas and coal in 2012, Liu said. The NEA plans to add another 200 metric tons to the country's coal-producing capacity this year plus 70 million kw of new installed power-generating capacity. If the ecology is protected and people are relocated, China will start construction of hydropower projects of 20 million kw in 2012, according to the NEA.Once safety is ensured, nuclear power will be developed after the country's new safety plan is approved. As for renewable energy development, the NEA plans to launch wind power projects with a total capacity between 15 million kw and 18 million kw, while developing 3 million kw of solar power over the new five-year period ending 2015.Liu said, in 2012, the country aims to provide electricity to another 600,000 people who currently have no access to it and expand electricity access to 5 million people by 2015.The NEA has budgeted 65 billion yuan (10.3 billion U.S. dollars) for upgrading the grids in rural areas.Over the next four years, China will facilitate the development of non-conventional natural gas, such as shale gas and coalbed methane by increasing the number of natural gas users by 100 million to 250 million.A key indicator measuring the economic vitality, power consumption rose 11.7 percent year-on-year to 4.7 trillion kWh in China in 2011. The growth in 2012 is expected to slow to 8.5 percent amid the country's economic slowdown.
