SAN DIEGO (KGTV) – Monday afternoon, the San Diego City Council rescinded regulations on short-term rentals in an 8-1 vote. On Aug. 1, the council voted 6-2 in favor of rules to regulate short-term vacation rentals in San Diego. The regulations were set to take effect in July 2019.  These regulations limited the rentals to primary residences, which would force some investors or owners of more than one home to sell their properties or rent them out long-term.City Councilwoman Lorie Zapf was Monday’s lone vote against the repeal. The group Share San Diego called Monday's vote "an important step towards fair and effective short-term rental regulations." 690

SAN DIEGO (KGTV) — Palomar College officials say almost all of its classes will be held remotely this fall and new online programs will be offered. The college said all fall classes will be held online except for Emergency Medical Education (EME) and Fire and Police Academies, which resumed in-person courses in May, and the Nursing program, which will start in-person classes in the fall. Some Microbiology labs will also meet in person.RELATED: University of San Diego sidelines plans for fall in-person coursesPalomar cited an uptick in coronavirus cases in San Diego County as the reason they've chosen to continue virtual learning."Protecting our students, faculty and staff is our top priority as we navigate the dynamic conditions of this health crisis," said Interim Superintendent/President Dr. Jack Kahn. "Palomar will continue to deliver stellar instruction in a remote learning format as we support students in pursuing their goals."RELATED: San Diego Unified School District announces detailed online learning planThe school will launch new online programs in the fall, including: cybersecurity, data analytics, public relations, alcohol and other drug studies, social work and human services, child development—child and family services, child development—school age assistant, child development—associate teacher, and medical professions preparation (non-credit).Those who do return to campus in the fall will be screened for body temperature and COVID-19 symptoms, the college says. Facial coverings and social distancing will also be enforced.Palomar could change its operating policies and procedures though as health guidelines and directives change, the school adds. 1693

SAN DIEGO (KGTV) -- More than 100 cars pulled out of a downtown San Diego parking lot Wednesday morning hoping to make their voices heard against Proposition 22.Among the caravan -- made up of some local elected officials and workers from various industries -- were many rideshare drivers like Tonje Ettesvoll.Ettesvoll has been an Uber driver for four years, and she said if Prop. 22 passes next month, she will lose income and benefits that are currently protected under state law. If passed, she will be left to rely on what the rideshare companies said they will provide.“A lot of times we spend driving a passenger maybe to a remote area and we have to get back to where we live or where there’s people, and we don’t get paid for that time. And none of the benefit goes towards that time either,” Ettesvoll said.Prop. 22, which is heavily funded by companies like Uber and Lyft, would consider app-based drivers as independent contractors.Al Porce is a driver who supports the measure. If it passes, he said he’ll be able to control who he works for, for how long, and where.“Times are great right now. I’ve been driving all year. I switched over from transporting people to food and groceries. And then I started transporting people again,” said Porce.Opponents of Prop. 22 believe the measure will play a role in deepening racial inequality, citing that 78 percent of this workforce is made up of people of color.Supporters of the measure don’t agree, arguing this measure will keep all who want to work employed with steady income. The caravan is scheduled to stop Los Angeles, Bakersfield, and Fresno before ending in San Francisco. 1648

SAN DIEGO (KGTV) — Picture this: a woman needs to get from Chula Vista to her job in Sorrento Valley. She uses an app to call a smart shuttle, which takes her to a transit center she hops on a subway, and is whisked away.Or, she can drive on a toll lane and get across the county in 20 to 25 minutes."Think about the impossible, take risks. Keep going," said Hasan Ikhrata, the San Diego Association of Government's executive director. Ikhrata and his team unveiled its transit vision for the region Friday, with a target completion of 2050.The goal is to take the reliance off the car or make it more efficient for drivers with lanes that can change purposes based on traffic patterns. Still, it will come at a cost: 7 billion."It's expensive but I think it's worth the investment," Ikhrata said. "I think it's more expensive not to do it than to do it."Ikhrata says the plan will have to go to a public vote, and that it could involve a tax increase. But, he said federal and state governments would match every dollar spent locally with nearly two and a half of their own.Friday's presentation to the SANDAG board of directors was entirely informational, so there was no vote. The agency's staff will return in December with more details on projects and schedules. 1277
