ESCONDIDO, Calif. (KGTV) -- San Diego neighborhoods are getting a step ahead of crime. One Escondido HOA is the latest to install license plate reader cameras. Drivers entering the Kent Ranch HOA in Escondido are now greeted by high-tech license plate readers. According to the creators of the tech, the cameras help police solve an average of two to three cases a day nationwide. The cameras don’t have facial recognition, only the ability to identify the car. Critics of the technology worry the data could be abused and is an invasion of privacy. The HOA did hear from some residents about privacy concerns, but believed public safety outweighed the concerns. Residents can request their vehicle not be captured by the cameras. 739

ESCONDIDO (KGTV) - Employees of an Escondido golf course are frustrated and at their breaking point after their boss missed August 3rd's paycheck.UPDATE: Business owner paid employees missed and upcoming paycheck.Employes of the?Castle Creek Golf Course & Country Club said they heard their boss had a stroke on the first of the month and that was what caused the pay to be late. Employees were too afraid to speak on camera but said it wasn't the first time payment has been delayed.Golfers also said they've seen the course deteriorate since Osama Alkasabi took ownership in October.An employee said several people have already quit and some have their final day on the job this week.Alkasabi also owns two OAAI gas stations. Employees there vehemently defended Alkasabi but confirmed they hadn't been paid either. Employees there said Alkasabi had heart surgery."They missed only one, and that wasn't intentional," Alkasabi said over the phone. He blamed the delay on a car accident. "My car landed over the curb, and I arrived at the hospital here and had head surgery to make sure there is no bleeding, no fracture or damage," he said that happened August 1 off SR-78 near the Tri-City Medical Center in Oceanside.10News spoke with Oceanside Police and California Highway Patrol and neither have records of a crash in that area for the entire week.Alkasabi's gas stations are running out of gas. The pumps at Ninth Avenue and Centre City Parkway only had one kind of gas for sale.At the station off Midway Drive and Valley Parkway, the pumps were draped with caution tape.Alkasabi blames the prior owners."They did not renew or apply for the licensing permit from the APCD," he said.The Air Pollution Control District requires gas stations to maintain permits to operate. The permits must be renewed annually, and employees say Alkasabi has owned the stations for at least four years.Alkasabi made this promise to all his employees, "receive the check tomorrow by 1:15 p.m. for all three periods, although there is one period missing. So we're making a cushion for the next two weeks."He promised along with three paychecks, one for the missed cycle, one for this week and one in advanced, that he'll give each employee a 0 bonus.He also promised several improvements to the golf course and that gas will be available at his pumps soon. 2427

(KGTV) -- An Encinitas family is thanking surfing legend Laird Hamilton after they say he rescued them during a flood while on vacation in Kauai.The Gwilliam family says they were enjoying a normal vacation on the island when, like usual, it started to rain.The family says they weren’t worried until the heavy rain got even heavier. “It was the type of rain that was so heavy, we would say there’s no way I could get worse," recouted Erin Gwilliam. "Then it got worse."The family says so much rain had fallen, the ground was no longer absorbing the water. That’s when the trouble started.Erin and her husband Jamas took photos of the homes all around them, some of which collapsed from the strong floodwaters.The only bridge in and out of the small town of Hanalei was covered by several feet of water. By the end of their trip, not only had the Gwilliam family run out of food, they also needed to catch their flight.The family was almost out of time when a friend called with a plan. The plan? Big-wave surfer Laird Hamilton.Erin says her family was a little star struck. "Being in the same boat as him was a little intimidating, but he didn't let that be, it was just like hurry get on we gotta go.”Hamilton took them to safety across the river and to a dock where the family was able to drive to the airport.Erin says she is thankful the surfer came to save them from a dangerous situation. “The ocean and water is his life he was so comfortable and confident in what he was doing, he was extremely capable, having him get you out it was a huge relief.”Due to the severe damage, Hamilton and his wife have set up a GoFundMe account to raise money. ESCONDIDO, Calif. (KGTV) - A driver under the influence of a drug struck and injured a Caltrans worker on Interstate 15 in Escondido Thursday, the California Highway Patrol said.A Nissan Sentra driven by a 26-year-old man was headed south on the freeway south of 9th Ave. about 10 a.m. and struck the Caltrans-owned Dodge Ram truck which was stopped in the center divider near the HOV lane. Officers said the Nissan’s driver allowed his car to drift into the center divider.The Caltrans worker had moderate injuries. The Nissan’s driver complained of pain but refused treatment at the scene. One of his male passengers suffered major injuries; other had moderate injuries.CHP officers evaluated the Nissan driver and arrested him at the scene on suspicion of DUI. 776
