(KGTV) - More than two and a half years after Team 10 first reported about a North County property management company accused of stealing money from clients, the victims are finally getting their money back.Kelley Zaun owned Carousel Properties, a Carlsbad property management company. Victims first told Team 10 in 2016, they hired her to pay fees associated with their rentals. They said she did not pay those fees. She was accused of taking roughly 0,000 from victims, according to investigators.In 2018, Zaun faced 29 felonies for embezzlement, according to Deputy District Attorney Anna Winn. Zaun entered into a plea deal and agreed to a year in custody. Other victims’ payments are still processing. They have been able to reimburse 2,084.68 thus far.The Consumer Recover Account is an option for fraud victims when trying to recoup money from the person who took it from them. In order to utilize the fund, Lerner said there must be a criminal or civil court order for the defendant to pay back money he or she took. If victims cannot get refunded from the person who stole it, they can apply through the Department of Real Estate (DRE).Winn said she volunteered to be the victims’ liaison with the DRE, as the process for reimbursement is lengthy and many of the victims were elderly. One of Zaun’s victims told Team 10 he is “extremely grateful” for the DA’s office work on this case. We're both insane, but at least we're insane together, and give them something to talk about," said Kathleen.Together, they moved into an apartment in Cardiff and their love grew. CARLSBAD, Calif. (KGTV) — Many business owners are paying big bucks to move outdoors and comply with state and county health orders. One business owner in Carlsbad said she had to fork up more than ,500 to provide outdoor dining."They said your option is to pay this or you don't get to go outside," said Annie Rammel, owner of Oak + Elixir in the Carlsbad Village.The City of Carlsbad charges 1 for businesses to move onto sidewalks, but it wasn't that simple for Rammel."We were told that the fee would be 1. That's doable for us; we were willing to spend the money to build a beautiful patio where people felt safe."Rammel said she needed to expand into public street parking spaces to make outdoor dining work because there wasn't enough space on the sidewalk. She saw other cities across the county moving quickly to offer low cost or no cost permits for businesses to do the same. She was hoping Carlsbad would follow suit.The Carlsbad City Council voted to approve moving into public spaces on July 28, and Rammel got a permit days later. That came after four weeks of being shut down and working with the city to find a solution."We didn’t want to just put tables on the concrete that are in parking spots next to cars driving by," she said. "We wanted to create a safe space for customers to feel like they could come in relax."Then, the unexpected happened."We got a phone call from the city saying that we actually needed to pay ,500," she said.The city is charging ,200 per parking space plus extra fees. "We don't get to keep it."The painful costs during an already difficult time were the only solution to keeping way Rammel's business running."We had to pull that ,500 from our savings," she said. (KGTV) - Nearly two and a half miles of the current border wall along the U.S.-Mexico border in Calexico are being replaced with 30-foot high, bollard-style walls.The section of the replacement, which broke ground last week, extends from the Calexico Port of Entry westward just past Gran Plaza Outlets, according to Customs and Border Protection officials.
