(KGTV) - New restrictions in place at the border designed to slow the spread of COVID-19 are also drastically slowing traffic.Some commuters reported waiting seven, eight, nine hours trying to cross into San Ysidro from Mexico over the weekend.A woman in her late 80's died Sunday while waiting in a car with family to cross into San Ysidro, according to reporting partner Televisa.Emilio Tamez owns three restaurants in the South Bay, including one in San Ysidro. Many of his employees live in Tijuana."They're just hurting more businesses, and they're hurting the people who are holding the economy right now," said Tamez.The U.S. Customs and Border Protection Agency started implementing the new measures Friday. They're designed to discourage people from traveling to Mexico for non-essential travel."You've got this, history of many decades of people going across for work purposes or for business purposes things that have nothing to do with leisure or tourism, these are people whose livelihood depends on the border, so you're affecting that large group of people," said Gustavo De La Fuente, executive director of the Smart Border Coalition.De La Fuente said he understands the move to an extent."In some cases, people should stay home, if you want to go into Ensenada or Rosarito for tourism purposes, right now is not the best time to do it," said De La Fuente.A spokesman with CBP sent 10News a statement, that reads in part:"According to the U.S Customs and Border Protection, a recent survey of more than 100,000 travelers on the southwest border found that the vast majority of cross-border travel by U.S. citizens and lawful permanent residents is for purposes that are not deemed essential. To respond to the ongoing public health crisis and protect local southwest border communities, CBP is taking measures to discourage non-essential travel to and from Mexico to limit the spread of COVID-19 in the United States. "Tamez said it's the people working the hardest who will suffer the most."I find it to be very cruel, these people already, before would have to get up 3 hours early just to get to a job here," said Tamez.Similar measures are in place in Tucson, El Paso, and Laredo Texas. SARASOTA, Fla. — A Florida woman says she fell ill with COVID-19 and passed the coronavirus onto her 99-year-old mother who lives with her.Ruta Jouniari said she felt sick in October. She had a fever, cough and headache."I literally couldn't breathe. I tried to take a breath and the pain in my lungs was so incredible," she said.Jouniari was hospitalized at Sarasota Memorial Hospital for three days, but did not need oxygen."The nights were horrific, you have night sweats, shivering. You're achy. You can't breathe," she said.Her mother, who Jouniari is the primary caregiver of in her home, later tested positive for COVID-19.Jouniari said her mother never left the house, so she knows she brought the virus home, but she doesn't know where she contracted it.Her mother's age put her at a high risk of contracting the virus. Her mother, she added, suffered from a stroke about seven years ago."The guilt trip that goes with a child giving their parent COVID is not a fun reality of life," she said.Jouniari said her mother was hospitalized for 10 days. She was on a ventilator in an intensive care unit. Doctors treated her mother with plasma, remdesivir and dexamethasone."Going in, it's so frightening and you're so scared and you're scared for yourself when you're the patient, but you're even more scared knowing the statistics of a 99-year-old going in," said Jouniari.Jouniari said her mother left the hospital on Monday."For her to come out and come home today and she's in her own room, her own bed, breathing on two liters of oxygen. It's just amazing," she said.She urges everyone to take precautions and protect the vulnerable population."I hate to say this, but you could kill them. I was witness to that. I could have. My mom is a miracle of miracles. She's a statistic anomaly. She shouldn't have made it and she did," said Jouniari.She said she appreciates everyone who prayed for her mother. She said she is also thankful for the doctors and nurses who cared for her mother."I had over 800 people praying for her and it was incredible...the power of that was just amazing," Jouniari said. "For those families who are suffering, I hope they have solace and peace, just pray hard and have faith just know that people at 99 make it out. (KGTV) - Several immigrants' rights groups allege harassment and one man says he was strip-searched by Customs and Border Protection agents.The Southern Poverty Law Center, the Center for Constitutional Rights, and the American Immigration Council filed a motion requesting more information from the U.S. government regarding the detention of the Director of Al Otro Lado, calling their acts retaliation for helping asylum seekers.Hugo Castro, Director of Border Angels, Tijuana, spoke with 10News about his experience last December."I was sent to secondary for no reason," Castro said. He was in Mexicali for a doctor's appointment when he was detained by a CBP officer."The officer searched me, said I didn't have a weapon and was trying to grab me and I said hey, you don't need to grab me, just tell me what to do," He said the next 5 hours were unnerving. "They took my cellphone... after that they searched me, body search, and took off my shoes and look all around my, through my pants and underwear," he said looking at the ground.Castro said he was interrogated about migrants and the immigration rights' group Al Otro Lado."You know, if I was part of the caravan the organizers. If we were paying migrants, if we were helping migrants to cross the border."Castro said he explained to the officer he helps bring donations to nine shelters in Tijuana. Castro said he was detained for five and a half hours. SAN YSIDRO, Calif. (KGTV) -- The new Mexican president is hoping a new deal with three Central American leaders will stop or slow the flow of migrants seeking asylum in the United States. Andres Manuel Lopez-Obrador signed the new deal within hours of taking office. The deal with Guatemala, El Salvador, and Honduras, promises to create a fund that would fight poverty, create jobs and make sure migrants feel safe in their home countries. It will also create a re-integration program for those traveling with the caravan who wish to go back.University of San Diego professor, Ev Meade, says this deal looks good on paper but no one will know for sure until more specifics are released. Professor Meade has been traveling to Tijuana to meet and speak with the migrants. He says most leave because of instability. "What I hear from a lot of people is indirect effects of violence, so it's someone that might say I can't afford to feed my family but when you start asking them questions about what they do, the business that they worked for, why they were laid off, the violence is always there. It might be one degree, two degrees, three degrees of separation but the violence is always there," says Meade. It is still unclear how much funding will go towards those Central American countries but Meade says it will be years before we see the effects of the deal. "This kind of progress, when you talk about big structural issues, doesn't happen in a month, or three months or a year, I mean, it takes time," says Meade. 1528
