SAN DIEGO (KGTV) - When it comes to wrong-way crashes in San Diego County, 2018 is off to an unfortunate start.There have been numerous wrong-way vehicle crashes around the county nearly eight weeks into the new year, and authorities have not been able to pinpoint what exactly is causing an uptick in these types of crashes.According to Caltrans data, from 1995-2012, an average of 23 people died each year in wrong-way crashes on California roadways.San Diego had 13 wrong-way fatalities recorded in 2015 -- the last year Caltrans data was compiled for wrong-way crashes.In 2017, Caltrans launched a two-year pilot program in San Diego and Sacramento that focuses on ways to not only prevent wrong-way crashes but to also alert authorities in the event a vehicle is traveling in the wrong direction.As part of the test program, Caltrans has deployed reflective pavement markings on off-ramps and signs with flashing lights that turn on if a wrong-way vehicle is detected.Caltrans has not yet provided data collected from the program to determine the protective measures' effectiveness.Here's a look at wrong-way crashes on San Diego County roadways in the past 12 months.Feb. 20, 2018: Driver arrested on suspicion of DUI after wrong-way crash-- A driver was hospitalized -- and also arrested -- after police said he was driving in the wrong direction on Fairmount Ave. when he hit another vehicle. It was a momentary break from the last two-and-a-half months when she's been worried about many things, least of all herself.On August 15, Caceres gave birth to her son Santino at 29 weeks. He's been in the NICU at Sharp Mary Birch Hospital ever since."Very traumatizing, honestly," Caceres said over the hum of hair dryers at Robert Cromeans Salon downtown. "I don't take time for myself really," she said. "It's really cool they did this, honestly."Caceres was one of eight NICU moms treated to a hair and makeup makeover at the salon Monday during an event organized by March of Dimes.The event came on the same day the March of Dimes released a report card showing the premature birth rate in the U.S. rose for the fourth straight year to 10.02 percent.Preterm birth rates worsened in 30 states. California fared better than the national average. In San Diego County, the rate actually improved year-over-year to 8.4 percent.It's still largely a mystery why some women deliver early. Still, March of Dimes says there are several known risk factors, including poverty, lack of health insurance, and inadequacy of prenatal care.The March of Dimes issued a number of policy recommendations nationally, including: Expanding group prenatal care.Ensuring that women have access to public health insurance programs.Expanding Medicaid to cover individuals with incomes up to 138 percent of the federal poverty level to improve maternal and infant health.Making sure all women have Medicaid coverage for at least one year postpartum.To read the full report, click here. 1667

SAN DIEGO (KGTV) - Westview High School officials Wednesday scrambled to cover up offensive graffiti painted prominently on campus overnight.A custodian discovered the graffiti over a "W" in the center of campus "defaced with graffiti containing offensive symbols and language," according to Westview Principal Tina Ziegler.The graffiti was described to 10News reporter Steve Fiorina as depicting several swastikas, sexual and crude language, profanities, and obscene drawings.In a letter to parents, Ziegler said campus security and custodians worked quickly to prevent students' exposure to the graffiti: 639

SAN DIEGO (KGTV) -- With the announcement that San Diego Unified School District is beginning their school year online, some parents are looking at other options.Patrick Batten has four children. He said his incoming high school senior did well with distance learning in the Poway Unified School District, but it was a struggle for his 12-year-old.“It was not a platform that she adapted to,” Batten said.Batten and his wife both work full-time. Right now, Poway Unified is offering choices. In a letter to parents, the reopening plans include two options: a “return to on campus learning (with some online options) or participate in [the] Virtual Learning Academy.” Batten knows those options could change as the beginning of the school year gets closer. If some type of on-campus learning is off the table, they may look outside the district.“We’re exploring the option of private school and how do we financially afford that,” Batten said. He said he would also look to a district that does offer in-person instruction.“I’m strongly hoping that they stick with their original plan and they give the option for teachers to be able to teach in person if they’re comfortable with it, as well as if a teacher isn’t, that they have the option to teach online and give the same opportunity for parents,” Batten said.John Anderson’s two children are in the San Diego Unified School District. Monday, the school district announced it is “committed to the beginning of the school year online.”“I think the online experience in the spring was okay, but to do it for potentially a whole semester or a whole year, I think is going to be a pretty big struggle for the kids,” Anderson said. Like Batten, he has had discussions with his wife about options outside the district if some type of in-person instruction is not available.Some homeschool options have seen increased interest since the pandemic began. Sage Oak Charter School is an independent studies program that operates in several counties including San Diego. Student services coordinator Chelsey Anema said the number of inquiries to the school has increased “extreme numbers.”“Our normal family that enrolls is a family who, they just are passionate about homeschooling. Now, I think a lot of families are enrolling who are wanting out of the traditional brick and mortar school because they don’t want what they had in the spring,” Anema said.South Bay mom Elisa Hilliard homeschools her three daughters and shares her experience through her social media channels as “San Diego Homeschool Mom.” Hilliard has advice for parents looking to homeschool their own kids.“Things are going to be different and they’re not always going to be easy. You have to be ready for change,” she said. “It [also] really depends what your schedule is like, how flexible your hours are, can you build a schedule with your family.”The San Diego Unified School District will give parents another update on August 10th.
