SAN DIEGO (KGTV) – A stretch of Harbor Drive near San Diego International Airport was shut down after a deadly crash Wednesday morning.The single-vehicle crash was reported just after 11 a.m. on northbound Harbor Drive, about a mile from the airport’s Terminal 1.ABC 10News learned a blue car traveling at a high rate of speed on the southbound side struck an object, lost control and then crossed the median onto the northbound lanes before coming to rest.The driver was declared dead at the scene.Due to the wreck, authorities were forced to close off at least one lane on northbound Harbor Drive, creating a lengthy backup for motorists heading towards the airport. 676

SAN DIEGO (KGTV) — A school district superintendent and a Native American reservation leader in North County are speaking out against the proposed placement of a sexually violent predator. On Thursday, there were strong reactions from those who are close to North County's Pauma Valley home where sexually violent predator Joshua Cooley could soon be placed. “When people like this are placed by our borders, it's very concerning,” Temet Aguilar, the Chairman of the Pauma Band of Mission Indians, said Thursday. Aguilar is encouraging the hundreds of families on and near the reservation to speak out against the placement of 40-year-old Cooley, whose victims were 12-years-old.“They think this is an area that's rural and there's nobody out here but actually it's more dangerous. Predators can hide out here. We have a tremendous amount of agriculture. We have rural lands,” he added.Valley Center-Pauma Unified School District Superintendent Ron McCowan told ABC10 News they'll write letters if they have to to make sure they're voices on the matter is heard. “We'll write the letters if we have to. We'll show up at the court hearing if we have to," McCowan said. “We'll make every effort we can. We'll work alongside our local officials and make sure that our voice for our community is heard and make sure they understand the risk that they're putting our young children in.”This Tuesday, DA Summer Stephan sent a letter to the Department of State Hospitals, urging the Department to find a different place for Cooley, who's from Northern California, not San Diego. He has no local connections.It's unclear why the Department is seeking his housing in San Diego.Next month, a Humboldt County judge will consider a request from the Department to place him in Pauma.If granted, it would mark the first time that such a predator from outside San Diego would be placed in our county.DA Stephan has called the move reckless and irresponsible. She said that in July, a San Diego judge struck down a request to place 75-year-old sexually violent predator Joseph Bocklett in the same Pauma home.According to an ABC station in Northern California, Cooley’s been denied placement in at least four different areas in and near Humboldt.The Department of State Hospitals will not confirm any information about Cooley, citing privacy concerns. A Humboldt County court official called ABC10 News on Thursday to say the Court would not comment.On Oct. 9, at 8:30 a.m., a hearing on Cooley's placement will be available for viewing at https://www.humboldt.courts.ca.gov/.Those interested in submitting a public comment for the hearing can do so between Sept. 15-23. SAN DIEGO (KGTV) -- Across California, the total number of COVID-19 cases are climbing.According to the California Department of Public Health (CDPH), the most recent statistics on COVID-19 show California's positivity rate is trending modestly upward in the 14-day average. The CDPH said hospitalization rates over the long term are showing a slight uptick in the 14-day average.If you want to know specific outbreak locations, many county public health officials we spoke with won't tell you, unless they decide it's relevant.On June 18, San Diego County Supervisor Nathan Fletcher was asked about the locations of recent community outbreaks. In response to the question, Fletcher said, "When we think that there is a danger to the public, then we will share a location. If there's something specific that the public needs to know, then we will, of course, do that. "But, to arbitrarily do that can undermine the confidence of people to cooperate with our contact racing investigations and would ultimately be more negative to our ability to slow the spread of coronavirus, then it would be positive," said Fletcher. "I understand the curiosity, and I understand the desire to know, but ultimately we have to make decisions we think in totality will balance out, giving us the best ability to confront the public health challenges that we face."Just north of San Diego County, the Los Angeles County Department of Public Health is taking a different approach.The county's COVID-19 website shares information about nursing homes and homeless shelters that meet certain positive test criteria. It also includes locations such as workplaces and food and retail stores that have met certain positive test criteria.ABC 10News Reporter Adam Racusin checked with several counties in California on their policies for releasing information about specific locations to the public and whether or not they share information like Los Angeles County.A spokesperson for the County of Santa Barbara said, "We do not list this information for the public. At this point, our Disease Control Team has determined that there is no added value to sharing this information as our contact tracers do a very thorough job. In the past, we've listed locations for communicable illnesses like measles, but COVID-19 has not proven to be infectious in the same way at this point in time."In San Luis Obispo County a spokesperson for public health wrote, "Our County Public Health Department does not plan to release specific details about the locations of businesses, gatherings and events (including protests) that may be connected with a cluster of cases, especially if those details could potentially be used to identify individuals involved. We may release general information, if we feel it will protect the health and safety of our community.""For instance, if we think there is a potential for wider exposure that may lead members of the public to believe that they were exposed or at higher risk. The only exception to this policy is that we HAVE released when a case, or cases have been linked to a residential care facility as those are known places where disease transmission is both common and serious due to the residential nature of the location and the fragility of the people living there," the spokesperson said."We are working diligently to trace contacts and identify any and all individuals who may be connected to known cases, and their personal privacy is a priority," the spokesperson said."At this time, due to the stance outlined above, I don't anticipate that we would move to a listing like what LA County has adopted, but I will share this website with our team for future consideration," the spokesperson said.A spokesperson for Kern County told us "No, this information is not available. SAN DIEGO (KGTV) – A teen suffered serious injuries after a firework he was holding exploded early Thursday morning.ABC 10News learned the incident happened at around 2 a.m. in the 5500 block of Montezuma Road, near San Diego State University.The 18-year-old male was apparently holding an M80 when it suddenly went off. The teen reportedly lost most of his fingers and suffered an injury to his foot.The teen was taken to UC San Diego Medical Center for treatment. SAN DIEGO (KGTV) — A Scripps Ranch woman who contacted Team 10 about problems with her Samsung refrigerator is now receiving a full refund after Team 10’s story aired.Stephanie Nivinskus bought her Samsung french door refrigerator in December 2014. It cost her nearly ,000. She said she had issues roughly six months after she bought it. "It's been a headache since the beginning," Nivinskus told Team 10 in September.The first problem was the ice maker does not function properly, according to Nivinskus."The ice just gathers and collects up there. It makes it so it doesn't work," Nivinskus said.She also has issues with the temperature of the refrigerator. The FDA says a safe temperature inside a refrigerator is 40 degrees or below. During the initial interview with Team 10, the thermometer inside of Nivinskus' refrigerator read about 56 degrees."Having spoiled food is a real problem," she said.
