SAN DIEGO (KGTV) -- The City of San Diego is resuming its enforcement of all parking regulations next month.A two-week grace period begins Wednesday. July 1, with those who violate San Diego parking rules receiving written warnings. Starting Wednesday, July 15, citations with fines will be issued.City officials said resumption of parking enforcement is “identified as one small step toward restoring San Diego’s economy.”“We know many residents are looking forward to visiting their favorite restaurants, breweries, cafes, shops and stores, and restarting our local economy. As the City begins to take careful and measured steps to reopen, we need to make sure parking enforcement, especially in our business districts, allows for a healthy flow of customers, ensures accessibility and reinvests back into our communities,” said San Diego’s Deputy Chief Operating Officer Erik Caldwell.Chris Clark, with San Diego’s Small Business Alliance, added, "Like all San Diegans, local business owners have shouldered the burden of our unprecedented situation the past few months. Now, we are finally starting to sense a return to business and life as usual. While free parking is convenient, parking meters help incentivize turnover at prime parking spaces in business districts. This keeps commerce flowing efficiently and supports local restaurants, shops and services."On March 16, the city suspended citations for vehicles violating street sweeping, metered parking, time limits and yellow commercial zones due to state and San Diego County stay-at-home orders amid the COVID-19 pandemic.Regarding street sweeping, city officials said courtesy notices will be given to residents to remind them of a return to regular service. SAN DIEGO (KGTV) — The Border Patrol says it has experienced a major uptick in violence at the border since the arrival of the migrant caravan. Assaults against agents are up 300 percent compared to this time last year, according to San Diego Border Sector Chief Rodney Scott.An agent was struck in the face shield with a rock thrown at the border on New Year’s Eve and was not injured. “These incursions are organized they are bringing people down there for the express purpose of provoking a confrontation,” said Border Patrol agent Joshua Wilson. RELATED: Mexico urges thorough probe into border tear gas incidentWilson is also the executive vice president of the local Border Patrol agent union in San Diego and says the incidents are indicative of why they need more border wall funding. “Having that barrier helps prevent many assaults on agents and that's something the public really needs to understand,” said Wilson, “It’s not just a border security measure it’s a measure for agents safety as well.” Border Angels director and founder Enrique Morones says his group doesn’t condone any violence at the border but he doesn’t believe it’s the immigrants instigating things. “If you’re going to be going across the border to seek asylum, why in the world would you be throwing rocks at the border patrol,” said Morones. “The people… have been reacting to the Border Patrol violence of teargassing and shooting rubber bullets at migrants.” Border Patrol officials say they do not release official statistics from the specific sector level, hence the percentage. 1575

SAN DIEGO (KGTV) -- The Metropolitan Transit System has launched an initiative to keep their buses and trolleys clean and their riders and employees safe.MTS officials said their ridership has dropped 75 percent since the start of the coronavirus pandemic. Now, with officials are seeing a recent uptick in riders, the agency is implementing new health and safety measures.Nikki Jefferson has relied on the trolley to get to work for the last three years. When the cases of COVID-19 started popping up around San Diego County, she was nervous about getting back on board.“I still use hand sanitizer after my last stop, anytime I touch the button,” Jefferson said.To help control the spread of COVID-19, the MTS is now cleaning their 800 buses and 135 trolley cars twice a day. MTS is even using the deep-cleaning fogging technique to disinfect high-touch areas.Additionally, hand-washing stations are installed at their 54 transit stops and plexiglass barriers protect bus drivers from passengers.When on a bus or trolley, passengers are urged to practice social distancing whenever possible.Officials said all riders on buses or trolleys, and riders at stops or stations, will be required to wear face masks or coverings.MTS CEO Sharon Cooney said, “We’re going to educate all of our customers so that they know you can’t come on board without as mask for some kind of face covering.”It’s a move Jefferson agrees with as she spends most of her time riding the trolley.“It makes me feel safer and less of a chance that I’m going to catch COVID-19, since I have to go to work, but I don’t want to bring it to work with me or have it around me,” said Jefferson.MTS officials said they will educate the public about the face coverings. Some staff will also have face coverings on hand. SAN DIEGO (KGTV) -- The City of San Diego is paying out 5,000 after a violent police dog takedown.The man in a viral video sued the police department for excessive force.10News found out that this isn’t the first time the use of a police dog has been questioned.TIMELINE: San Diego K-9 bitesThe San Diego Police department has relied more on the K-9 unit in the last several years. Police say stats show a sharp increase in the number of times a police dog was deployed and someone was bitten from 2013 to 2016.There were also more dogs and handlers employed within that same three-year time period.Police say that has changed this year. Lt. Scott Wahl says the K-9 units have been to more than 12,000 calls resulting in only 37 bites.One of the more recent bites took place in October. In that incident, the K-9 put an end to a police chase in South Bay.Currently, there are 33 dogs and handlers. The dogs go through an initial 10-week training program followed by four hours of maintenance training a week and 15 minutes of obedience work every day. 1067
