POINT LOMA, Calif. (KGTV) - A popular Pacific Beach restaurant is finding new life in Liberty Station, and it could be a sign of things to come for the industry.Latin Chef was forced out of its longtime home on Garnet Avenue in January. This Saturday, it will reopen at Liberty Public Station."There's not much," says owner Fredy Palma of his small space in the market. "But you won’t believe that very tasty food is going to come from here."Palma says his rent will be about half of what it used to be in Pacific Beach. He also says moving into the Public Market means he no longer has to worry about all of the little things that come along with having a brick-and-mortar location."Things like trash, telephone, light, SDG&E," he explains. He says this will let him focus more on the food and customers. "I was listening to how he was having to vacate his space and thinking, wow, this seems like a perfect fit for Liberty Public Market," says David Spatafore with Blue Bridge Hospitality.Typically, Blue Bridge Hospitality had offered spots at the market to new businesses. Latin Chef will be the first established restaurant to move into the space."Overhead keeps going up and up and up," says Spatafore. "The idea behind the Public Market is it’s kind of a condo association of retailers and restaurants to lower overhead and share expenses, making it a little easier for them. Certainly, I can see this being a wave of the future to lower overhead because there aren’t many options left."The public market concept has grown in San Diego over the last few years. Liberty Public Market opened in 2016. (KGTV) - El Prez Beach Bar and Cocina in Pacific Beach was shut down by the Health Department in May just one day after San Diego restaurants were allowed to reopen, and a few weeks later, the business is now back open with new rules.RELATED: Pacific Beach's El Prez shut down for violating health ordersMultiple officials highlighted a video posted to social media that showed a crowded bar with a lack of social distancing and masks, causing the closure. Bar management has worked with the Health Department and the business is now back open with strict guidelines. Patron Matt Holman visited El Prez Saturday, June 13 and said he was pleasantly surprised to see all of the precautions being taken.“We noticed at the door there was a ‘covid coordinator,’ she looked like she was having an awesome time, kind of regulating everybody, making sure everybody was six feet apart,” he said, noting he witnessed a group get turned away when one person’s temperature was too high.He also said the rules were strict once inside.“When you sit down at the table, you can take your mask off, but you’re only allowed to get up from the table if you’re going to the bathroom or if you’re leaving the restaurant, so they were very specific about that,” he said.A previous statement from El Prez highlighted planned steps for reopening, including:We will have two separate lines to enter the restaurant. One will be for our rooftop and the other will be for our main level. The lines will be organized outside the restaurant and we will have 6’ markers to delineate where customers can stand. There will be no more lines on the main level. And we will have a security guard to remind guests to stand at least six feet of distance between parties and that masks must be worn at all times.All patrons must be served at tables. The tables will be socially distant from each other. There is no standing room inside the restaurant.We will bring on additional staff to ensure masks are worn at all times. If customers do not wear their masks, we will, unfortunately, have to ask them to leave.We will increase signage throughout the restaurant notifying customers of the county’s and state rules. Parents are facing tough decisions as the school year looms: Should they keep their children in school, or pull them and send them to a school that's already prepared for distance learning?K12 Inc. is the largest online education provider in the K through 12 space. They serve 30 states, with 6,000 teachers around the country and 120,000 students. Distance learning is what they do best, and these days, they're getting flooded.It's what Kevin Chavous, K12's President of Academics, says is "dramatic" increase in interest from parents. They've received thousands of applications since the spring."These are families that otherwise wouldn't consider a virtual option, but all of them say the same thing — they're so fearful about their kids' safety," Chavous said. "They're educated consumers, shopping around trying to figure out options."Most of the calls to K12 are coming from heavily-involved parents. They want to know the data; they want to know about the education, the structure, the sports, and the possibility of meetups."A lot of the data we look at shows that anywhere from 10% to 40% of the average public school parent says there's no way they'll send their kid back to the brick-and-mortar school they're going to — not because they have problems, but they're deathly afraid of the safety issue," Chavous said.Parents everywhere have questions, and they want answers. Chavous addressed the school's biggest selling point."Well, we've been doing it longer, and we do it better and we've refined what we do," he said.Nearly 500 of K12's teachers have enrolled in a Master's in Education in Online Instruction.It was a fast switch to online learning that jolted parents this past spring, and it's something that Southern California mom Christy Hartman doesn't want to do again."I can't do another semester of what we experienced last year," she said. "It was disjointed, she was a 5th grader and spent about 45 minutes a day (e-learning) — no live instruction from teachers at all."Hartman says she's decided that if her local school district continues full-time distance learning, she'll pull her child and send her to Sage Oak — a large regional charter school that offers personalized learning.Kids at Sage Oak meet in person once every 20 school days, and the rest is teacher-guided, teacher-supported instruction, led by parents at home.Sage Oak was prepared for the pandemic before it ever happened."We didn't have to make a ton of changes," said Chelsey Anema, the school's student services coordinator. "We did have to go virtual — which is unfortunate because we love and value the time we get to meet with students each month — but we are equipped with meeting virtually, so it wasn't a huge struggle for us."Anema says Sage Oak is getting between 50 and 60 new student applications a day. It's a demand they can't meet due to a new bill that caps school funding and enrollment in California.Parents have some choices to make. And K12 recommends that parents do their homework."Call all of us. Call the school district. Ask those questions, seek better answers," Chavous said. PALM CITY, Calif. (KGTV) — An auto theft suspect barricaded himself in an SUV at a South Bay motel, prompting a seven-hour SWAT standoff Thursday.SWAT officers surrounded the SUV in the E-Z 8 Motel on Outer Rd. at around 9 a.m. in the Palm City neighborhood, near Otay Mesa West.About 4 p.m., the suspect surrendered with his hands up.The suspect, identified as a man in his late 20s or early 30s, was the suspect of auto thefts in the South Bay and has a criminal history in the National City area, according to San Diego Police. Police had previously told 10News the man was a hit-and-run suspect.National City Police responded to the motel Thursday morning waiting for the suspect to exit, according to SDPD. The suspect and his girlfriend got into the parked SUV. When police surrounded the pair, the woman surrendered but the suspect did not. She was not arrested, police told 10News.Police initially believed the suspect was armed, they're continuing to search his motel room and vehicle for the gun. 1015

Plano police remain on a mass shooting scene on Monday in Plano, Texas, where eight people -- including the suspect -- are dead.The shooting occurred at a home on West Spring Creek Parkway around 8:00 p.m. Sunday evening. That's where officers found seven dead bodies, and two others with gunshot wounds; those two were taken to the hospital.Plano officers confronted the suspect inside the home, where they shot and killed him. The officer who fired the shots has been placed on administrative leave. The Texas Rangers were also on scene investigating the shooting.The area around the shooting was closed Monday morning as police continue to investigate the scene. They are looking into a motive and the suspect's relation to the victims. 747
