SAN DIEGO (AP) — A former supervisor in the U.S. Department of Homeland Security has been convicted in connection with a green card fraud scheme that bilked immigrants out of millions of dollars.Johnny Martin was convicted in San Diego federal court Friday of making a false statement to a federal agent. He faces up to five years in prison.The U.S. attorney's office says Martin passed confidential information from law enforcement databases to crooks who posed as Homeland Security agents and conned more than 100 immigrants into paying exorbitant fees for green cards they never received.When the FBI interviewed Martin in 2017, he denied passing on information. However, prosecutors say there's no evidence Martin knew the information was being used for a con.Three men involved in the scam have pleaded guilty. 823

(AP) — Two federal judges have ordered the United States Postal Service to continue to implement "extraordinary measures" to make sure ballots are delivered on-time before the presidential election.A federal judge has ordered the U.S. Postal Service to take "extraordinary measures" to deliver ballots in time to be counted in Wisconsin and around Detroit, including using a priority mail service.Chief U.S. District Judge Stanley Bastian in Yakima, Washington, issued the order on Friday after being presented with data showing on-time delivery of ballots sent by voters were too slow in the battleground states of Michigan and Wisconsin.Washington state Attorney General Bob Ferguson's office says delivery of ballots in the USPS Detroit district, for example, has dipped as low as 57% over the past week. National on-time delivery has been at 93% or higher.This comes on the same day that U.S. District Judge Emmet Sullivan signed an order, which requires the USPS to use the Express Mail network to make sure ballots are "entered close to or on Election Day to their intended destination," CNN reported.In a statement on Friday, the USPS outlined its "extraordinary measures" local post offices would take to accelerate ballots' delivery.CNN reported that processing plant managers send ballots and all local ballots to the provincial election or post office by 10 a.m. Monday and Tuesday by using Express Mail.Reuters reported that local ballots must be processed and delivered to regional post offices the day they arrive or the next morning until Nov. 7. 1581

SAN DIEGO — A growing number of restaurants in San Diego want to wall off the parking spots outside their front doors and replace them with tables.The concept is called a Parklet, and the city of San Diego appears to be ready to embrace it - at least until social distancing mandates lift. "It's San Diego. We're getting the most beautiful weather of the year. Let us have some seats out there. Let us have some tables," said Merritte Powell, who owns La Puerta restaurant on 4th Avenue. Powell is readying an application to the city that would allow him to build on a curbside section of the street in front of his restaurant and put more seating. He says it's key to survive amid social distancing restrictions, which have limited his capacity. In fact, La Puerta even with hourlong waits still only pulls in 50 percent of the revenue it would have made before the Coronavirus outbreak. On bad days, revenue drops by as much as 70 percent. "Because of the way the seating is, because of the social distancing, stuff like that, I'm nowhere near where I need to be," Powell said. On July 7, the City Council will consider an urgency ordinance that would waive some fees for Parklets and help streamline their construction. Restaurants from downtown, Little Italy and North Park are all readying applications. The opportunity could help level the playing field for restaurants on streets that cannot be closed to vehicle traffic for on-street dining. The city has already permitted road closures on 5th Avenue and India Street for restaurants to expand. A stretch of North Park could be next. The urgency ordinance would last until social distancing restrictions expire or are lifted. 1693

  

SAN DIEGO — Among the safety measures schools are now employing is a device invented by a retired San Diego teacher that was never designed for the use.Rick Morris taught elementary school for three decades before leaving to focus on books to help educators with inventions.In 2005, Morris designed the Lock Blok, an updated version of a device he invented in the 80s. Applied with an adhesive, a rubber tab is affixed to the door and can be pushed out, again acting like a stopper. It was designed to cut down on noisy door slams in class.Morris said after the Columbine shooting, schools started using the Lock Blok for safety.  Most class doors have to be locked from the outside. With Morris' invention, teachers could just keep the door locked all day, even with the Lock Blok engaged. In an active shooter situation, the tab is pulled back, while the door shuts and is automatically locked.Security experts tell us during a true emergency, fine motor reflexes becomes tested. If a teacher has to go outside and try to lock the door with a key, it could take precious seconds.  Over the years, some 8000 Lock Blok units have been installed by local schools.  "My reaction is if this is helping to make a campus more secure, good for you, but don't put all your hope in one device. Security is bigger than that," said Morris.Morris doesn't market Lock Blok as a safety measure because it wasn't designed for protection, but after a November shooting rampage at a Northern California school, he can't forget the call he got from that district's superintendent."My wife and I teared up on that one ... If it saved one life, then it saves some parents from grieving," said Morris. 1729
