There's an upsurge in approved carry concealed weapon (CCW) licenses in San Diego County. Data provided to Team 10 by the San Diego County Sheriff's Department shows a more than 300 percent increase from 2017 to 2018.Advocates say most people want the ability to protect themselves while opponents argue more people carrying guns doesn't make the streets any safer.Team 10 collected 100 "good cause" statements to examine what reasons people gave to obtain the license. It's a part of the CCW application people have to fill out explaining why they should be approved for a permit. In almost every case, the reason had to do with personal safety. 654

This election season, Demetrius Short is hustling to get his people to the polls.“We have the wonderful opportunity as African American men to be here today,” Short said to a group of young African American voters outside a polling site in Nashville, Tennessee. “The next John Lewis might be right here.”Short is the founder and CEO of the Transformation Life Center and Steps of Success 5K, nonprofits mentoring youth living in underserved communities. Now, Short and his team are using physical fitness to inspire political change by leading young Black men on runs and talking about becoming better people afterwards.“Going out, taking your niece and nephew that may not have a father, being that father or mother example to them and just be the change you want to see,” Short said.During this presidential election, Short is reaching out to college students from Fisk University, a private historically Black college in Nashville.“We’re here to come out here and inspire change in our community and inspire young people to really vote,” said Myles Harris, a recent Fisk University graduate.Harris says he is motivated to get more members of African American communities to have their voices heard and their votes counted.“A lot of people don’t vote because they don’t see the point, they don’t understand why it’s so important,” he said. Many members in the local African American community do understand the importance of this election and are calling this political movement inspiring.“Us Black folks are still fighting. It’s time for a change, man,” said Norman T. Wilson. “So, it’s good that they are trying to get them to vote. votes matter, whoever they vote for.”According to the Pew Research Center, the Black voter turnout rate declined in 2016, falling to 59.6% after reaching a record-high 66.6% in 2012.That’s a trend Short wants to change, not by swaying young people’s votes, but through politics, one step and one vote at a time“We don’t have to riot. We don’t have to do it the bad way,” he said. “We can go to the polls and we can do it the democratic way. The way that our country, I believe our country was set up to do."Editor's note: A previous version of this story erroneously said "African Africans" in the headline instead of Africans Americans. It has since been corrected. 2310

TOKYO (AP) — The Olympic rings have been removed from Tokyo Bay, reportedly temporarily. The gigantic rings were floated there this year on a barge to greet visitors, standing about 50 feet tall and 100 feet long. Organizers and the city of Tokyo say the Olympic symbol is being removed for maintenance and will return. The Tokyo Olympics were postponed for a year because of the coronavirus pandemic and rescheduled to open on July 23, 2021. The Paralympics follow in August.“It’s not a permanent removal,” Masa Takaya, a spokesman for the Tokyo organizers, said this week. “It’s a temporary removal just for maintenance.”Atsushi Yanashimizu, who works on the project for the city government, said the rings will “be reinstalled after four months of maintenance work with the hopes of bringing excitement to the games, and to convey the appeal of the city of Tokyo and the games through this symbol.”Organizers have given no specifics about health protocols for competitors and spectators in a pandemic. 1012

Three Denver police officers have been suspended after three separate incidents this year of arrestees being forgotten in temporary holding cells overnight. Policy requires desk officers to check on people detained in holding cells every 30 minutes and to notify a supervisor if someone has been held there for more than an hour. The holding cells are supposed to be temporary stops for arrestees before they can be transported to the city jail. Yet one woman, in custody for an unpaid traffic ticket, sat in a sparse police department holding cell for nearly 13 hours. Handcuffed to a bench, Victoria Ugalde could not reach the toilet for much of the time and had no option but to urinate on the floor.  "They forgot about me," Ugalde said. "I was looking in the camera, I was [saying] 'Can anybody help me?' And then, nobody."The desk officer who was supposed to check on Ugalde admitted he failed to notice she was there because he was wrapped up in reading a book, titled "Emotional Intelligence 2.0."He served a three-day suspension and is back on the job.The seemingly strange scenario played out twice more this year, and the police department is weighing policy changes to prevent it from happening again. "It should not have occurred," said Jess Vigil, deputy director of the Denver Department of Safety. "It doesn’t sit well with me and it doesn’t sit well with the department.”"I cried a lot"Victoria Ugalde had her driver's license revoked after a DUI arrest in 2003. She said she quit drinking after that arrest. In 2013, a police officer caught her driving with her license still revoked and cited her. Ugalde admits she did not go to court because she could not pay, so the judge issued a warrant for her arrest. 1785

This Labor Day Weekend, Denver is basking in 90-degree heat. As Labor Day comes to a close, the city could be buried in several inches of snow.Despite the major heat wave sweeping the Rocky Mountains, a cold front is set to sweep across parts of Rockies, bringing freezing cold and even some snow.“A significant change in the weather will occur late Monday into Tuesday,” the National Weather Service said. “Temperatures will plummet behind a strong cold front with rain and snow forming. Snow levels will drop sharply and accumulating snow is likely across the mountains and foothills."The National Weather Service also warned the area for possible power outages due to the snow falling on live vegetation. The weather is just as extreme in Cheyenne, Wyoming. The area is under a red flag warning for possible fires as temperatures will reach the 90s this weekend. By Tuesday, the area could have several inches of snow. The high temperature is expected to drop from 94 this weekend to 37 on Tuesday in Cheyenne. 1019
