SAN MARCOS, Calif. (KGTV) - A San Marcos family is dealing with an unbearable loss. The Houghton family was involved in a horrific crash that killed their 13-year-old son, Bryce, Saturday night on the 405 in Orange County. The family of five was headed to San Luis Obispo to visit relatives, according to Michael Houghton. Their 17-year-old daughter was driving, when their van began to slow down. Michael says it seemed like it was running out of gas. It stopped in the HOV lane. Michael, his wife, and three kids decided to stay in the van buckled up and call for help. While they waited for 911 and a tow truck, CHP says a pickup truck slammed into the van. Another vehicle hit the pickup truck after the initial crash. The CHP arrested the driver of the pickup truck on suspicion of DUI. Officers said the driver of the pickup had major injuries. Four people in the third vehicle received minor injuries. Michael described his youngest son as a jovial person who loved to make people smile. “Short in stature but big in personality,” Michael said. “One of the things he loved the most was to make people happy.” The Houghton’s other two children, 15-year-old Mason, and 17-year-old Carissa, received minor injuries, though Mason will be on crutches, according to his dad. Michael’s wife, Gael, needed surgery. Michael received injuries to the back of his head, and injuries to his eye that had previously undergone a procedure. The family was very involved with Anthem Church in Vista, as well as Bread of Life Rescue Mission in Oceanside. The Houghtons had organized an event for the homeless on the Saturday before the crash. HonorHealth granted emergency temporary privileges to a board certified Neurologist identified by the family. As of now, that neurologist has not come to the facility to examine the patient. The family had instead sent an independent EEG technician to the facility. However, under court order HonorHealth is not permitted to allow a technician access to a hospital facility without the supervision of the authorized neurologist and, in this case, without a physician order. HonorHealth is working with the family's attorney to comply with the Court's order and the applicable standards of care." 774

She says she is not part of any organized group, but felt compelled to do something after seeing the video, and in light of what’s happening nationally, following the death of George Floyd. SAN DIEGO (KGTV) - The National Oceanic and Atmospheric Administration says the San Diego region is near a record low in fuel moisture or dryness in brush. According to recently released data, San Diego County is drier than normal. Parts of Southern California show record dryness, including portions of Santa Barbara County. "(Santa Barbara and Ventura Counties) get a lot of fires this time of year. All they need is a small ignition, and it's off to the races," Cal Fire spokesman Issac Sanchez said. "We're not that different when it comes to the environment and the types of fuels we have from Santa Baraba and the potential for explosive fires." 662

SAN DIEGO (KGTV) -- Homeowners with rooftop solar arrays and consumer advocates are pushing back against a proposal by San Diego Gas and Electric to nearly quadruple the bill on customers who use very little energy from the grid.SDG&E is asking the Public Utilities Commission to raise the bare minimum bill from to a month, saying the change is needed to accurately reflect the fixed costs of keeping low-usage customers connected to the grid. The move would affect any customer whose bill is below a month, regardless of whether the customer has solar panels.The move to change the minimum bill is part of a broader rate design proposal that would add a fixed charge to all residential customers whose bills exceed the minimum charge.SDG&E spokesman Wes Jones says by raising the minimum cost "floor" that customers pay, the utility can lower the "ceiling" on bills overall. He said the new structure is projected to lower energy rates in the long run, saving 64 percent of customers an average of a month. The other 36 percent of customers would see bills go up by an average of a month as a result of the change.But green energy advocates argue the change will punish solar customers and others who use the least electricity. About 18 percent of SDG&E customers would be affected by the higher minimum bill.Adam Rizzo of Palomar Solar said the prospect of higher costs for solar users might discourage some people from installing panels, even though the charges could still be reduced or denied by regulators."People hear snippets.
