SAN DIEGO (KGTV) - A handful of minor city code violations have forced the Hillcrest Farmers Market to make changes to their layout, resulting in a handful of vendors losing their spot.Market officials tell 10News they didn't get any officials citations or warnings, but they heard from police and the fire marshal in the past few weeks about the problems, and have worked with the city to address all of them.One, in particular, has led to the most disruption. Fire officials told the market they needed to keep a 20-foot buffer between the booths and the median on Normal Street, to allow enough room for a fire truck to drive through. To accommodate that, the market had to remove about 30 of its 200 vendor spots. Some of the booths were put in the north parking lot of the DMV, but 13 vendors still haven't returned to the market.Also, market officials say they had gotten complaints from local churches and business about parking and people crossing the street without using crosswalks near the vendor parking lot. To change that, they've hired a parking attendant to oversee the lot. The attendant also directs non-vendors to the free parking areas at nearby schools."All these changes have made things better," says Market Manager Mark Larson. He says it's been an adjustment, but the feedback has been great from both customers and vendors."Sales are up," Larson says while pointing out that the extra walking room has made it easier for families and people with strollers to navigate the market.The market also plans to expand onto Harvey Milk Street to make room for the vendors who lost their spot. They're also looking into adding a concert stage for live music. To do that, they need to re-submit their permit to the city. That could take a few months, but they're hopeful it will make the market better in the long run. 1852

SAN DIEGO (KGTV) — A new cancer screening method is promising to eliminate the need for painful biopsies and greatly reduce the cost of the procedure.It's part of a line of research known as liquid biopsy and the latest advancement is being ramped up for mass production by an entrepreneurial couple in Torrey Pines at the research firm, BioFluidica.  Among billions of blood cells, the company has developed a chip capable of finding a single abnormal cell afflicted with cancer or other diseases."It is probably the most sophisticated injection molding piece in this world," said molecular biologist Rolf Muller, as he holds up a thin, plastic chip about two inches square.First developed by researchers in North Carolina, the chip is injected with a small blood sample which can contain billions of individual cells. The blood passes through 150 tiny tunnels within the chip which are coated with antibodies. Those antibodies do their natural work of isolating the abnormal cells.Researchers can then identify them for any possible threat and treatment.The Mullers say the screenings have the potential to dramatically increase survival rates for cancer patients. And to eliminate the need for the often painful biopsies currently in use.They also envision the test becoming a normal part of standard blood screenings. The chip is currently in clinical trials. SAN DIEGO (KGTV) – A program at the East Mesa Reentry facility is helping inmates transition out of jail and back into the workforce.This program is offering inmates certificates in trades which include welding, construction, heating, ventilation, and air conditioning, and more. The participants study and earn these certificates for free. The reentry program is helping over 700 men head back into the workforce in a positive way.“It’s something that they can give back to the community later on in life, where at one point they took away, but now they feel like they actually achieved something,” said Detron Williams. Williams is a few months away from earning a trade certificate in construction.The reentry program not only focuses on education but also helps inmates understand their emotions and build confidence. “They’ve built the confidence now, and they have learned the different techniques so that when they are out in the community they can either start a new life or they can go back to the work that they previously had,” Matt Russo said.For Williams and the other inmates he has talked to, this program also provides a sense of accomplishment.“Now they are building structures that later on in the future they can drive by and say I built that, I helped that,” Williams said. 1301

  

SAN DIEGO (KGTV) — A man was rescued from the top of a section of the border wall in Otay Mesa Tuesday.Cal Fire firefighters were called to a section of barrier in Otay Mesa just before 6 a.m. Crews arrived to find one person stuck on top of the border wall structure.Crews used a 35-foot ladder to reach the man and assist him down. No injuries were reported.Tuesday's rescue comes more than a month after San Diego Fire-Rescue firefighters and Border Patrol agents helped rescue three people stuck on top of a portion of the border wall in Otay Mesa. 560

  

SAN DIEGO (KGTV) - A local college professor says her a electric scooter ride ended painfully after the scooter turned off in the middle of the ride.Jenny Mahoney, a professor of biology and kinesiology at Point Loma Nazarene University, was with three friends on scooters in December, headed to December Nights in Balboa Park. She says her friends were on Bird scooters, while she was on a Lime scooter with plenty of charge. The ride came to an end two minutes along Harbor Drive near the airport."I was in the bike lane and went from full speed to a dead stop," said Mahoney.She says the screen went blank as the scooter shut down. She remembers her body slamming into the handlebars and was then thrown off the scooter."A lot of pain. I wasn't able to breathe. Got the wind knocked out of me," said Mahoney.Mahoney says one of her friends crashed into her. He got up and carried her out of the bike lane. She suffered a broken bone in her hand, and a sprained wrist and ankle."You assume when you're on these scooters and following all the safety rules rules, you're going to get to your destination safely, but that didn't happen," said Mahoney.The question now: Has it happened before? Mahoney filed a claim with Lime before hiring attorney Evan Walker. Walker tells 10News he just got another call from a Seattle tourist whose wife remains hospitalized in San Diego from a similar incident with a Lime scooter."My understanding is that there have been numerous complaints of a similar nature made about these devices and that Lime is well aware of these complaints," said Walker.In late February, Lime issued a warning to riders of a technical bug that caused sudden excessive braking, usually downhill. Lime says in those cases, the scooter didn't shut off. While Mahoney doesn't know if those cases are related, she doesn't believe her incident is the only one. "I want them to take responsibilities for these injuries that are occurring ... and I want people to be aware, it's not as safe as they think it is," said Mahoney.A Lime spokesperson declined to talk about Mahoney's incident but issued the following statement: “Our entire global fleet has now been fully updated with the final firmware fix that appears to have eliminated occurrences of excessive braking, and we continue to closely monitor the issue to ensure it is categorically resolved.” 2375
