BEIJING, Aug. 30 (Xinhua) -- Chinese President Hu Jintao held talks last Friday with top leader of the Democratic People's Republic of Korea (DPRK) Kim Jong Il in Changchun, capital city of northeast China' s Jilin Province.Kim, general secretary of the Worker' s Party of Korea (WPK) and chairman of the DPRK National Defense Commission, paid an unofficial visit to China from August 26 to 30 at the invitation of Hu, also general secretary of the Central Committee of the Communist Party of China (CPC).Hu said that at present, China and the DPRK are increasing vigorous exchange and cooperation in various fields, among various departments and between provinces along the borders. The two sides have maintained close communication and coordination on issues of the Korean Peninsula and the region.Hu said China is ready to work with the DPRK to carefully safeguard and develop friendly and cooperative relations between the two countries.During the talks, Hu put forward three proposals for further strengthening relations between the CPC and the WPK and between the two countries.Firstly, the two sides should maintain high-level contact, which is of great significance to continuously pushing forward the development of the China-DPRK links. Leaders of the two sides should continue to maintain regular communication in various forms.Secondly, the two sides should advance trade and economic cooperation. Expanding and deepening mutually beneficial and win-win trade and economic cooperation is in the basic interests of the two peoples. China is ready to grow trade and economic cooperation on the principles of government guidance with enterprises playing a major role, market operation, and mutual benefits for win-win results.Thirdly, the two sides should strengthen strategic communication. Since the regional and international situation is undergoing profound and complicated changes, prompt, thorough and in-depth communication between China and the DPRK on major issues is of critical importance to effectively maintaining peace and stability in the Northeast Asia region and to promoting common development.

BEIJING, Oct. 28 (Xinhua) -- China's top legislature on Thursday ended its bimonthly session, adopting a series of bills including the long-awaited social insurance law that had been reviewed by lawmakers four times in almost three years.The law that aims to prevent the improper use of social security funds was first submitted to the legislature in December, 2007, following a scandal in Shanghai involving 3.7 billion yuan (502.3 million U.S. dollars) of social security funds.The law is to take effect on July 1, 2011.In a proposal made by the Communist Party of China (CPC) Central Committee on formulating the country's 12th Five-Year Program (2011-2015) on National Economic and Social Development issued Wednesday, the social security system is set to be improved.The National People's Congress (NPC) Standing Committee also voted to adopt the law on law application to civil relationships involving foreign interests, and the revised Organic Law of Villagers' Committees, regarding rural people having greater powers to remove villagers' committee members and to convene meetings to decide village affairs.Also adopted at the close of this legislative session were the amendments to the Law on Deputies to the NPC and Local People's Congresses at Various Levels, which further specify the rights and duties of lawmakers.Lawmakers also adopted a decision to appoint Vice President Xi Jinping as vice-chairman of the Central Military Commission (CMC) of the People's Republic of China.Born in 1953, Xi was appointed by the CPC Central Committee on Oct. 18 as vice-chairman of the CMC of the party.Xi has served in a number of positions related to the armed forces and military reserve affairs during his previous tenures at national and local levels.The top legislature also expelled Li Qihong, former deputy secretary of Zhongshan Municipal Committee of the Communist Party of China in southern Guangdong Province and former mayor of Zhongshan City, from the top legislature on suspicion of "seriously violating disciplines" concerning economic activities.

VIENNA, Sept. 14 (Xinhua) -- The six-party talks is the fundamental way of solving the Korean Peninsula nuclear issue, a senior Chinese diplomat told the International Atomic Energy Agency (IAEA) directors meeting here Tuesday.From the long term perspective, the fundamental way of settling regional contradictions and disputes is through continuing to advance the six-party talks, achieving the conversion of the mechanism of armistice to peace, and finally establishing a security system of peace in Northeast Asia, said Hu Xiaodi, China' s permanent representative and ambassador to the United Nations and other international organizations in Vienna.To this end, China hopes that no matter how situation changes, parties concerned should fix their attention on the overall situation, exercise restraint, resume direct dialogues and talks at an early date, Hu said, adding all sides should make joint efforts to achieve an early resumption of the six-party talks, and continue to advance the process of denuclearization of the Korean Peninsula.Hu noted that the situation on the Korean Peninsula and in Northeast Asia is still sensitive and complex, with the six-party talks stalled.The current situation once again shows that severe lack of mutual trust among parties concerned is the root cause of both frequent tensions in northeast Asia and difficulties for the six- party talks. Under such circumstances, the only way to gradually accumulate trust and seek to properly address concerns of each side in a balanced manner is through maintaining contacts, dialogues and frank communications, Hu said.Hu said all parties should give serious thoughts on how to change the situation and put the Korean Peninsula issue back on the track of dialogue and consultation at an early date.

BEIJING, Sept. 20 (Xinhuanet) -- Chinese e-commerce giant Alibaba Group on Sunday turned down the suggestion by Yahoo chief executive officer Carol Bartz that she be allowed to join the board of Alibaba, replying that Bartz should focus on improving Yahoo's own business first.Wang Shuai, chief marketing officer of Taobao.com under the group, said he has been "perplexed" by Bartz's decisions and attitudes since she became CEO of Yahoo in January 2009, claiming: "They demonstrate a lack of appreciation of the Internet, the mainland market and business partners."In response to Bartz's suggestion that she join the board of Alibaba, Wang said: "Perhaps it would not be a bad idea for her to concentrate her efforts on improving Yahoo's current situation."On Friday, Bartz touted Yahoo's 39 percent investment in Alibaba, a day after the Chinese Internet company said Yahoo had rejected its offer to sell the stake back to the group.The 62-year-old executive said the ideal time for Yahoo to exit from Alibaba will be after Taobao.com and Alipay.com, Alibaba's online shopping and payment subsidiaries, go public. HANOI, Oct. 29 (Xinhua) -- Chinese Premier Wen Jiabao on Friday made proposals for boosting cooperation, especially in economy and trade, at a series of ongoing summits between the Association of Southeast Asian Nations (ASEAN) and its partners including China, Japan and South Korea.He attended the China-ASEAN summit, the summit of ASEAN Plus Three, namely China, Japan and South Korea, and a meeting of the leaders of the three countries.Wen also held bilateral talks with Singaporean Prime Minister Lee Hsien Loong and Indian Prime Minister Manmohan Singh on the sidelines.CHINA-ASEAN COOPERATIONWen and other leaders at the 13th summit between China and the ASEAN voiced their commitment to further strengthening their strategic partnership and comprehensive cooperation.Wen made a six-point proposal to further enhance the strategic partnership between China and Southeast Asian nations, saying the cooperation has been "most pragmatic, most extensive and most fruitful.""We should continue to pursue peaceful development through friendly cooperation" and must work together to ensure that "the China-ASEAN cooperation stay at the forefront of East Asian cooperation," Wen said.Topping the list of priorities is the further promotion of economic and trade relations between the two sides, Wen said.Wen said China will further expand imports from and facilitate trade with ASEAN members in the coming years in the hope of bringing the annual bilateral trade value to 500 billion U.S. dollars by 2015.ASEAN PLUS THREE SUMMITAt the ASEAN Plus Three summit involving ASEAN and China, Japan and South Korea, Wen proposed that they speed up work on establishing the East Asia Free Trade Agreement (FTA) and boost cooperation in finance and other areas."Stronger ASEAN Plus Three cooperation is essential to the revitalization of East Asia," Wen said at the summit.On the East Asia FTA, Wen said China, as the lead sherpa of the ASEAN Plus Three business cooperation, has put forward the roadmap for ASEAN Plus Three trade facilitation for the next five years."China will consult with other parties and propose specific measures to further advance trade and investment liberalization and facilitation within the region," he said.With China, Japan and South Korea each having their respective FTAs with the ASEAN in place, the three countries should move faster towards the establishment of a free trade agreement, Wen said.China, Japan and South Korea have decided to sign a tripartite investment agreement as soon as possible and complete the joint FTA study involving the government, industry, and academia by 2012, he said.Wen also called for efforts to deepen financial cooperation, saying that the two sides should make the Chiang Mai Initiative Multilateralization more effective and improve its operation procedures.Meanwhile, those countries should probe ways to encourage cross-border bond transaction and settlement in the region, and intensify the capacity-building for the development of the bond market, he said.The premier also called for promoting cooperation in food security, agriculture, infrastructure construction and education.On food security, Wen said China stands ready to join efforts with all other parties to build the ASEAN Plus Three Emergency Rice Reserve. He pledged a further 1 million dollars in donation to the reserve.Wen also urged the strengthening of communication and coordination among the ASEAN Plus Three on major international issues, and pushed for positive outcomes at major international conferences like the G20 summit.
