BEIJING, April 17 (Xinhua) -- Chinese President Hu Jintao stressed Friday the importance to improve the work of military officers to better serve the decision-making of the Communist Party of China (CPC) Central Committee and the Central Military Commission (CMC). "Under the guidance of the Deng Xiaoping Theory and the 'Three Represents,' we should focus on the overall situation of the country's security and development strategy ... and improve the work of military officers to a higher level," said Hu, who is also chairman of the CMC. Hu said that since the founding of New China, especially the reform and opening up, military officers have resolutely followed the decisions and instructions of the CPC Central Committee and the CMC, and have been devoted to their duties, worked hard and made important contributions to safeguarding the national sovereignty, security and development, as well as to the national defense and military modernization. "The world is experiencing profound, complex changes, and the impact of the global financial crisis is still spreading," Hu said," Under such circumstances, military officers are facing a more arduous task and shoulder more important responsibilities." Hu urged the building of a contingent of military officers who are self-disciplined, loyal to the party, well versed both in civil and military affairs. BEIJING, April 5 (Xinhua) -- China's cement production expanded 10.3 percent year on year to 159 million tonnes in the first two months, amid the booming fixed-asset investment, data released by the Ministry of Industry and Information Technology (MIIT) have shown. The growth rate was 6.8 percentage points higher than that for December, as the fixed-asset investment accelerated due to the government's 4 trillion yuan (584.8 billion U.S. dollars) stimulus package, according to the MIIT data released on Friday. The wholesale price was 284 yuan per ton, 5 yuan cheaper than the price peak in November, but 27.8 yuan higher than that for January. China's urban fixed asset investment rose 26.5 percent year on year to 1.027 trillion yuan (150.35 billion U.S. dollars) in the first two months, as the government's stimulus plan propped up construction of housing and railways. MIIT figures showed that the output value of the building material sector rose 14 percent year on year in the January-February period, two percentage points higher than that for December. The figures were calculated based on the comparable working days in the first two months, since China's Lunar New Year holiday fell in February last year, but in January this year. Zhu Hongren, official with the MIIT said the building material sector was back on track after the stimulus plan showed effect. However, the excess production was still prominent, and efforts must be made to eliminate outdated capacity.

As the financial crisis continues to spread and bites harder from one country to another, solidarity achieved at the meeting will help boost market confidence and stabilize economic and financial conditions, Xie told Chinese reporters shortly after the meeting. Xie said the meeting provided a platform for economic leaders to have in-depth discussions on enhancing exchanges and coordination on policy issues. He said participants agreed to continue to adopt effective policies and measures and strengthen coordination on macroeconomic policy to restore market confidence as soon as possible. MOSCOW, March 22 (Xinhua) -- Top think tanks from Russia and China discussed a wide range of security issues of common concern at a two-day seminar that ended here Sunday. participants at the seminar exchanged ideas on world economic and political trend, the situation in Central Asia, and prospects for the Shanghai Cooperation Organization (SCO) under the global security framework. The seminar, "Russia and China in a new era," was co-chaired by China Institute for International Strategic Studies (CIISS) and Russian Council for Foreign and Defense Policy (CFDP). Xiong Guangkai, chairman of the CIISS, and Sergei Karaganov, head of the CFDP, attended the meeting. Participants in the meeting agreed that the current world is ata stage of profound change and major readjustment. The ongoing financial crisis has led to greater instability in global and regional situation. Yet, the world will continue to move towards multi-polarization despite emerging complexities in global situation. Both sides believed that safeguarding security and stability in Central Asia serves the common strategic interests of China and Russia, and is also a necessity for deepening the two countries' strategic cooperation.
