SAN DIEGO (KGTV) -- A frustrating mystery is plaguing commuters in Carmel Valley.A seemingly perfectly good brand new lane meant to ease traffic to the 56 has been coned off for months. The project adds a third lane on southbound Camino del Sur from around Highland Village place to Highway 56. Greg Agius, who commutes that way, says it's been coned off for months. A city staffer told him it would be complete by the end of August, but on Monday it was still inaccessible to drivers. RELATED: San Diego road repairs are ahead of scheduleAgius, who also bikes in the area, said it is making for a tight merge that has led to near fender benders. "It's backing up my commute," he said. "I've actually over the last three to four months had maybe half a dozen close calls."The lane is meant to lighten the congestion in Carmel Valley, which is getting increasingly congested as more housing is built. Developer Lennar hired contractor MGI to add the lane as part of its approval for area housing projects. RELATED: San Diego projects receive funding due to controversial gas tax"This is the one that baffles me the most because it's more dangerous what they've done with the cones than if the cones weren't here," Agius said. The problem rests with the traffic light at the intersection. It doesn't stretch far enough over to be visible to all cars in the new lane. Caltrans Spokesman Ed Cartagena gave an example of cars next to a semi-truck.They wouldn't be able to see the traffic light if not in front of them. Cartagena said it needs to be extended before anyone can benefit from the new asphalt. He also noted recent other work on the lane, above and below ground, including removal of an electric box ten inches above ground.  Either way, Cartagena said the new light should be installed by the end of the week, clearing the way for the lane to open. A city spokesman said the contractor had delays in obtaining the signal pole and mast-arm for the traffic light. SAN DIEGO (CNS) - The UC San Diego School of Global Policy and Strategy's Center for U.S.-Mexican Studies released a report today detailing recommendations for both countries to cooperate on border security and drug trafficking policy.Chief among the report's recommendations is the creation of a joint cooperating group to help both countries reconcile their differences to achieve the best policies possible. The report also suggests the creation of a joint task force to disrupt trafficking of opioids like fentanyl.Bilateral cooperation is made difficult at the moment, according to the center, due to the divergent policy views of U.S. President Donald Trump and Mexican President Andres Manuel Lopez Obrador, who took office last December.While Lopez Obrador declared an end to the country's war on drugs in January, Trump has sought to build a wall on the U.S.-Mexico border to deter drug traffickers and violent criminals in addition to immigrants entering the country illegally."Despite these challenges, we see this as an opportunity to resume a dialogue at the highest level around bilateral security,'' said Rafael Fernandez de Castro, the center's director. "Our report offers concrete and implementable policy recommendations over the next six years of Lopez Obrador's presidency, ensuring policymakers are informed and prepared to continue cooperation efforts in a difficult phase in the bilateral relationship.''In addition to the two joint groups, the center suggested that the U.S. should improve its cooperation with and support for Mexico's newly established National Guard, its criminal justice system and community policing efforts in both countries. Lopez Obrador has repeatedly stated his intention to snuff out acts of corruption and extortion in Mexico, a measure the U.S. should assist in investigating, according to the Center for U.S.-Mexican Studies."It's critical that the two countries align their shared security interests, as the safety of Mexican and U.S. citizens and the security of both countries are intertwined,'' said Cecilia Farfan-Mendez, at postdoctoral scholar at the center.Fernandez de Castro, Farfan-Mendez and former U.S. Ambassador to Mexico Earl Wayne presented their report to the Brookings Institution in Washington, D.C., last month. SAN DIEGO (KGTV) -- A Bankers Hill woman may be forced to tear down part of her historic home to make way for a city park with an AIDS memorial.Otherwise, she faces thousands of dollars in daily fines from the city. Jennifer Hasso has owned the 1924 Tudor-style home since 1998. She says she's invested millions to restore it to its glory. The city even designated it as historic. The house sits at the end of 2nd Avenue in Bankers Hill. Right behind it, a nearly one-acre site on Olive Street the city is eyeing for a community park with an AIDS memorial. The park would also include fitness and seating areas, walkways and an overlook deck. County property maps show the city owns the land immediately north of Hasso's home, which has no setback from its property line. In fact, Hasso's bay window and chimney extend over that property line, and her entire backyard extend is across that line. 904

SAN DIEGO (KGTV) - A Father’s Day boat trip off the San Diego coast led to a rare wakeboarding encounter with dozens of dolphins for a Pacific Beach boy and his family. “It was a quick little boat ride and we saw paradise up there,” said Emiliano Gallego of Crown Point. Gallego and his three children decided to take a boat ride about 7:30 a.m. on a gloomy Sunday. They were about a mile off Pacific Beach when they realized their 24-foot Yamaha ski boat was surrounded by dolphins. “It was impressive,” said Gallego, who believes there were thousands of dolphins swimming with the pod. Gallego’s 9-year-old son Demi, an avid wakeboarder, grabbed his gear and jumped in the water. Gallego recorded the incredible scene. “At first, he was scared. He eventually just started enjoying the ride with the dolphins,” Gallego said. Gallego’s younger son and daughter didn’t want to jump in. “Too many dolphins,” said Gallego. After the spectacular ride, the family went out to breakfast, amazed at what they saw. “That was the best gift ever,” said Gallego. 1059

SAN DIEGO (KGTV) - A burglary at a shuttered salon in the College Area has dealt a 'punch to the gut' to an owner struggling to keep her business open.Just before 6 a.m. Sunday morning, video shows someone at the door of 'DO Beauty Boutique on El Cajon Boulevard. In the video, the door can be heard being pried open for several minutes, before the burglar lets himself in. Another intruder soon follows. With flashlights shining, they go shopping for more than 20 minutes before ripping down the surveillance camera."It's gut-wrenching. Just trying not to cry," said salon owner Tiffany Schaaff.Schaaff who opened the salon three years ago."They cleaned us out. Definitely a punch to the gut," said Schaaff.Shelves full of retail hair products are now empty. Also missing were tools of the trade, including flat irons, blow dryers, and scissors. The thieves even took drawers to carry out their haul.The total loss, including damage to the front door, is now at ,000 and climbing. Schaaff has insurance, but even the deductible is a hardship."Very trying. Definitely a month-to-month situation as to whether we are going to continue," said Schaaff.The salon is in its third shutdown of the pandemic. Yearly revenues are down about 75%."We’re bleeding out our pockets ... There’s 0 left in the salon account and we’ve cleared my savings," said Schaaff.An emotional Schaff vows to fight to keep her salon open, but it’s getting tougher every day, and this break-in just dealt her even more pain."I am going to continue persevering. I'm going to try to do that the best I can. At what point do we keep continue taking a hit on a personal level for a business, but it’s also my dream.
