Postmaster General Louis DeJoy said this week now is the time for Congress to act in order to enact legislative and regulatory reforms as the agency says it is strapped for cash.DeJoy’s statement comes as Senator Joe Manchin, D-WV, said in a letter to Dejoy that USPS locations in his state are slated to close or reducing hours. Manchin said he is concerned that the postal service will be less accessible to his constituents.“As a public service, USPS is legally required to deliver mail, to all postal addresses in all regions, at a flat rate, no matter how far it may have to travel,” Manchin said in a letter to DeJoy. “The Service’s affordability and continued accessibility are essential for rural communities, especially those with high rates of poverty. In many areas where reliable broadband is not an option, the Postal Service is their only link to medicine, social security checks, and family members.In recent years, the USPS has seen a decrease in mail volume, going from 170.9 billion pieces of mail in 2010 to 142.6 billion in 2019. Meanwhile, USPS continues to operate routes six days a week.To combat the decrease in revenue, DeJoy wants to implement reforms and cut overtime from the budget. The moves could cause delays in shipments, however.“The Postal Service has spent the last four years unsuccessfully trying to obtain reform legislation from Congress and pricing reform from the PRC, while remaining focused on the efficiency of our operations,” DeJoy said. “Given our current situation, it is critical that the Postal Service take a fresh look at our operations and make necessary adjustments. President Donald Trump reiterated his willingness Monday to allow the government to shut down this fall if he does not receive sufficient funding for border security but he declined to take a firm stance on the specific amount of money he would accept."If we don't get border security after many, many years of talk within the United States, I would have no problem doing a shutdown," Trump said during a joint news conference at the White House alongside Italian Prime Minister Giuseppe Conte. Popular digital marketplace Groupon has changed its cancellation policy after some people complained it was too restrictive.Before, once you purchased something in the marketplace, you had 24 hours to cancel your purchase. However, some businesses changed their hours of operation or how many people the business could support at once thanks to the pandemic, so customers would be losing their money on these purchases.Now, Groupon offers customers 72 hours to cancel any purchases, just in case. Even with the extended grace period though, some say it's still a good idea to call ahead and double-check how a business is operating."Figuring out what the business looks like, have their hours been affected, are they temporarily closed because of COVID and if they are open it’s not a bad idea to call and see if they are honoring the group because so many businesses are being affected by COVID," Sara Kemerer, a Tri-State public relations specialist with the Better Business Bureau, said to WCPO.On its coronavirus update page, Groupon said if your voucher was extended past its expiration date, you'd receive an email with the new expiration date.Groupon also said you can check your My Groupons on your account to see if the expiration date has been extended. (AP) — Oregon State Police will return to Portland to help local authorities after the fatal shooting of a man following clashes between President Donald Trump supporters and counter-protesters that led to an argument between the president and the city’s mayor over who was to blame for the violence. On Saturday evening a caravan of about 600 vehicles packed with Trump supporters drove through the liberal city and was met with counterprotesters. Skirmishes broke out and, about 15 minutes after the caravan left the city, a supporter of the right-wing group Patriot Prayer was fatally shot. The circumstances of the shooting remain unclear. Video from the city shows sporadic fighting between the groups, with Trump supporters firing paintball pellets at opponents and using bear spray as counterprotesters threw things at the Trump caravan.The man killed was a member of Patriot Prayer, a right-wing group whose members have frequently clashed with protesters in Portland in the past, its founder, Joey Gibson, said Sunday. He identified the victim as Aaron “Jay” Danielson and called him a “good friend,” but provided no details. Danielson apparently also went by the name Jay Bishop, according to Patriot Prayer’s Facebook page.The Washington state-based group doesn't have a significant national footprint but is well known in the Pacific Northwest.
