SAN DIEGO (KGTV) -- San Diego City leaders are deciding where to spend money in the next fiscal year. Wednesday’s meeting was the first step in the budget for the year. 10News spoke with Barbara Bry just before the meeting. “All nine of us have submitted our budget priorities. What’s interesting is there’s a lot of consensus among all of us as to how much the city should be allocating its funding," Bry said.The latest 10News-Union-Tribune polls shows the top issue as homelessness. It’s one of the issues Bry says will receive major support in next yea’s budget. Wednesday, the budget committee reviewed and adopted a set of funding priorities for what will be a priority for funding in the next fiscal year. The committee’s list is alphabetical at this point, so the issues aren’t ranked by importance. The list does, however, reflect what our poll uncovered: climate action, homelessness, parks and recreation facilities, public safety and sidewalk and street repairs are all important issues. As for our poll, homelessness and affordable housing came out on top at 21 and 20 percent respectively. SAN DIEGO (KGTV) — Restaurants up and down 5th Avenue in the Gaslamp District are gearing up for yet another three days of crowded on-street dining.This upcoming weekend will see 24 eateries offering service on the asphalt, up from the original eight that participating during the launch on June 18. But as they bask in the opportunity, restaurants on surrounding streets are asking - what about them?"It's a ghost town, especially at night," said Patrizia Bronchi, who owns Operacaffe on Fourth Avenue. "I'm really scared to have to close the restaurant because it's not possible to go on like this."Bronchi says revenue at Operacaffe is down more than 70 percent. She depends on crowds from the Balboa Theater across the street and visitors to hotels and conventions. All of that is nonexistent amid the Coronavirus outbreak.Bronchi says she is happy that 5th Avenue restaurants are seeing the increased business, but that the crowds are not spilling over onto 4th Avenue. Michael Trimble, who heads the Gaslamp Quarter Association, says the group cannot also close 4th and 6th Avenues due to traffic concerns.However, he said the association wants to help with new marketing, decorative lighting and parklets - such as replacing some parking spaces with permanent outdoor dining areas. "We really are trying to do what we can to support all of the merchants in the Gaslamp Quarter," he said. On Thursday to Saturday, 5th Avenue will be closed from L to F streets to allow on-street dining. During the second weekend of July, the number of participating restaurants will expand to 27. 1595

SAN DIEGO (KGTV) - San Diego photographers are taking advantage of the serene and luminous glow of the surf this week.Eerie neon blue waves have been seen against San Diego's shore this week, creating some rare photo opportunities for locals. The phenomenon is created when a red tide, which is algae bloom filled with phytoplankton called "dinoflagellates," rolls off waves onto or near the shoreline.The organisms react with a bioluminescent chemical reaction when jostled as a way to warn predators, to lure prey, or communicate within their species. The blue glow can be created by a simple step in the water or crash of a wave.IN SAN DIEGO...The current red tide is being caused by massive numbers of dinoflagellates including "Ceratium falcatiforme" and "Lingulodinium polyedra," according to the Scripps Institution of Oceanography at UC San Diego.Researchers do not know how long this current red tide will last or "the full spatial range of the bloom." SAN DIEGO (KGTV) - Rent isn't the only thing in San Diego on the rise - so are the costs and fees associated with it. A recent study from HotPads, a Zillow-owned site, says San Diegans can pay ,270 per year in overlooked costs and fees that come with moving. The includes security and pet deposits, pet rent and parking. The biggest chunk comes from the security deposit, which is typically one month's rent. In all, it works out to an additional 6 per month. "As rent prices continue to rise and rent affordability remains a concern, it is important for renters to consider all their potential expenses before planning a move," said Joshua Clark, economist at HotPads. "There's all kinds of things they might charge you for at move-in, so you want to be sure to check before you sign anything," she said. Steingrebe focuses largely on downtown, renting out privately owned condos. She says some buildings even require tenants hire move-in coordinators to make sure things go smoothly and not disturb other residents. Renters don't pay the HOA directly, but landlord's can pass along any sort of fines or violations they commit. "Unauthorized moves, these buildings downtown, you can't just walk in with your couch, you have to schedule it," Steingrebe said, adding dumping trash inappropriately can also lead to fines. The biggest financial issues that arise for renters come at the end of a lease, when it comes to getting a security deposit refunded, Steingrebe said. She said the best defense is to document with photos and text any damage or issues that occur throughout the year, starting with an initial move-in inspection. She said it's typical for landlords to deduct for carpet cleaning at the end of the lease. Renters do have the right to use their property and not be charged for normal wear and tear. For instance, it's totally fine to nail a picture to the wall. SAN DIEGO (KGTV) -- San Diego County needs to stay off the state watch list for two weeks straight for most schools to reopen in-person. But, some schools won’t have to wait that long.As of Friday afternoon, 56 elementary schools applied for a waiver through the county health department. If approved, it would allow them to bring students back on campus regardless of our status on the state watch list.The waiver is only open to schools serving K-6 students. Once applications are reviewed by the county they’ll be sent to Sacramento.“The state can give input or guidance,” said Supervisor Nathan Fletcher. “If we don’t hear back in three days then those will be approved.”Mt. Helix Academy in La Mesa submitted their application this week.“I’m hoping to hear back from the state and the county by next week.” Said Director, Mike Collins. “Our plan is to welcome students back on campus on Monday August 31st when we’re ready for those kids.”The school has been open for summer programs where they implemented new safety measures like masks, frequent cleaning, and social distancing.“I saw all the students had their masks on and I made a big deal, ‘Everyone has their masks on! We’re so happy!’” said Collins. “We really try to encourage our students.”For the wavier to get approved the county reviews each applicant’s proposed safety plan. They’re looking for things like having adequate personal protective equipment and if students can be kept in small groups.County Montessori School in Poway has been fine-tuning their safety measures through their summer programs.They took advantage of the waiver process right away.“The application became available last Friday night and we applied Monday,” said Head of School, Adela Corrales. “If our waiver comes through next week we’re prepared to open on site on August 24th”The county told ABC 10News they were still reviewing applications late Friday afternoon and had not sent any to the state for approval yet. 1971
