SAN DIEGO (KGTV) -- A compromise in San Diego’s short-term rental debate may help the city get answers.In a news conference, San Diego City Councilmember Jennifer Campbell announced a compromise between “United Here,” which represents more than 6,000 local hotel, gaming, and hospitality workers, and Expedia Group, which is the parent company for short-term rental brands.Both sides have agreed on rules that Campbell said could help regulate the short-term rental industry -- by providing a balance between the hospitality industry and preserving the right of homeowners to use their property to help make ends meet.Under this agreement, it would cap the number of short-term rental permits that were granted and also establish a 2-night minimum stay.In turn, residents will be allowed to home share and those who rent out their homes part time -- usually during big events like Comic-Con, Pride, or December Nights -- wouldn’t have to pay the full permit costs.There will also be strict enforcement of the Good Neighbor Policy, which would include fines for those who violate it and possibly having permits revoked for repeat violations.This plan will be sent to the full council for further review. 1210

SAN DIEGO (KGTV) - A College Area homeowner got a huge shock when he returned home from a camping trip: The presence of some uninvited guests.Bill Yogerst left Saturday at 12 p.m. from his home on Catoctin Drive. On Monday morning, he got a call from his roommate, who had also been out of town, telling him the grates on the outside of the granny flat had been damaged.     Inside the house, there was one disturbing discovery after another.    "There was a trail of dirt in the shower. They had urinated on the toilet. He also found shoes and some sweatpants in his hamper that didn't belong to him. Sheets were pulled down and the pillows rearranged and stacked ... realized they were sleeping in my bed ... a creepy feeling of violation," said Yogerst.The intruders in this twisted Goldilocks tale: A homeless couple in their 20s. Neighbors spotted them in the driveway on Sunday. Yogerst says they found his hidden spare key and walked right in."It was like a Holiday Inn. They were enjoying their stay," said Yogerst.Yogerst says the presence of homeless in the area has increased in the past two years."Some of the churches, God bless them, do feed them, but that does bring them in," said Yogerst.Yogerst says only a few items were taken, including loose change, toiletries, and prescription medication. One of the suspects has a distinct description: A transient African-American woman, about 5-foot 5-inches tall, with bright orange hair. SAN DIEGO (CNS) - Two San Diego-based U.S. Navy SEALs have been charged in connection with the 2017 execution of a detainee in Iraq.SEAL officials told the Navy Times that Lt. Jacob "Jake" Portier faces an Article 32 hearing on suspicion of covering up a string of war crimes allegedly committed by Special Operations Chief Edward "Eddie" Gallagher.The Naval Criminal Investigative Service probe involves the death of a wounded Islamic State fighter near Mosul, Iraq in May 2017, the Navy Times reported.Prosecutors allege Gallagher stabbed and killed the wounded man, posed for a photograph next to the body and opted to complete his re-enlistment ceremony next to the corpse, bringing "discredit upon the armed forces."Gallagher is also accused of shooting two non-combatants in separate incidents near Mosul, the Navy Times reported.An MCAS Miramar spokesman could not immediately be reached for comment.Gallagher was arrested on Sept. 11 and is being detained at the Naval Consolidated Brig Miramar at the Marine Corps Air Station Miramar, under Rules for Court-Martial 305, the Navy Times reported.Portier, who is accused of dereliction of duty, was not present at the time of the alleged killing, the Navy Times reported. He was Gallagher's platoon leader during the deployment and told investigators he learned about the alleged war crimes only after he was told about them by a special operator first class."Naval Special Warfare does not comment on specifics of an ongoing investigation in order to preserve its integrity, however all credible allegations of criminal activity are taken extremely seriously and thoroughly investigated," Naval Special Warfare spokeswoman Cmdr. SAN DIEGO (KGTV) — A car owner in Old Town has a warning if you're planning on parking in the popular area: A destructive thief may be lurking.On the morning after Cinco de Mayo, blocks from the festivities, Amy Wysocki discover an unpleasant post-celebration surprise."Just heartbreaking. I instantly broke into tears," said Wysocki.Along Congress Street, Wysocki found a side window of her Lexus on the ground, smashed."Then I came upon the other broken window, which was also a shock and quite a bummer," said Wysocki.Inside her car, about 30 bucks in emergency cash was missing, along with some ibuprofen. Her windows are tinted, but if someone peered inside, some boxes filled with paper products can been seen. Wysocki believes those boxes made her car a target. Wysocki is hardly alone. Along Congress Street, there is a trail of broken glass."It's really sad. It's disgusting," said Wysocki.Police told Wysocki there were seven other "smash-and-grab" break-ins discovered in her neighborhood that same day. They design their products in Carlsbad, but production happens overseas, mainly in China.The country shut down for Chinese New Year and with the outbreak of Coronavirus, everyone stayed in quarantine."We were at about 10 percent capacity 10 days ago, we're up to 20 percent capacity today and we expect to be up to 50 percent capacity by mid-March," CEO of JLab Win Cramer said factories were shut down for about two months.That translated to delayed deliveries, "some products were delayed by two to three months, some products were delayed by 15-20 days," Cramer said.Cramer said Spring is a critical season for production, "this is when retailers turn over the wares that they sell in favor of the new fashion, the new technology."Adding to the stress, the company has been hit for the past year and a half with tariffs from Chinese goods."We paid -M in tariff fees to the government this year," Cramer said.That led to cuts across the company, chopping everything they could without sacrificing their team or raising the price of their products.Cramer said they even looked at little things around the office, "we had to renegotiate with our coffee supplier, say, 'hey, can you help us through tariffs? Can you bring your costs down so we can still use your service?'
