Three weeks into the 2019 racing season, both attendance and overall betting handle are down at Del Mar. The Del Mar Thoroughbred Club says attendance is down about 5 percent, and handle is down 14 percent compared to 2018. Thoroughbred Club CEO Joe Harper says the issues surrounding the 30 horse deaths at Santa Anita have turned off some fans. "We've got to prove to our racing fans that we're doing the safest things we can to keep these horses healthy," he said. So far, three horses have died at Del Mar this season, all during training (two died in a freak accident when they collided head on before the second day of racing). Harper says the track has increased safety protocols that have been helping keep horses safe. "There's vets out there every morning keeping an eye on," he said. "They see a horse that maybe doesn't look that good, isn't warming up enough to where he'd be safe, we get him off the racetrack."Harper says the attendance and betting handle are on track with estimates. He says he hopes to see them both go back up over time. Through three weeks - 15 days of racing - the track is averaging about 13,089 fans per day. 1156

Thursday is the last full day to respond to the 2020 census. The U.S. Census Bureau says self-response and field data collection operations for the census will conclude on Oct. 15.Today is your last chance to respond to the #2020Census. Don’t miss this opportunity to shape your community’s future for the next 10 years. Respond now at https://t.co/nzqhoc1xHM. pic.twitter.com/13mFmP2x6P— U.S. Census Bureau (@uscensusbureau) October 15, 2020 However, American residents can still respond online until 5:59 a.m. ET on Friday. If you haven’t responded yet, click here to make sure you’re counted.Supreme Court halts the censusData collection for the census is ending sooner than planned thanks to a Supreme Court ruling this week that sided with the Trump administration.Officials say “well over” 99.9% of housing units have been accounted for in the 2020 census, but some are still concerned that the count won’t be accurate, because some communities are harder to reach this year because of the COVID-19 pandemic and recent natural disasters. Why the census is importantAn accurate census is important because the count is only taken every 10 years and it's used to determine how billions of dollars in federal funding flow into communities every year over the next decade. The census affects several areas of everyday life, like transportation. Results influence highway planning and construction, as well as grants for buses, subways and other public transport systems. The education system also relies on the results to help determine how money is allocated for the Head Start program and for grans that support teachers and special education. The census data is also used to divide seats in Congress among the states.“The list goes on, including programs to support rural areas, to restore wildlife, to prevent child abuse, to prepare for wildfires, and to provide housing assistance for older adults,” officials write. 1926

Thieves stole priceless royal artifacts in a daring raid on a Swedish cathedral before escaping by speedboat, police said. The thieves made off with crown jewels belonging to former Swedish monarchs Karl IX and Kristina from the Str?ngn?s Cathedral to the west of the capital, Stockholm, on Tuesday. Two crowns and a golden orb adorned with a crucifix were taken from the cathedral, which dates back to the 12th century, according to a police report. The items date from the early 17th century.A witness told Swedish media that he was eating lunch when he saw two people running toward a boat, which they sped away in.Police said several thieves were involved in the heist. They fled in an open-topped motorboat across the sea from the base of the church. Several police patrol boats as well as police helicopters joined a hunt for the perpetrators. The cathedral was placed on lockdown, CNN affiliate Expressen reported, and the search for the thieves continued on Wednesday."To a limited extent we are still looking for (them) both on the ground and at sea. We have no new findings so far," said Tor Sevelius, commanding officer at the police's management center.Police are investigating "any boat that may seem interesting," as the thieves may have switched to another craft, police spokesman Thomas Agnevik told Expressen. The three items stolen were part of the funeral regalia of the king and queen, and would have been buried with the monarchs, Christofer Lundgren, dean of the Str?ngn?s parish, told Expressen. They were later taken from the burial site and displayed to the public, he added. He said that while the items have monetary value, it pales in comparison to their significance to Sweden's cultural history."From our point of view, the material value is less important than the cultural history of these items. I do not see this as a theft from Str?ngn?s cathedral assembly. This is part of the national cultural heritage, this is a theft of Swedish society," Lundgren said.Police said they could not comment on the value of the items stolen. The cathedral was open to the public from 10 a.m., and the theft took place just before lunchtime. No one was injured or threatened during the robbery, Lundgren said. The heist has echoes of a daring robbery in Venice in January, when thieves mingled with other visitors to an exhibition before brazenly making off with gems from the Qatari royal collection. In that robbery, at least two people entered the Doge's Palace -- a popular tourist spot in Venice where a selection of Indian jewelry from the Qatari collection was on display to the public. One suspect acted as lookout while the other grabbed the jewels from a display case. 2696

Those wanting to become U.S. citizens are now taking a new test, one that has twice as many questions as the previous one, and potentially controversial answer choices according to media reports.Test-takers are now asked to answer 20 questions, from the previous 10; getting 12 correct is needed to pass, the same percentage that was needed on the previous test. However, the new test requires test-takers to give some answer for all 20 questions, the previous rules only required that a test-taker get 6 correct and the officer could stop asking questions once a person got 6.Some immigration and naturalization experts worry the length change could reduce the efficiency of the citizenship application process, which has been struggling to keep up with a backlog according to FOX News.“The administration is adding hundreds of thousands of more minutes to these naturalization exams,” Sarah Pierce, a policy analyst at the nonpartisan Migration Policy Institute told FOX News. The new test, which started being given on December 1, 2020, does away with geographical questions, in addition to other changes, like having to name all three branches of government instead of just one, or knowing biographical details about Alexander Hamilton, James Madison and Dwight Eisenhower. The questions come from 128 potential civics-related topics, according to Politico. One change getting some attention is the verbiage of two answers. The previous answer to the question about whom U.S. Senators represent was “all people of the state.” Now, the official study guide says the only approved answer is “citizens of their state.” Similarly, the answer to a question about who a Representative represents was changed to be “citizens in their district.”The exams are given orally, so it is not clear if every U.S. Citizenship and Immigration Service officer giving the test will require the word “citizen” instead of “all people.”Of the possible questions, several include the Federalist Papers as a possible answer, while three are about women’s suffrage and two are about the civil rights movement.Taking the citizenship test happens at the end of a months-or-years-long application process, after a person has lived legally in the country for more than five years. 2261
