XINING, June 20 (Xinhua) -- Chinese Vice Premier Hui Liangyu said Sunday the government would soon implement the reconstruction plan for quake-hit Yushu in northwest China's Qinghai Province.Hui made the remarks at a meeting of the State Council's earthquake relief and disaster control headquarters held Sunday in Xining, capital of Qinghai, according a statement released after the meeting."We must strive to accomplish major reconstruction tasks in three years in a coordinated and scientific way and in accordance with the law," Hui said.Yushu was hit by a 7.1-magnitude quake April 14, with more than 2,200 people being killed and thousands of homes being flattened.The State Council approved the reconstruction plan for Yushu prefecture on June 14.Chinese Vice Premier Hui Liangyu (C) speaks at the reconstruction meeting for the quake-hit Yushu of northwest China's Qinghai Province, in Xining, northwest China's Qinghai Province, June 20, 2010. BEIJING, July 24 (Xinhua) -- The gross domestic product (GDP) in China's western regions grew by 13.5 percent year on year in 2009, much higher than the country's revised national GDP growth of 9.1 percent, according to a report issued here on Saturday.It is the eighth year in a row for these regions to score a double-digit GDP growth after the Chinese government launched a "West Development" campaign ten years ago, read the report on the economic development of China's western regions issued by the Chinese Academy of Social Sciences.It attributed the GDP growth mainly to China's policies to stimulate domestic demand and the increase in investment, despite the global financial crisis.Five provinces, regions or municipalities saw an increase of more then ten percent in the disposable income of urban citizens in 2009, as the income gap between China's western and eastern regions had begun to narrow, the report said.The average yearly per capita disposable income of urban citizens in the western regions was 12,971 yuan (about 1,918 U.S. dollars) in 2008.Noting that economic development in the western regions still heavily relied on natural resources, the report said efforts should be made to increase the regions' capacity to ensure sustainable development, while establishing a low-carbon industrial system.

TORONTO, Canada, June 27 (Xinhua) -- Chinese President Hu Jintao laid out on Sunday a three-point proposal for promoting a strong, sustainable and balanced global economic growth, calling for joint efforts of the international community for global economic recovery.While addressing the fourth G20 summit in Toronto, Hu said in his speech titled "Work in Unity for the Future" that the world economy is gradually recovering with the help of the concerted efforts of G20 members and the entire international community.However, he warned that the recovery was unfirmly established, unbalanced, and still facing "quite many uncertainties," such as the expanding sovereign debt crisis, drastic exchange rates fluctuations of major currencies and persistent volatility in the international financial markets.Seeking to address these problems and materialize a strong and balanced growth worldwide, Hu laid out a three-point proposal."First, we need to turn the G20 from an effective mechanism to counter the international financial crisis to a premier platform for advancing international economic cooperation," said the Chinese president."The complex world economic situation makes it necessary for the G20 to play a guiding role. BEIJING, July 25 (Xinhua) -- A swollen subtributary of the Yangtze River has sent a deluge to Danjiangkou Reservoir, a major reservoir in central China's Henan and Hubei provinces, the state flood control agency said Sunday.The water level of the Danjiang River, a tributary of the Hanjiang River, rose to 217.59 meters Saturday afternoon, with a water flow of 10,000 cubic meters per second, the highest since 1953, said a statement of the State Flood Control and Drought Relief Headquarters.Hanjiang River is the second largest tributary of the Yangtze River, China's biggest river.Flood gushed into the Danjiangkou Reservoir, at the confluence of the Danjiang and Hanjiang rivers, 34,100 cubic meters a second early Sunday, the second biggest deluge since the reservoir was built in 1968.Liu Ning, vice minister of water resources and secretary general of the State Flood Control and Drought Relief Headquarters, said Sunday that local authority should closely monitor the weather, and step up monitoring efforts against potential flood risks.Premier Wen Jiabao has ordered local governments to adopt scientific measures to prepare well for "more serious floods and disasters" as some of the country's major rivers surpassed their warning levels.Wen said China was at a "crucial stage" for flood control during an inspection tour in Hubei Province that began July 23.
