SAN DIEGO (KGTV) - San Diego Police announced Tuesday the arrest of a man suspected of sexually assaulting an elderly woman in a nursing home in Hillcrest. Detectives took Lusean Arline, 48, into custody Monday for the crime which occurred Oct. 27. Police did not release the name of the nursing home, but administrators with Balboa Nursing and Rehabilitation Center confirmed with 10News the attack happened in their facility.Police said the 88-year-old victim was inside the nursing home when Arline illegally entered the facility. He sexually assaulted the woman, who was in her bed, officers said. RELATED: Police arrest man suspected of biting Hillcrest restaurant workerThe victim and other patients in the room began screaming. “When staff members responded, Arline ran away,” police wrote in a news release. San Diego Police Sex Crimes Unit investigators collected evidence at the scene, including male DNA which was processed by the Crime Lab and loaded into the Combined DNA Index System (CODIS). RELATED: Hillcrest restaurant reopens after one week after shootingInvestigators identified Arline as the suspect and, with the help of the California Department of Corrections and Rehabilitation, Arline was arrested. Arline is currently being held on a parole violation. He will face multiple felony counts that include burglary, felony sexual assault, and elder abuse charges, according to police.Administrators with the nursing home sent 10News the following statementWe are grateful authorities have apprehended a suspect who entered our community illegally and assaulted one of our residents. Our thoughts remain with the resident and the resident’s family, and we will continue to cooperate fully with officials as they investigate and seek justice for this individual. SAN DIEGO (KGTV) — San Diego Police have released officer bodycam footage of a fatal shooting involving a man in Mountain View earlier this month.San Diego Police say 39-year-old Jose Alfredo Castro-Gutierrez was shot and killed after officers responded to the 300 block of South Pardee Street just before 5 a.m. on Oct. 19 over reports of a violent disturbance involving a weapon.According to police, Castro-Gutierrez was staying at a home as a guest when the residents were woken up by him. He had reportedly been acting paranoid and ripped a metal curtain rod from a window and began breaking windows and other objects in the home.Video shows Castro-Gutierrez crawl through a window in the front of the home and run toward police, before officers fired their weapons and fatally struck him. A metal pole was found near him.Three officers fired at Castro-Gutierrez: One officer fired a bean bag round, another officer fired a Taser, and a third officer fired several rounds from his service pistol, SDPD says.Officers started first aid at the scene, but Castro-Gutierrez was pronounced dead at the hospital. The officer who fired his service pistol was identified as Isai Castillo, a two-year veteran of SDPD assigned to Southeastern Division.Gene Iredale, the attorney who represents Castro’s family, says they are planning to file a wrongful death action. He says the lethal force was not warranted.“This was a tragic combination of negligence and callousness that led to a needless death,” Iredale said.Iredale says his client leaves behind a wife and a one-year-old child. He says Castro is a Mexican citizen and a legal resident of the U.S. His wife lives in Mexicali, but Castro has been working and renting locally.He says Castro also has a history of mental illness.“This was a person in a mental health crisis and was paranoid,” Iredale said. “His last word as he rushed towards the officers was ‘ayuda,’ ‘help me’”In a recorded video statement provided to ABC 10News by Iredale, Castro’s wife was emotional, saying the family is shocked at what happened, calling her husband’s death an injustice. SAN DIEGO (KGTV) - San Diego Police are looking for a man described as mentally ill or under the influence of drugs.Sunday night at 8:58 p.m. someone called 9-1-1 describing a man acting irrationally. Police responded and found the Honda Accord matching the description of the call and tried to pull the car over.The driver flipped a u-turn and sped up to about 80 miles per hour, running three red lights down Governor Drive.Police slowed down to a safer speed and as they caught up to the driver they found the car crashed into the dead end fence.They say the man, described as Hispanic, in his late 20s, 5' 8" tall, wit ha shaved head, wearing a short sleeved shirt, a hoodie, and gray shorts took off. They believe he ran from the car.They searched the area, known as Rose Canyon Natural Park, and could not find the man.If you see him, police ask that you please not approach him and call 9-1-1. 918

  

SAN DIEGO (KGTV) -- Rep. Susan Davis of the 53rd Congressional District won’t seek re-election in 2020, the Congresswoman announced Wednesday. Davis was first elected to Congress in 2000. “I have struggled to make this very difficult decision. I will not seek another term in Congress. My decision today represents a desire to live and work ‘at home’ in San Diego,” she said. Davis is currently the second highest-ranking Democrat on both the House Education and Labor Committee and the House Armed Service Committee. Among measures recently supported by Davis is the Green New Deal, introduced by Rep. Alexandria Ocasio-Cortez. She also helped spearhead the repeal of the “don’t ask, don’t tell,” a Clinton-era policy which allowed LGTBQ people to serve in the military only if they remained in the closet.“It makes us a better military, a better country, and I was very happy to be a part of that,” said Davis.So far, only two other candidates have officially entered the race. Jose Caballero, a Navy veteran, filed earlier this year and has raised ,900 as of June.Joaquín Vázquez, the son of undocumented immigrants, has also filed to run, but has not submitted any fundraising documents yet to the FEC.Both are Democrats with no previous experience as elected officials.In 2018, Davis faced off against Republican challenger, Morgan Murtaugh, beating her by a nearly 40% margin.
