SAN DIEGO (KGTV)- While indoor dining at restaurants across San Diego County will be banned for at least three weeks starting Tuesday, outdoor dining can continue.Outdoor dining will be permitted until 10 p.m. and take out, delivery and drive-thru are still allowed.San Diego landed on California’s watchlist as COVID-19 cases continue to rise, prompting the latest restrictions.Museums, movie theaters, cardrooms, and family entertainment centers must also restrict indoor activities.Poway Mayor Steve Vaus hopes to make the situation a little easier to manage for Poway restaurant owners.RELATED: San Diego to close some businesses as COVID-19 cases spike“With the state and the county restricting indoor dining for three weeks, I wanted to make sure to provide a lifeline,” he said. “We could buy some picnic tables, put them in parking lots and adjacent areas as long as they need them, and then we can repurpose them in the parks.”His proposal will head to Poway city council for approval on Tuesday night.“I suspect that the council is going to approve this unanimously,” he said.Vaus said the tables would be paid for through the CARES Act, and business owners would not have to pay a fee to use them.“Absolutely free,” he said. “We’re trying to make life easier. We have removed any restrictions; they don’t have to get a permit or anything.”San Diego Mayor Kevin Faulconer also plans to sign an emergency executive order to provide relief for restaurant owners.“The City is finalizing a new ordinance for Council approval that will cut fees and streamline permits to make it easier for businesses to operate outdoors,” said Mayor Faulconer in a statement to ABC 10News.RELATED: San Diego County added to California's 'monitoring list,' certain businesses told to shut down“Given that the state’s new shutdown order has an immediate impact on local businesses, on Tuesday, I’ll be signing an emergency Executive Order that will waive regulatory requirements and help restaurants expand their service outdoors, increasing physical distance between employees and customers.”Meanwhile, business owners across the county are doing what they can to stay afloat.“We’ve been thinking what we could do, and we are ready to open for outdoor dining and give it our best shot,” said Suzan Meleka, owner of Charlie’s Family Restaurant in Escondido.Meleka said she would be using her outdoor patio area and potentially adding more tables and shading in the parking lot.“Currently there’s four, and we are going to add more, and they will be six feet apart for sure,” she said.While outdoor seating hasn’t been the most ideal for some restaurants, it has proven to be successful in many beach communities.“At our venues, I think it’s been really good outdoors,” said Steve Thomas, General Manager at Belmont Park.Cannonball Sushi and Beach House Bar & Grill already operate outside, but changes will be made at Draft South Mission to expand outdoor seating in hopes of keeping the restaurant entirely in business.“We just moved some more tables around, expanded the outdoor seating, and we’re going to pivot to make sure that we can still have Draft fully opened with the outdoor section,” he said. 3204

SAN DIEGO (KGTV):SAN DIEGO (KGTV): Ten budding businesses will have a chance for a big boost when they compete for up to ,000 in cash during Thursday night's Quick Pitch Competition.The event, similar to the TV show "Shark Tank," gives each business-owner two minutes to wow the judges.The ten companies range from tech start-ups to medical research companies (For more information on the 10 finalists, click here). They were chosen from around 280 that applied."It's more art than science," says Mike Krenn, the CEO of San Diego Venture Group. They're one of the sponsors of the event. "There were so many companies. We fought long and hard over who were the final 10. But they've all got some momentum going to market, all chasing big opportunities."One company, DoWhop, is an online marketplace to buy and sell experiences around San Diego. It's founder, Rae Lietzau, says winning this competition would mean expanding her workforce and bandwidth on the site."At this stage, every dollar counts," says Lietzau. "Right now it means allowing more people to get paid to do what they love to do."In addition to SD Venture Group, the event is put on by Tech Coast Angels and the John G. Howard Foundation. All three groups work to improve business in the region. Krenn says this year's competition shows how San Diego has become a hub for start-ups."We're really on the upswing," says Krenn. "It's exciting to see a lot of people imported from silicon valley. Everything's trending in the right direction."Krenn also noted that the winning team from 2 years ago went on to raise around million in capital after the competition.Even companies that don't win cash at Quick Pitch usually get a boost from the exposure. The audience is full of venture capitalists and other potential investors."It gives them the ability to get on their radar earlier so when they come back for funding, people are already familiar with them as well as their milestones," says Victoria Laker, the Pitch Chair for Tech Coast Angels.The event starts at 5 pm at Qualcomm Hall. SAN DIEGO, Calif (KGTV) - A series of problems at a handful of California gas refineries have caused prices to surge over the last month.According to the Automobile Club of Southern California, the average cost of gas in California is .955 per gallon. That's more than a dollar more than the national average of .811. Alabama has the lowest gas prices in the country at .499 per gallon.Because of strict environmental regulations, most of the gas in California has to be made in state. So when local refineries go off-line, it directly impacts prices.AAA says at least 6 of the 12 gas producing plants in the state have had problems in the last month, leading to shut-downs.On March 15, a fire shut down the Wilmington Phillips 66 refinery.Ten days later, the Valero refinery in the Bay Area shut down when a scrubber malfunctioned, sending black smoke into the air.Flaring issues caused outages at two plans in Southern California, the Chevron plant in El Segundo and the Valero in Wilmington.Meanwhile, PBF Energy in Torrance had routine maintenance scheduled, which decreased production."We don't have pipelines that can pipe relatively cheap gasoline to use from other states," says Marie Montgomery with the Automobile Club of Southern California. "We have to rely on shipping of gasoline when our refineries have problems."According to the California Energy Commission, refineries in Washington and the US Gulf Coast can produce gas for California, as can refineries in Eastern Canada, Finland, Germany, the US Virgin Islands, the Middle East and Asia. But it takes time for those shipments to arrive.In the first week of April, the state didn't receive a single drop of imported gasoline.As we wait, local refineries have dipped into their reserves to meet demand, taking two million barrels out of reserves."The imported gas is going to be coming here, there's no doubt about that," says Montgomery. "We've got the highest prices in the country by far right now. San Diego (KGTV) One plate at a time, a San Diego couple is hoping to help those living on the streets with no food to eat. They’re using their new food trailer to do just that. ‘#FeedingEveryone’ is the goal for the Duwara Consciousness Foundation. “Our foundation is about serving anyone and everyone,” says co-founder Harisimran Khalsa. Through donations from the community, couple Davinder and Harisimran were able to purchase a food trailer to help feed the homeless. The couple says they’re committed to helping others. They left their jobs, sold businesses, and are now living a simpler lifestyle. “When your passionate about something, you have to live the life of and see how it is,” says Davinder Singh. “We decided that we would give up the house that we were living in.”The 16-foot trailer is equipped with a griller, 2 part stove, refrigeration and prep space. Every food item made is plant-based. Donations and volunteers strictly power the organization. They are serving at least two locations every week. They hope to grow the non-profit and eventually purchase a shower bus for the homeless.  The organization has partnered with the Jewish Family Service to feed the homeless on Thursdays and Fill-A-Belly to serve those in need on Tuesdays. They are also working on a partnership with the Alpha Project in Downtown. Serving locations and times, as well as a donation page, is listed on the Duwara Consciousness Foundation website.  1507

  

SAN DIEGO, Calif. (KGTV) -- Homeless people in San Diego woke up Tuesday morning to find San Diego Police officers going street by street, offering resources.  Police officers lined the streets of the East Village. They were going street by street approaching the homeless in their tents. At one point there were at least eight patrol cars on one block.  SDPD says their efforts are a part of their ongoing outreach to let the homeless know about the resources available to them in hopes of ending the cycle of homelessness.  Most of the homeless received warnings about their property blocking the street or other violations. A few were detained for previous violations. One person was arrested for an outstanding felony warrant. Two people were transported to county mental health. Officers were also letting people know about the new bathrooms installed by the city in hopes of stopping the spread of Hepatitis A.  965
